Sigh, it actually might be time to at least do something like it, similar to Sanctioned Psykers and the Colleges of Magic trials.

Being able to run a convincing test would require there being real rewards involved, which is part of what made the Abraxas test that Lya went through effective. They really could be tempted.

Because of how these things work, Mages will easily answer "no" if there's no chance of successfully being rewarded with their heart's desire.

I think that's a pretty lame and repetitive theme for Magic Schools though, tbh, even Harry Potter had the Mirror of Desire.

Maybe we should instead have more Mind Healers assigned to the Scholarum? Better to get a handle on how a person ticks than trying to anticipate their likelihood to betray under extenuating circumstances.

Magic is at its heart power, it's the power to do anything... technically. In practice you have all these limitations about what you know, how much power your soul can contain etc... The temptation is obvious and demons are made of sin and temptation and Abraxes most of all it keyed towards influencing mages.

There's only so much you can do to discourage people from a certain path of action when they think they can get away with it for free. Which is why I argued for the heavy handed Inquisition response to the Imps. It ensures that people realise the cost of making an enemy of the Imperium. There will always be a few who try their luck, but as long as we deal swiftly and decisively with them, there won't be major problems.
 
@Azel @DragonParadox I think half of our problems stem from our Outsiders reading clearly and looking clearly like Devils and Angels. That is a bunch of baggage which acts as justification for enemies OR allies apparently to go "well fuck, Viserys does whatever the hell he wants, so fuck him!"

It's encouraging to complete my write-up proposal faster though.

Twenty Ninth Day of the Second Month 294 AC

Perhaps unsurprisingly all the mages who fell in Lorath against the traitor return willingly to life, as does the grey haired inquisitor. A former gang boss in Pentos, he realized which way the wind was blowing and got in to the Inquisition's good books early and never stopped climbing. That same ambition drives him almost to return to Lorath at once, but between Garin and yourself you manage to convince him otherwise. Dying is a delicate enough moment to be worth a few days off the job, even without losing memories to the cold embrace of the grave.

Lost 5,000 IM

Speaking of Pentos, you are relieved the see the city offers no troubles for once and some opportunities unlooked for. Not only is the Inquisition base on the Andal Coast likely to come into full service ahead of schedule and possibly under budget, but the expansion of the royal messenger service into Nontelos has seemingly put spark to kindling under the feet of several towns in the region, what would have been large villages in more populous regions. In the absence of banditry that has plagued the region from time out of mind and the sellsword companies hired by Pentos that had been different from the bandits mostly in that they possessed their own banners, trade could flourish and ambitious ideas grow.

"Much of the wealth out there comes from cattle herding," you explain. "Oh they do grow crops, but just enough not to starve when the wars heat up and they can't get the beasts to market. Now with the wars ended, and ended for good at that, founding a proper market town on the Swiftwater, which is the major river in the area, no longer looks like an invitation from brigands and raiders."

"But they are asking for a royal charter to raise the new town?" your mother's words are barely a question. Settlements do not build themselves after all, and no about of ambition and will from the locals can make up for the lack of silver and skills.

You nod. "They are, but according to the Treasury's estimations it might not be entirely worth it. They want to build walls for one and that is hardly worth the effort these days," you motion out the window, where the skyline of the Deep shows not one hint of a wall beyond the old keep itself. The sort of foes that threaten your realm would not be troubled by walls. "On the other side of the coin this is the sort of initiative the Crown should encourage. It is one thing for local lords to invest in their lands, no more than their duty, but to see town voices, the village elders by another name, really plan out something like this is impressive."

"Maybe we could do a mirror show about it," Dany offers from your other side. "Shows about mages and lawmen are all well and good, but common citizens out on the frontier taking their fortunes into their own hands and profiting from it will really resonate with people."

"Nontelos isn't really the frontier," Tyene interjects. "It's on the coast halfway between Pentos and Tyrosh."

"On the map certainly," you agree. "But it's poor enough that you would not be wrong to treat it as a frontier. The magisters of Pentos were no more skilled as custodians of their hinterlands than any other part of their rule."

What do you do about the new town?

Also, could someone enlighten me about how is Sallosh supposed to gain actions and lose its Colony status? Vargo is acting as the colonizer and giving it a value in adminsitration, law, etc. How is that supposed to end?

It's good for our economy and it's good for the PR of our Voices? Count me in!
Our Voices will always be a weak, baby fig leaf of a democracy stapled onto a feudal autocracy. Increasing the PR, legitimacy and symbolic influence of Voices is IMO a good long term project : it'll make Lords less likely to completely ignore them, and it'll give their words more weight during negotiations.
We'll never be anything near democratic though. We're putting far too much symbolic importance on the whole "Imperium" led by a Chosen autocrat for that to work.

That can be ended at will, but once that is done, the colony uses it's own scores instead of those of Vargo. Right now, it's a loose association of people kept together by his force of personality and switching that to self-governance should not be done before the local institutions are in place.
