I find the crossover elements and the different sailor order to be especially interesting.

That's actually very nice and interesting!

Though, uh, there's potentially a bit of a complication if this remains the case after we get our full "Council" assembled, and especially if the pattern proceeds into the subsequent 'phases' of the quest you've alluded to. Being permanently "stuck" with (for example) three Stewardship actions and one Martial action could get imbalanced. Though if other potential 'Council' candidates have similar traits there may be a way to work around it.

It works great for now, though!

Yeah, it reached a point where there was enough magic in the air where if the Senshi didn't have something akin to Anima and Caste Marks (Well, Planetary Marks) There would have started to be random esoteric effects, ranging from things like objects moving of their own, items changing color, phantasmal images, all sorts of accidental uncontrolled magical effects.
Heh. On the other hand, this at least means we have a straightforward solution to the problem when we can spare the time. Also potential for plot comedy!

Partially - The Crit actually brought up the potential roll for Luna noticing Usagi's Planetary Mark, which kind of required there being enough magic to activate it, which means that Makoto had to be outputting a lot of magic, thus having enough magic flowing through her to be able to feel how to do it.
D'awww. Though I imagine Makoto's going to want to do her own equivalent of what Usagi did at the construction site, to get a better feel for her own strength. That jump doesn't sound entirely beyond the one Sailor Moon did at the construction site, but it's up there, and the risk of getting out of control is real. Plus, it's Makoto, so "worried about breaking things by not knowing my own strength" is already on her mind and will be only more so.
...That... is a good idea, and I think I am going to add that as a Makoto action next turn.
1) Managerial Offices
-If Jadeite (?) is in the building, he's probably here. If we want to get him alone with no immediate allies to hand, this would be it. If it's not him, there's a good chance that someone in charge is. Either a brainwashing victim we can Moon Tiara Stardust to get some help figuring out what's happened, or a youma involved with the plot.

2) Studio Floor
-Also a reasonably good chance of finding someone important to the plot. I don't know if the Caravan's normal business is proceeding as usual.

3) Recording
-Some chance of finding, eh dunno, Miss Takahashi. Likely to be technicians here who we can un-brainwash for intelligence on the situation.

4) Dark Room
-Theoretically for developing photographs. Remember, it's the '90s. Digital camera technology is in its infancy; film cameras are the norm. It's possible that there's some punning going on and that the youma have taken this area over as a barracks or something, but this is a legitimate area you'd expect to find here.

5) Talent Offices
-See (3). Hard to predict exactly who we'd find here. If Mikan (who goes to our school) had any single place in the building that was hers, it'd be here. And Mikan was canonically replaced by the youma who ambushed her in the shower, then imprisoned and impersonated her. Here, "Mikan" is the one ringing the chimes, which strongly suggests that the same thing is going on here.

6) Break Room and Staff Kitchen
-Hard to predict who we'd find here, again. With the staff clearly brainwashed there might not be anyone here. On the other hand, this is one of the most conveniently repurposable spaces in the building if the youma are setting up a barracks or need a weird runic array to sustain the brainwashing or something.

7) Front Office and Lobby
-This is a great place to control entry and exit to the building... which we have no particular need to do. :p

It's a bit hard to tell what Luna's reaction is, considering she tends to keep her cards close to her chest for...well, a lot of things, really.

If she viewed finding the Princess as more of a "mechanical" objective, being the person required to unite the Rainbow Crystals (which, as far as I'm aware, she has NOT told the Sailor Senshi about yet) into the Silver Crystal, which she's played up as the "I win" button against the Dark Kingdom, then congratulations! Usagi's here, she's already willing to help, and the best way to keep her safe until the Rainbow Crystals are collected is to train her to get stronger and smarter, which was her intention for "Sailor Moon" in the first place.

On the other hand, if she was viewing the Princess as "the prophesied ruler", someone who already had the wisdom, courage and strength to reclaim the Earth and Solar System under a glorious rule of love and magic, someone who actually had all the answers...it's a bit disappointing. I suspect that Luna might be getting tired of being "the most qualified person in the room" all the time, and was hoping to find a fully-formed leader that she would be comfortable ceding to. Instead, it seems that she's going to have to be playing the aggrieved teacher to rambunctious teenagers for quite some time.

...Does that mean we can travel to alternate universes? I remember Precure often had someone travel from another dimension.

Now if only they can actually defend themselves and not need some teenagers to solve their non-existent militaries.

Actually now to think about it.... *Note to self, figure out how to access said universes and then conquer them.* Maybe we can save taking over Earth for a while.

Ahhh, so those Planetary Marks act to (among other things) stabilize ambient magic? Interesting.

They may also serve a protective effect when in direct untransformed contact with youma; there's the obvious example of Sailor Mercury's mark flaring like that, but also the canon example of Makoto's mark flaring when she suplexed a youma while untransformed.

Straightforward may not mean easy though.
Well no; I'm imagining needing to sink Learning actions into "un-confuse Makoto." :p

Point is, straightforward. And likely to lead to hilarity!

Given that:

1) She's clearly even stronger in her transformed state than the other senshi so far, who are already strong enough to dent metal and crack masonry.
2) She's the only one with a lot of muscle memory telling her to fight things by punching them.
3) "Things" she encounters will potentially include possessed/brainwashed humans with no enhancements.

...Yeah that is probably worth us locking down Makoto's personal action for the week. Ah well, price we pay for recruiting a powerhouse early via sequence breaking.

Usagi is not actually that bad and I'm sure will grow up into a fine example of millennial(-adjacent) queendom so long as we can keep her surrounded by healthy role models, and also out of trouble by providing good guidance and/or continuing to blow up monsters.

We make fun of her because making fun of Usagi being a goof is, like, core to the show. Everyone loves her, it's just that her lovable flaws come with the territory.

No trait that boosts her Stewardship? Something like Skilled Housekeeper or Master Chef, maybe?
She has Just, which among other things confers +2 Stewardship. And her base Stewardship is towards the high end (8 is pretty good for a base stat in this game so far, with 10 being pretty much the stat cap before traits are factored in).

Now, with that said, @Lunaryon , I do think that in a game where statlines are normalized around "is literally a fourteen year old child" with "put together a basic budget" being a DC 10-ish Stewardship check, something like the part where Makoto seems to be able to (literally) keep her house in order despite being an orphan living alone is probably good for a stat boost. That's relatively impressive by the standards of the group as a whole.

It also might solve your problem of wanting to have more than one viable role for a given Sailor Scout. Because sure, right now we so urgently need her Martial stat that it's the only obvious place to put her, she may actually be more valuable to us later on in the 'Stewardship' slot that way. Being as how she's realistically the only one of the group who has something close to adult skills at household and financial management, whereas Sailor Venus or Mars is just about as good in the 'Martial' slot.

Arguably, but there's no special reason to think that stuff would be in the darkroom, unless youma have a sunlight sensitivity I don't know about and that doesn't seem to figure into the plot consistently from what I know.

You have a good point, and I am going to look at possibly making a few fiddly edits across the Senshi (not Usagi) to hopefully make them a little less hyper centralized because I did kind of forget about Makoto's living situation when I made her sheet.

Now... back to screaming internally because holy fuck, my break was nearly an hour late because Starbucks is so stupidly slammed and people keep ignoring the whole 'Seating is closed due to Pandemic' thing

nah, she's just lazy and all the other flaws on our sheet.

Which isn't THAT bad, really. it's just that Luna had understandably high (too high, really) expectations for the "reincarnated princess of the most advanced civilization to ever exist in the solar system".
