Might it be possible for Kimiko to harness an external source of power to increase her attack? MaybeThey're grenades that work on cartoon rules and I for one am not complaining.
Kimiko's wasn't even senshi-level, it was "trigger a blasting cap" level. Sailor Jupiter's idea of an electrical attack, in the same situation, would probably have sintered that thing down to caramel.

Also any setting with a maintained masquerade are going to be exceedingly difficult to fit into the quest at this point. Even if they can't detect magic the fact that giant rainbow beams have been shown on the news should have the Obliviator squads swarming.
For the record, I'm not optimistic on this point, and wasn't when I suggested it. The suggestion was exactly what I described: a crossover that seems to almost overlap in the mechanics that I've never seen done before.

Last thing first: I'm almost sure the Night Watch and Day Watch don't have obilviator squads in the Harry Potter sense; the Twilight just acts and reacts in various ways to keep the muggles ignorant.
"What would the World of Watches add?"
Several things:
1. The Twilight itself
> Mundane humans can't see into the Twilight at all (unless they get dragged in somehow, but they can't enter or exit under their own power).
> Even for Others, seeing into the Twilight without actually entering it takes practice, and at least for Anton (the main viewpoint character for a lot of the series), it is an active special ability that needs to be specifically turned on, not a simple passive sense. Seeing more than one layer down or up from one's current location seems to not be possible (at the very least, it is a skill Anton never acquired, even as he acquired the title of Great Mage). Movement in the Twilight is therefore stealthy.
> It is possible to see into the real world from the first layer of the Twilight (it does take practice, just like the other direction). The Twilight can therefore be used for stealthy surveillance and reconnaissance.
> Time flows faster in the Twilight: one second in the real world corresponds to several seconds in the first layer, and in the deeper layers this effect increases exponentially. Among other things, this effect can be used for rapid (and stealthy) travel—can and has, on screen.
> Naru can potentially learn how use this mode of travel under her own power (as can those cops that just awakened their magic). A strategic movement option that doesn't rely on the Senshi represents a significant boost to her usefulness.
> Walls and other solid objects usually extend to the first layer of the Twilight, but rarely extend to the second. Even in just the first layer, just because the door is still solid doesn't mean its Twilight counterpart is also locked, or even also closed (Anton has opened the Twilight version of a door without affecting its real world counterpart). This is a way to bypass physical security measures, including guards, that aren't specifically configured to counter it.
> As a side effect of the accelerated time, gravity is weaker in the Twilight (quite dramatically so in the second layer, and there are more after that), which means jumping and climbing are a lot easier. Several Others have exploited this fact in the books.
> The Twilight reacts to prevent muggles from noticing it, including when Others enter and exit. The Twilight is therefore an escape option that is hard to counter. The Senshi can even leverage this feature by jumping down to the Twilight, transforming into Senshi form, and then jumping back to the real world (jumping to the Twilight to power down will offer a lot of the same benefits). People that don't understand how the Twilight works will take a long time to figure this out.
2. Auras:
> Both muggles and Others have a visible aura in the Twilight, which displays emotional state, health, and other information (what happens to an Other's aura while he/she is in the Twilight is a little unclear). Interpreting it takes skill and practice, but still, this represents a way to spot mind control victims and other suspicious characters.
> Others can see auras, and can drain emotions from them to recharge their own energy levels and supernatural abilities. Naru might be able to learn how to recharge her mana this way.
3. Mental reactivity:
> It is stated early on that the Twilight counterpart of a piece of text shows what the writer was actually thinking about at the time, not just what got written down and made it through editing. This is a way to spot mind controlled people and other red flags.
> I'm not sure if this applies to radio and TV broadcasts, but I suspect that it would apply to sound recordings.
4. Blue moss:
> The first layer of the Twilight has native "plant" life: described as "blue moss," it passively absorbs emotional energy radiated by humans (with minimal effect, especially compared to the active drain used by Others and youma).
> False positives notwithstanding, a dense growth of blue moss is potentially an indicator of something suspicious going on (although the anxiety associated with waiting rooms means they often nurture particularly thick carpets of the stuff, and there will be other types of false positive). Indications that the blue moss growth has been harvested or destroyed is a smoking gun for supernatural activity, although not necessarily for the Dark Kingdom in particular.
5. The Others and the Watches:
> Given Usagi &co's current goals, the Watches are arguably the least interesting aspect of the crossover (although the detail that Others are not obligated to join a Watch, merely bribed with increased scope in their possible actions, is significant).
> Others can make magical devices, with varying levels of power and reusability. Naru learning how to make such talismans would significantly increase her combat options, as would the Senshi learning how to make such talismans for her to use and we might be able to purchase or requisition such devices from the Watches or unaffiliated Others.
> The Dark Kingdom's "life energy" draining operations place them in direct competition with the Others, who are dependent on the same resource. By necessity, both Watches have a lot of expertise in investigation, information gathering, and intelligence analysis, and might be willing to share this information with us in exchange for our firepower.
I'm only suggesting we use them if we're very worried. With that said, their known mechanical effects are pretty good... most of the time.I still think we should fix those bracelets before using them in the field.

Naru clearly doesn't look that impressed by Usagi's words, but she nods anyways. "Alright, a secret."
Pouting, Usagi actually stops, looking at Naru with a look on her face that Naru doesn't think she has ever seen on Usagi's face before. A truly serious look. "I know that my words aren't exactly making it sound super serious, but I am Naru. I..." Usagi pauses for a moment, trying to figure out how to word the words that she needs to say. "This changes everything, Naru. Everything. The world isn't going to be the same anymore. And I... I don't know if I know how to handle that, without losing what makes me, me."
Naru gives Usagi another look, and this time she nods, Solemn and certain. "So this is a big secret?"

"The biggest." With that, Usagi takes a step back, looking all around as she tries to make sure that there isn't anyone else around. Clenching a fist, Usagi incants the words that she was given by Luna.

Naru's absolutely baffled expression quickly turns to one of surprise, as her best friend starts to glow, then flashes with blinding rainbow light.
As the brunette blinks the dots from her eyes, she looks to where her best friend was a moment ago, only to see the warrior in a sailor uniform who saved her the night before standing there instead.
There is the briefest of moments, where Naru nearly starts to panic, her best friend is gone.
Replaced by this stranger, with sparkling blue eyes almost exactly like Usagi's, and long golden hair almost exactly like Usagi's, but this is Not Usagi.
And it breaks... but only because we transformed literally right in front of Naru.However, that briefest moment passes sharply. There is an almost audible snap in the back of Naru's mind as the fact that she saw Usagi become this Not Usagi break the illusion, making the uncanny familiar, and the unexpected understood.
Not Usagi is, in fact, Usagi.
It is like a cloudy sheet of plastic is pulled off of her memories, and all of a sudden, Naru can clearly remember the fact that it was Usagi who busted into her mother's store, saving her from the robber who had somehow taken her mother's form.
And she still has lingering doubts. Well, until Usagi Usagis very hard."I took the bandaid off, and there was a moon symbol on the cat's forehead. After class yesterday, I uhh..." Usagi is suddenly bashful, as if she doesn't exactly want to say what she was doing... "I was so upset with how bad my test scores were, that I didn't want to do my homework, and took a nap instead."
Well, if Naru had any worries that this is not Usagi, but some kind of impostor, those worries are now gone. The brunette girl simply sighs, shaking her head, and Usagi pouts at her.
Very hard indeed."But while I was trying to sleep, that cat snuck into my window, she poked and prodded at me to wake me up. Then, she started TALKING. She gave me the new brooch I was wearing to school today - which I get why you didn't notice, but no one else noticed either..." Shaking her head, Usagi continues. "Anyways, Luna, that's the cat's name by the way, said that I was a chosen warrior of the Moon." Usagi says, with the biggest grin on her face.
"It is up to me to find the other Guardians, awaken them to their powers, and to find our Princess!"
Naru looks at Usagi for a moment, when the girl realizes something. "You have no idea how to find them do you?"
Just like that, Usagi practically falls to her knees, completely defeated. "I have no idddeeeeaaaaa!!!"

This is even worse than having people maintain the masquerade. We already have magic appearing on the news, meaning that the Twilight clearly doesn't give a damn about other forms of supernatural power. All the other stuff is nothing but a list of new [Abilities] to bolt onto the protagonists. Characters and stories aren't improved by having a longer list of Class Skills. They are improved by having well defined, sensibly limited power sets that they use in interesting and impressive ways.
I suspect the explanation is something like "more socially alert and engaged, and more able to use wiles to get one's way."
Yeah, Lustful usually does increase Intrigue a little in Crusader Kings games. Though the main bonus is increasing Fertility. But as @Simon_Jester said, QM isn't likely to be getting into Pregnancy. At least until the characters hit 18 in game, or 16 if they're going to stick to CK marriageable age.
Note that in Crusader Kings games this trait typically has side-effects not modeled by the character's primary stats. Some of the CK side effects probably aren't relevant to this quest (for a variety of reasons I don't think this is going to turn into Oh Shit Teen Pregnancy Quest, for instance). Others, within the context of a game like this, would probably be modeled by in-character behavior and decision-making driving the plot.

Which could possibly affect her duties in the Quest in unusual ways.
We might have to reign that in by finding her a serious boyfriend. Maybe we should introduce her to a certain guy that works in the Arcade Usagi likes to hang out in.

easy solution! We bring Makoto around with us full time, and the moment we meet him we throw her at him and run away, let the lustful trait do its jobThe problem is that guy is pretty evasive and doesn't seem to have any obvious hangouts we can exploit.
