Except for the part where Usagi regularly scores below 50 on her tests and its only Serenity(us) poking at her subconscious that gets her to put effort in. And even that effect starts wearing off in less than a week.
Yeah. She's significantly behind grade level in math and probably in other academic subjects (a bit ambiguous from the narration but plausible).

I can think of several explanations for her academic problems right off the top of my head, though some of them are arguably ruled out by putting the in-setting narration inside her head (certain kinds of learning disorders).

The big one is that "lazy" often unpacks into...

Emotional/psychological block against academic success, created by some combination of bad relationships with past teachers, poor self-image, stress caused by same resulting in her freezing up on tests and quizzes, and inherent association of the thought of studying with all those times someone (literally or metaphorically) yelled at her and told her to study making her feel generally bad about even trying, thus shunting most of her actual effort into displacement activities. HIGHLY likely to be an issue for Usagi, even/especially if some other learning disorder is also in play.

And that's just off the top of my head.

So there has been notable improvement from the 0-30s she was bringing home before
EDIT: Another thing being that your analysis is probably straight on the money, remember what Usagi's mom's Canon response to Usagi bringing g home a 35 was - to lock her out of the house for several hours.

More than that, in an interview with Takeuchi she said that if her Mom actually tried to help Usagi her grades probably would have been average ish

Yep. I figured, even without remembering the aforementioned bit of canon.

I mean, don't get me wrong, she's lazy. But 'lazy' is straightforward enough to address as such.

The real problem is that she was, as of quest/show start, also in the process of developing a psychological complex against the specific kind of hard work that would dig her out of the hole she's fallen into, due to a combination of bad institutional practices and frankly bad parenting.

Punishing children can work to extirpate a behavior,* but at a bare minimum it's only going to work if the behavior in question is something specific and concrete where they know how NOT to do it, and can just as easily not do it, once they come to associate "doing it" with some negative cost.

"Failing a test" is not a 'behavior' in that sense of the word.

You might be able to break your child of the habit of playing with matches by punishing and shaming them. You damn sure won't be able to break your child of the habit of poor academic performance that way.

And, as normal japan tradition (both anime and real life), the father is basically never around.

Like most stereotypical japanese parents, they mean well but don't understand what they're doing wrong.
 
However, Luna's attention isn't on the glowing sign of Jupiter that was hovering over Makoto's forehead, but instead on the similarly glowing symbol of the upturned moon floating right before Usagi's brow.

The cat's head was tilted to one side, with a look somewhere between baffled and completely disbelieving. As if she were seeing something that she honestly couldn't believe that she was seeing.

Makoto occasionally discovers odd and unexpected ways to solve problems.
+2 Stewardship, +10% of each stat to the stat above
...Seems like Makoto is gonna be absurdly good at management...

Look, if the Dark Kingdom wanted us to stick to the script, they should have stuck to one scheme a week. Now they learn that the rules were made for THEIR protection, not ours. Now, they're being found and beaten by newly awakened cops (turns out magic exposure + stressful situations = higher chance of magic), and we're on track on getting the whole squad together in a month.

Part of me really wants to see a Negaverse Youma Quest omake where they complain about how they've squandered their lead and how the forces against them are increasingly escalating.

Money solves a lot of problems. An extra Stewardship action is probably the most important.

The bonus Stewardship action is associated with the Martial adviser post for some reason? If I'm reading Lunaryon correctly, this is a typo she decided not to correct.

Makoto as Trainer for now. We might want to see about putting that high Stewardship to good use later.

Well, looks like Simon_Jester has a pretty comprehensive analysis.

Currently we have 15 votes for the Managerial Offices, and only 5 for the far more suspicious Dark Room.

Makoto being our Trainer, meanwhile, is a foregone conclusion.
 
well, dark room was already my second choice simply because of the possible pun. When you add that it's also on floor 4..
