All also true. The key point is just that by the nature of this action (we rushed off before taking any time to plan or coordinate the operation) we simply cannot be sure reinforcements will get here in any reasonable amount of time.
So it's important to recognize that if we ARE talking to Jadeite, it's not to stall for time. It's because this is probably the least-threatened we're going to see him feeling for a long time, at least while we're Sailored up, and so this is a good time to try to understand or influence his thinking.
@Sebazu @Tzaphquiel Umm, you guys do remember that the mind control isn't tied to Aegis right? We already checked it and there were only remnants of the curse left. It isn't powering the mind control anymore, so purifying it wouldn't do anything.
We know that, but it's still true that Jadeite is under a lingering curse that
originated that way.
One of our hoped-for win conditions is that we can get Jadeite to stand down or surrender, but to do that we need to:
1) Understand why he's doing what he's doing, and
2) Make
him understand that he's acting under false or distorted values and perspectives.
Challenging him by emphasizing the part where he's cursed is a part of (2).

One thing I dislike about this vote choice is that it basically ignores the hostages and directly challenges his threat, which may not be a bluff. We're saying "okay, so I know you just said you'll kill the hostages if I don't let you go, and we both know I'm kind of outgunned here right now, but I'm going to impose extra conditions."
I'd rather just ask him after
telling him we'll let him walk. We can't force him to answer the question and I don't want him to fall back on his old habits and straight-up try to murder someone as an edgy way of telling us he doesn't have to answer our questions.
The Braclets being damaged shouldn't affect Makoto, and she isn't affected by the rocks either.
Giving the rocks to someone who isn't shocked by them but has no idea what they do isn't all that helpful IMO. And I don't think we can assume that the bracelets malfunctioning
won't affect Makoto.
Ami is only 2 points off the Training Tool's cap, but she has the most to benefit from Learning.

This… makes no sense. He can leave whenever he wants, as he has demonstrated repeatedly in the past. Neither the police nor Sailor Moon have any realistic chance of preventing him teleporting away. He is too intelligent to think the police would simply allow him to keep broadcasting. Even if these particular officers left more would be sent. He gains nothing from trying to convince them. So… WTF?
Uh... I think you may be misunderstanding the situation?
I suspect that when Jadeite was initially attacked by the police, he responded (understandably) by repelling the attack and (surprisingly) not just murdering them all. Knowing that the radio station is going to be shut down, if only by disconnecting the power, he has a few loose ends to tidy up before he leaves. Alternatively,
HIS emergency teleport ability is on a 1/day cooldown, or requires use of irreplaceable items and is only to be used in a truly life-threatening emergency, so he has to escape the old-fashioned way this time (this
fucking day, right?)
But then Sailor Moon shows up almost immediately.
Now, he's pretty confident he can take Sailor Moon in a straight fight, but she
MIGHT have a secret weapon, and there
MIGHT be other Sailor Scouts on the way. The last thing he needs after a day like this is to waste several minutes beating Sailor Moon down in hopes of dragging her off to D Point, only for Sailor Jupiter to Kool-Aid Man her way through the wall and electrobeat his face in.
And honestly, he is just Done With This Shit today.
So his basic behavior pattern is consistent with "I don't really want to fight you, Sailor Moon, but we both believe/know that you can't stop me from killing these unconscious cops, so let me go if you want them to live." Which is an improvisation on his part brought on entirely by the unexpected arrival of Sailor Moon in the middle of his impromptu rendition of "Fuck the Police."
