They were close servants of Casterly Rock, so they should be Theons problem.
Isn't Theon in charge of the port not the Rock? And wouldn't land issues fall under the Crown? Know we did a vote that says they need to make a case.

Theon is Duke of the region surrounding Lannisport. Only Casterly Rock itself is ours.
And we never said where to make their case. The usual order of these things would be "Ask Theon" -> "Appeal to High Court" -> "Appeal to Viserys".
Of course, Theon could always ask the Consul Principum to add discussion of the matter to the Curias itinerary. Probably too small decision to really matter, but might score him some points with older lords when they see him asking for their input.

I wonder if discussing the breaking with the Curia will make Viserys' behavior more or less understandable to them. A lot of what he does would make more sense with the full picture of what sort of things sit at the top of Viserys' "big fucking problem" list, but the things he's planning to do to mitigate their impact on the imperium are fairly mind bending from an IC perspective.
