"I've been thinking about that plan for the Empire's Not-Quite-God recently..." you begin.
"We are still a long way off from making that," she says, a mixture of frustration and sympathy in her voice. Lya has never met an arcane conundrum that did not vex her until it is solved, but she knows the stakes for this particular plan is far greater than her own curiosity, greater perhaps than anything you have ever done.
"When we defeated the vessel, when I saw it die, I think I understood something of what was done there, around the edges as it were," you offer what you expect is a rueful smile. "I'm not going to try to swindle gods of course, but I think I could spin off a few threads of my own power to invest in mages in the name of the realm."
Lya looks you up and down with exaggerated seriousness, the sort that always hides a smile. "You are not going to turn into a god when I'm not looking, are you? I'd hate to see you set the drapes on fire." she asks, echoing in jest the apocryphal and probably heretical text about the supposed romantic conquests of the Lord of Light, and why one should never ask a god to 'reveal himself in all his glory'.
You give a startled laugh and for a moment there is no army of the dead and damned gathering in Sothoryos, no war to fight, no world to fix, it's just the two of you as you had been at the Wind House years ago. The moment passes but your smile does not fade. "I would not wish to risk the drapes. That would be a good beginning for what we are planning, not priests really, but healers and magicians bound to the ideals of the realm with me serving as a conduit."
"That would not be the precise truth of what was happening," Lya points out.
"And there would be perhaps be two dozen mages in the whole realm with enough knowledge of the divine to make that distinction," you reply simply. "I'd much rather be an effigy than an idol."
Lya nods in understanding, and with that you leave the room and soon the city entirely.
In all seriousness, we could potentially use memetic warfare against the Court of Stars, just have to do it subtly so they don't go to open war with us yet.

[X] Meet with the prisoners from Kasath alongside Queen Naamaru. Seeing as how the discussion on the future of her people is a future you hope to entrust to all the peoples of Sarnor who would see reason, you don't see any reason to exclude any officers or nobles present from it. Though they are presently enemies, if you had planned no future for them beyond death you would have ordered their deaths on the field, and that did not sit rightly with you in the least.
The amphitheater is far more populated than it was just yesterday, though you would not know it on approach. A eerie stillness lies upon the gathering, the mark of those who need neither breath nor motion, the only sound the hiss of the wind over empty bones and the fluttering of funerary bandages. To one side is Queen Naamaru and her closest courtiers, vizier and treasurer, something like a Master of Whisperers, though the formal ibis headress makes the position as one of greater formal import than it ever held in Westeros, along with the commanders of her hosts who had laid shattered, banners at her feet.
On the other side are those who marched under those banners, divested now of arms and armor they seem somehow smaller than their captors, the withering of death more obvious without gold and sapphires to catch the eye. They do not seem to be ordered in any manner greater than a Freeholder's household, whatever officers had lead them to be vanquished, forgotten and ignored. Unlike Sathar's hosts you spy no priests among the vanquished and for good cause. According to accounts of the battle every mage-priest among the Kasathi chose true death over apostasy to the Last God of Sarnor. Though Queen Naamaru is not one for mercy in the usual run of things she gave them their wish.
Do they feel fear, you wonder, when they look upon the fields of bone and ash your mages now carefully sift through for the remains of the fallen, or is death too familiar a face to hold any silvering terrors?

You enter the arena, Ser Richard on one side, the only honor guard you need, Lya on the other as both your future queen and most importantly the one most skilled in explaining the arcane workings of soul magic. Dany had wished to be here, but there are still those among the Legion who lost entire limbs in the battle that lesser healing magic cannot mend. That not only Vee but Malarys has chosen to join her is you suspect a sign that the mage lord does not wish to be part of this particular conversation. Though he has never said it in so many words you suspect seeing Sarnor thus, an open grave where the dead hold court, makes an ill sight for him.
"I am Viserys Targaryen," you begin bluntly, not bothering yet with titles. "All of you know me for my banner and for those who fought under them in the battle that has passed. Some of you know me as ally, others as foe, but let us from this moment draw the curtain on the strife of yesterday. If there is to be a path forward for all Sarnor, not in madness and strife, but the building of a new realm, then it should be a future rightfully offered to all who endure of the legacy of the Tall Men."
"Seemly words and ones I can find no fault with, but I must confess an interest in details," Queen Naamaru interjects. "We cannot be restored to life as were those slain in the battle just passed, for all here have lain in their graves at least three and a half centuries, and some many more."
Some things never change, no matter how long one peers into the past, and one of these things is it seems is the mummery of rule. You happen to know for a fact that the queen has questioned Vee about the Flesh Forge and Dany about restoring the ancient dead, and so she knows of the vast powers of the former and your success in the latter endeavor, but this is for both her subjects and her erstwhile foes to know what you offer under the light of day.
[] Offer transference into warforged bodies for all who are willing to swear fealty to you
[] Offer the freedom of your realm to any of the dead who might wish to visit or even to stay

OOC: Loot in terms of treasure will come later, I'm not sure how to simulate piles of partially cursed/haunted tomb goods without getting too specific.

Here's an edited version of the chapter, @DragonParadox.
[X] It is not quite true that the doors to life are closed to her.
-[X] Offer transference into warforged bodies for the Sarnori, a technology developed by the Salloshi, a departure from the tortured half-life they currently know (which comes with the benefit of functional immortality)
--[X] If there are those who for some reason wish to stay in their undead half-life, give Queen Namaaru the tech Qyburn developed to encase the undead in a lead suit to prevent negative energy leakage, and privately inform the queen that there is research being done to ensure the mental stability of intelligent undead which we will share with her upon completion
-[X] You do not demand fealty, not now, but you hope that the Sarnori will continue to be close allies against the many awakening threats of the world
--[X] That being said if there is a chance at it (not to be brought up if it's not the right time), there are many benefits for those who wish to join the Imperium, but we can wait for the right time if necessary
-[X] In a more private setting, reveal to Queen Namaaru that you have resurrected the long dead before, twice, and that with a few modifications the same form of ritual could restore her into life in truth.
--[X] If she wishes to bring back more of her close subjects in this manner we are happy to provide the research notes if the new ritual ends up being personalized to her rather than standardized
-[X] Invite Queen Namaaru for a visit to Sorcerer's Deep and a personal tour of your realm when time permits
--[X] Show her the markets, the temples, the Circle of Battle, the various attractions, and end the tour with a walk through the Halls of Horror and a discussion of how best to cooperate against the threats in the dark
She seems like the kind of person to want to see everything about our realm before making any commitments. But that said offering the warforged tech and returning her and her close subordinates to life shouldn't be contingent on getting vassalized, that's how we get a negative modifier to convincing her. @DragonParadox, I hope nothing in the above plan is too pushy. I'm doing my best to stay respectful and generous to have the best shot at convincing her to join the Imperium.
We should offer everything. These guys surrendered, so they are not so opposed to us
Between new lives indifferent vodies, the possibility to stay as they are if they want, our research into sanity and undeath, and the fact that we are rebuilding Sarnor, most should join
[X] It is not quite true that the doors to life are closed to her. Offer Queen Namaaru and any she deems important enough to her a return to life in truth via the same ritual that resurrected Amrelath and Laenor Targaryen
-[X] Offer transference into warforged bodies for the remaining Sarnori, a departure from the tortured half-life they currently know
Emphasis mine.
I personally wouldn't mind her being Warforged, that's effin' Metal (heh).
But most of all, we have to ensure we aren't seen as handing out preferential treatment with this, or anything.
I may be just sleepy rn and seeing things where there are none, however.

Nothing too pushy no, though I don't think you guys did the general 'resurrect ancient dead' research. Amrelath and Laenor both has specific rituals made.

9 Battle mages 144 HD; Max CR 18
This is 174,404 HD. Add in the 19,449 HD already in the Larder and we have 193,853 HD. Divide that by three to determine the number of CR we can grow from it and we get 64,617.
Since the maximum CR of creatures grown using recycled HD is 1/3 or the highest CR of the batch, in this case 18 from a Beast of Ruin, they cannot exceed CR 6.
So in total, the Larder now has enough HD to fund the growth of 10,769 CR 6 servitors.
I'm just saying we've already got the groundwork laid out to figure out ritualized resurrection of ancient undead considering we're in possession of two separate rituals for it. Even if a research action is necessary for this it shouldn't be a big one.
