[X] Azel

Now for some recs that you'll probably both already have heard of elsewhere, but just in case:
Imagine Robert Baratheon against the Dothraki.
alternatehistory.com is generally not to my liking (board culture likes timelines and "clever ideas" but doesn't really like actual stories), but it did produce two excellent fanfics whose premise is "Robert Baratheon and Ned Stark go Targaryen-hunting across Essos, raising an army and smashing slaver states". It's great!
Summer Crowns (the original) and Chasing Dragons (took up the mantle once Summer Crowns died). I originally liked Summer Crowns better, but Chasing Dragons has been doing some interesting things with geopolitics and the Lyseni plotline lately... I'd give them both a look. Chasing Dragons has them fight Dothraki at one point.
Although for the ultimate ON AN OPEN FIELD scene I've ever read, you'll want to check out Scream Against the Storm (chapter 10, I think?) in which Sorcerer!Stannis absolutely wrecks a Dothraki Khalasar on an open field in the best way imaginable.
He charges the Dothraki single-handedly, wielding a burning spear and trusting in sorcerous wind to blow arrows away. Then he makes the khal's horse throw him to the ground at the last moment (warg magic), kills the khal (a simple stabbing, no magic here), and lets the bloodriders break and run. The khalasar splits and flees.
Of course, the bloodriders wouldn't have broken and ran if he hadn't been tormenting their dreams for weeks, but proper planning and psyops are an essential part of ASOIAF magic!

The place is supposedly cursed from when they piled the bodies of people who died during the Great Spring Sickness and then set them alight with Wildfire. If I were running this quest in the early levels in KL I would totally use that, but these are not early levels and you guys do not need the distraction
Eh. Sounds like something that the Pyromancers would have taken care of years ago.

So how do you guys want to handle the swearing in? Just breeze through it and take in the atmosphere or get down to the nuts and bolts of politics in each kingdom now rather than later?

I think a lot of people could do with a little breather from the politics, but this would be the best moment to deal with them...

IC, we have the full information, likely already made up our mind on most of it, and giving everyone time to compare notes and plot would not be a good idea.

Is it time? For my Summer Summit?! Bit more impromptu than I expected, but we already have most of the Lords in Sorcerer's Deep, and there was a lot of ground to cover.

I have a huge write-up already, though it will necessitate some slight rewriting to take into account how the Second Conquest went down, and the location, and the preparations leading up to it (since that's mostly already covered).

Well my go to solution for 'people want a breather from the main plot but we need to handle it now IC' would be interludes. I know I promised to do fewer of those but I have not done an off plot interlude for nine days. I think we could stand to have one detached interlude now. I could to the Maelor one for instance.

What do you guys think?

I will be honest, I'm not a huge fan of interludes in the middle of more important things going on. I understand that they serve a purpose and sometimes cannot be avoided, but when there's absolutely something big occurring, breaking away from it just involves a lot of navel staring.

I always preferred interludes happening at the beginning or the end of turns, since we wrapped up our bullshit presumably.

You never quite stated what you want to talk about there anyway, so maybe this would be a good moment.

We could schedule a formal gathering towards the end of this month, giving lords the time to prepare themselves, if that is desirable.

I also would like to do... a ton of reforms, but I'm kinda busy with the system rewrite.

OK it looks like no one is eager for an interlude, no be honest neither was I so off we go

[X] Have a.. thorough chat with the Orange and Azure Court delegates.

I'm always up for more interludes, but I don't mind moving on if that's what y'all prefer.

I enjoy interludes, I just enjoy them more when they're put in the right place. In the middle of a major battle for example is the worst place to have an interlude.

[ ] Summer Summit Proposal
-[] The Summit will take place over the course of fourteen days.
--[] Should either the Lord or Lady or their Heir be considered, after examination by the appropriate official, to be indisposed simultaneously for whatever reason, the Crown will appoint a representative from their Household.
--[] The attendees and a small entourage will be escorted personally to the Imperial Palace, their quarters and lodgings prepared beforehand, the area maximally warded, patrolled and guarded.
---[] Cite danger of interference from a number of sources, and the number of concentrated personnages making the entire Summit a greater security nightmare than any similar meeting. Guest Right is assured in all proceedings upon immediate arrival, which will be recorded with a unique seal from title-holder's signet and an arcane mark.
----[] Transport back upon the Summer Summit's conclusion will also be provided.
-[] The Summit will take place in Sorcerer's Deep, the capital of the Imperium.

[ ] Introduction - Day 1
-[] The first day, the Lords will have the opportunity to settle in and then gather in the Throne Room fully capable of accomodating every ruling Lord and Lady in Westeros.
--[] Normal protocol will generally dictate that none but the House's representative may enter the chambers, and it will be warded to the highest standards from physical threat and divination, even by that of the Gods.
--[] There will be a raised platform in the middle of the room with a specially configured and measured construction and overall architecture that allows those who stand upon it to have their voice reach everyone in the room clearly from any position, one designated spot for the Speaker elected by the attending representatives, generally someone considered impartial or the best of all compromising positions by those voting, to direct and organize proceedings in accordance with protocols set out by Viserys.
---[] The Throne Room already has these specifications, due to hosting the Imperial Council.
--[] Viserys will make arrangements for a stand-in for himself, if it becomes necessary.
---[] If for some reason a tie in the votes occurs, one more vote will be held between the two forerunning candidates. Viserys can dismiss the Speaker and appoint another for any reason whatsoever, or else appoint none at all and direct the session himself.
-[] The other position on the platform will allow for a representative to step up to address the Summit.
-[] After votes are cast and the Speaker is selected, the session is halted for a bit of a meet and greet between the nobility. Lords will be allowed to mingle in designated private meeting spaces, dining areas, gardens or in the Throne Room itself. Viserys will speak to several people and may be approached, though not for any substantive business. He will be too busy until directly after the meeting, so if it is business for Westeros, it must wait until the day Petitions to the Crown will be heard, or else at the conclusion of the Summit before they are returned home if it is a personal matter.
-[] Protocols are generally like this, with some flexibility worked out on the go as everyone gains more experience with these things.
--[] Representatives will file in one by one and take their seats. They will remain standing instead if the Crown is represented in some manner until bid to seat themselves.
--[] Once the chamber doors are closed, the final security measures will engage and barring emergency evacuation protocols, no one will leave.
--[] No attendee carries a weapon into the Throne Room. There are other magical security measures if for some reason that is a concern, but this isn't generally a security matter, instead simply indicating that no one present has any intention of breaking the King's Peace while acting as one body, as they have the responsibility of upholding it.
--[] There are to be two Recesses during open sessions, breaking them up a bit at set intervals. The doors will be opened and remain opened until all representatives are accounted for, before being closed again. Generally sessions will not resume if a representative becomes indisposed, unless a replacement cannot be found within a timely manner.
--[] Two people have speaking privileges at the same time during a normal session. The Speaker and organizer, and the person approaching to address. One may ring a bell to question the person addressing the Summit/Council, or else the Speaker themselves should the one addressing the body gathered in a manner disruptive to proceedings.
---[] Viserys is inclined to allow factions to form organically and appoint their own voices. Misuse of this function will suspend the privilege for the rest of the session, and should a string of abuses take place the Speaker will instead merely make note of requests to speak and prioritize as best as they can. If there are too many independents interests for this to be reasonable Viserys will revisit the matter more formally.
--[] Viserys may interrupt the session at any time and for any reason to speak. When he does not intend to speak, he will remain seated at all times. When he does intend to speak, he will stand instead. All discussion halts at these points.
--[] If it ever reaches a point where the discussion breaks down completely, or worse, something like fighting breaks out on the floor, Viserys can unilaterally dismiss the entire gathered body from the session, or even dismantle the current Council immediately.
--[] This is a privilege. Not a right.

[ ] Post-War Concerns - Day 2
-[] Some miscellaneous matters which don't fit neatly in any one category will be addressed on the second day of the Summit.
--[] Restoration of lands stripped from Loyalist Houses in the previous war.
--[] Second formal announcement (after the one made on-site) of any House which has been attainted and stripped of their lands due to their actions either before the Reconquest or during it, and furthermore your intentions towards them.
--[] Corollary to this, the organization of the Western Provinces of your realm, specifically your direct vassals, and how each of their respective fiefdoms are organized. This involves going over the Ducal provinces outlined on a map, their own direct vassals, and dejure territories of each House, the last point of which will be further gone into detail about when you discuss affirming ownership of that land and the succession rights of those Lords and Ladies.
--[] Addressing any immediate and on-going crisis concerns occurring as a result of the recent upheaval.
--[] Speech honoring Loyalists.
--[] Speech welcoming reaffirmed ties to the Crown.
--[] Preamble of the topics to be covered over the course of the rest of the Summit, already described in agendas handed out at the beginning.
--[] A celebratory feast.

[ ] Administrative Overhaul - Day 3
-[] Introduction of each institution in the Imperium, covering the Voice system, describing the Lord's council, the Constitution of the Imperium, communications improvements.
--[] Each Region will have one facility with a room warded to the very highest standards. Any official communique to a higher authority describing the subjects covered in the day where Threats to the security and safety of the realm will be discussed must be made here if at all. A Whispering Brazier and a less warded chamber will be provided at-cost by the Crown to each Lord based on internally reviewed order of priority (whatever the Crown feels like) for anything else.
-[] Field questions.

[ ] Administrative Overhaul/Politics - Day 4
-[] You will go over the economic and military alliances and trade agreements you have with foreign powers here.
-[] You will address your current objectives and priorities in regards to those realms you are in discussions with or have engaged in on-and-off or ongoing diplomatic relations with.
-[] You will discuss the formalization of dejure territories each titleholder has, recognized by the Crown. The details of this will be covered the following day, as they relate to succession laws.
-[] You will continue the day fielding questions. on the above and the previous matters.

[ ] Laws - Days 5 and 6
-[] You extensively cover Imperial Law.
--[] Additionally, it's a good time to note Succession of Title is determined by primary title-holder for dejure land held by their House.
--[] Succession Law for their remit can be changed by simply approaching their direct liege to announce their intentions and afterward forward the necessary paperwork to the Administration, or by approaching the Crown itself. In both cases, the Lord must present himself after having undergone rigorous security checks to ensure his mind is uncompromised while making this decision.
---[] Furthermore, the primary mediator in a dispute is their direct liege. For those who's direct liege is Viserys himself, he reserves the right to discuss the matter with the primary titleholder beforehand, as it should become evident that the liege is responsible for ensuring the succession results in a successful and intended transition of rule.
----[] The heir who has not reached an age of majority will have a Regent appointed by the primary titleholder. For whatever reason, if the presumptive regent cannot perform their duties, the direct liege will appoint one from the same Household. If none are available, a representative from the Crown and a representative from the direct liege will select others to form a Regency Council until the Heir reaches the age of majority.
-[] Penal Code.
-[] You extensively cover laws regarding magic.
--[] Its practice.
--[] Education and the Charter of the Scholarum.
--[] Laws regarding economic licensing, Low Magic, High Magic, Restricted Magic, distinctions between General Lore and Ritual Lore.
--[] A Mage's rights and obligations.
---[] The obligations of a titleholder have priority, but do not supersede the obligations of the previously discussed. If ones primary duties would somehow be impeded by them, the Crown will grant special exemptions on a common sense basis. Generally speaking, a Lord is already expected to provide military aid during open conflict and times of great crisis, so there should be enough overlap between both responsibilities as a Lord and as a Mage that this isn't any great issue.
--[] The other rights and responsibilities of the other Estates people are invested with. As a note, the Constitution has since been modified to declare the Estate with the least responsibilities and obligations to declare them Citizens rather than Smallfolk, a derogatory term you have eliminated in any official writing.
-[] Religious Law, Overlap with Magic Law.
-[] Tax Codes.
-[] Any other important laws, regarding marriage, monopolies, slavery... oh you are expecting a flood of "concerned parties" at this point.
-[] Fielding questions. Yes, those rights are inalienable. Yes, you almost all rebelled against Egg when he tried something vaguely similar. Come at me bro!
--[] If there are questions, specifically and explicitly, regarding Religious Law, and partially its overlap with Magic Law, it can wait, you have plans to address this.

[ ] Infrastructure - Day 7
-[] Road System currently under construction, proposed expansions, trunklines, canals, bridges and more.
-[] Subsidized renovations.
--[] The following Cities have a Grandfather Clause for all previous instances of violations of extant architectural building codes set forth by the Bureau of Works: White Harbor, Gulltown, King's Landing, Old Town and Lannisport.
--[] For historical and practical purposes these cities will be subsidized by the Crown for any repairs or demolishing that needs to occur in order to bring it up to current safety standards, with intentions of leaving as much of the original construction as intact as possible. All new construction must conform to these safety codes, but local ordinances may determine everything else. All new cities must follow these same standards.
---[] Discussed earlier when rewarding your loyal vassals, you will outline who has received a city charter and opportunities to lease magical industrial scale equipment for construction purposes from the Crown (involves vote simply to clarify who received a charter, or to include other people who have not yet been told they are receiving one, the announcement still has to be made at this point, partially for PR)...
-[] There will be a special Crown Holding in each Region for either an economic purpose and or to serve as the local Headquarters for the Imperial Military in the region.
--[] The Mouth of the Mander will have a city constructed on both banks and encircling the harbor. The city itself will be governed by a Governor selected by the Crown. It will serve as the headquarters for the military in the region.
--[] Casterly Rock will serve as headquarters for the military in the region.
--[] Harrenhal will serve as headquarters for the military in the region.
--[] A naval base will be constructed in the Iron Islands on Pyke.
--[] Summerhall will serve as headquarters for the military in the region.
--[] The Bloody Gate will serve as headquarters for the military in the Region after undergoing extensive renovation. The Eyrie will become an Air Force base / the Headquarters of the Knights Griffon. Being as you find the Keep an ugly reminder, and just plain ugly, you are not obligated to keep anything involving its architecture or construction the same.
--[] Moat Cailin will serve as headquarters for the Military in the region after undergoing reconstruction.
--[] Dorne is granted an exemption.
---[] What's that? No stick for them? They live next door to a dragon, the stick is closest to them. Also, all of you could do with a (another) reminder that Dorne and the Narrow Sea called us King first.

[ ] Threats to the Realm - Day 8
-[] Kind of flexible, but generally this is the opportunity to education people on Supernatural 101, hand out educative material, and then deal with the topic of Winter and initial discussion about preparations for it. No real way to tell what holds priority until then.

[ ] Military Deployments/Occupation/Manpower in Westeros - Day 9
-[] The Imperial Military will maintain a standing presence in Westeros for a year and a day. It will maintain permanent presence at the Wall as the Legion trains in cold weather warfare, rotating soldiers out fairly regularly.
--[] The territory formerly constituting the Westerlands is under indefinite military occupation, pending security review by Imperial High Command.
--[] All other regions will have garrisons from the Imperial Military Reserve afterwards.
--[] At any point up to one Legion might be deployed to a territory to patrol for threats, engage in engineering projects, training exercises and or reconnaissance in force against threats outlined above.
--[] Lords are to cooperate with Imperial High Command in regards to threats outlined above. In matters of internal dissent between vassal and liege, High Command will remain aloof to allow Lords to deal with matters as they see fit, and they are of course obligated to intervene only in the case where High Treason has taken place and will not be deterred in such cases under any circumstances whatsoever.
--[] Organizing work crews using feudal levies, subsidized and supported in part by the Crown and the Lords of Westeros. They will be used to gather bodies from recent battlefields and mass burials for disposal. Cite Winter's approach.
--[] Standards for voluntary military forces. Military conscription into one's Household Forces is allowed in situations of immediate crisis, so long as they are trained to the same standards set forth by the Imperial Military Reserve and equipped appropriately as outlined by the same standards. They will be paid by the Crown in accordance to these same standards until the crisis is resolved.
---[] Standards for one's own Household Forces can be set forth by the titleholder as they see fit (with it being obvious that inability to match at least the Reserve--which does not pay as well as the Legion, matching perhaps a Greycloak's salary for a common Reservist soldier--they will be hard pressed to compete).
----[] The above concerns are addressed by the following: The Imperial Military Reserve will never expand beyond an equal number of men employed in by the Legion and Imperial Fleet. Given expected projections for both, it is expected that current available manpower for forces considered to be armsmen and household guard by the landed nobility will remain at present levels. Able bodied men otherwise not permanently employed in such a manner are not expected to flood into recruitment offices without a large majority of them being turned away thanks to these constraints.
--[] If a crisis remains unresolved for long periods of time, the Crown will intervene in the manner deemed most fitting.

[ ] Trial Announcements - Day 10
-[] We will announce the trial dates of politically significant individuals. Representatives are welcome and encouraged to attend.

[ ] Religion & the Faith - Day 10 & 11
-[] We address special key representatives (High Septon, select members of the Most Devout, Septons who we favor as 'non-obstructionist') invited to speak at the Summit in regards to certain practical issues involved with secular reforms, overlap with Magical Law, etc.
-[] Otherwise field general questions on this subject from representatives from the nobility and those representing the Faith.

[ ] Coronation Announcement - Day 12

[ ] Marriage Announcement - Day 12

[ ] Petitions - Day 12, 13 and 14
-[] The Lords of Westeros may now petition the Imperator formally.
-[] Another feast.

[ ] Dismissal
-[] Last speech, private meetings, farewells

@Azel Some of this write-up is filled with artifacts from old concepts, like the House of Lords, I'm striking through irrelevant things.
