We do not want to talk to these crazies we want to infiltrate them in order to undermine them. Diplomatic relations with them are a waste as we are unlikely to trade or offer them anything.
For one thing we don't know IC how crazy they are and for another we can use diplomacy to potentially redirect their attention or buy time for other actions.

we kinda do though. part of how we sold providing ammo to the FS and FWL to our populace was to point how bugfuck nuts the Liaos are and the fact that the CC is the largest overt Slaver state in the setting (even the combine doesn't openly do that shit!).
they call them Servitors. basicly to be a citizen of the Capplen state you have to pass an exam and if you fail it you are labeled a servitor for life. In addtion any citzen of suffient station can buy what servitor they want as long as they have enough money to buy them outright or win said person at one of the auction houses built solely for selling servitors.
Side note: Once we finish our longevity treatments, I'm tempted to open source it to all nations that do not have an active territorial claim on a member state of ORDI* on humanitarian grounds.

Plus no amount of talking is going to help if agents are caught or even if random people are caught and she blames the ORDI anyways. With the agents we get more information as well which should make it easier to open up talks if she stabilizes which she might be able to. But since the Realm is a reactinary response to the reforms that were turning the CC into a more equal and better place for it citizens I doubt we are going to see much worth investing into the CM.
