I would only loan him the Gravewatch Pendant and Soulfire Bracers, though. Everything else should be good for him to keep.
He was granted a Valyrian Steel Longsword upon his appointment as the Governor of Sallosh, but thumbs up for everything else.

I was looking through our main party's gear, and it looks like we don't have any morale bonuses on them. Did I just miss them?
Yep, you missed it. Kinda.

Dany's Persistomancy includes Encouraging Mass Conviction for a +6 Morale bonus to saving throws and Righteous Wrath of the Faithful for a +3 Morale bonus to attack rolls and damage.

We also have Lya to cast Aura of Vitality when needed, for a +4 Morale bonus to STR, DEX, and CON.
 
Vargo is not really rebellious, he's depressed at his own perceived failings. Remember he actually thinks he is an heir of the last high king even though that is just trickery by the dead to get him possessed.
He thought that. We made sure to tell him the truth afterwards so he wouldn't try to go off to Sarnath and proclaim his "legitimacy".
 
Now that we've destroyed the army of Kasath, the ruler of Mardosh owes us that promised alliance, right?
It was against Sarnath he wanted us to go to battle against.

The pilots and sorcerer are looking at you a touch oddly now, but really what do they expect standing on principle for lèse-majesté over an honest mistake?
I like how Viserys looks at everyone else like they're crazy for something that would get your head cut off as is standard across half the world for doing something like this. This is why Viserys is an eccentric.

Not because he's likes his baths hot enough to cook stew in, not because he moonlights as a fake bard. This.

    -[X] You believe he did just what was needed and indeed expected of him, and will credit him for that much, you invite him to accompany you on campaign specifically because you want him to be an informed ruler, one who can speak as honestly with his people as you do with him. This isn't war against a peer, set on a level field with the worst consequence being injury, crippling or death. If he honestly believes he has to prove himself, arm and equip him and place him in the company of some of your less powerful champions. They have a lot of common sense and know when to give battle and when to retreat.

Twentieth Day of the Second Month 294 AC

Though you could truthfully point out that the better part of the Ninth Legion waited the battle out in reserve you suspect the truth alone will not serve here. Thus after pointing out that it will be better for the people of Sallosh to remain safely in the Deep you invite him to accompany the campaign that he may speak to his people of what he sees as honestly as you do with him. "This is no sellsword's war of city against city, no noble's spat where the worst one might face is injury or death, these are the sins of yesteryear come to haunt us all after their perpetrators have been driven from these lands."

"It is the war against my people's enemy..." Vargo grimaces, the expression seeming almost painful upon the lines of his face. "My people's legacy. To let those of the Three Daughters, of Braavos, Volantis and the Deep fight it for us would be a lessening of our place in the realm."

Your place you mean, you think but do not say, biting back a sigh. It would do little good to point out that there are Sarnori legionaries, just as there are for every city of the realm and some beyond it. What the man before you wants is what he wanted when he built a caravan in Saath hoping to drive into the plains, to carve out a place for his people, to reclaim by force of arms a realm lost. Though he now has these things here in Sallosh he cannot rest and see all the troubles swept away by another's hand.

In the silence that follows you look to the sword at his side, it had been gifted as a symbol, but its edge will cut just the same and if accounts of his skill do not lie he would not fair poorly against Ser Willem Darry on the training field at least. "There are some who were on the field today in whose company I think you would do you well." Not least because you trust them to have the good sense to retreat, you forbear from adding.

You give her a long meaningful look as to why you could not entrust Vargo to the drow assassins, not that you think they would actually kill him, but leave him behind as a distraction while they retreat, that you could well imagine. While Tuin and Morwyn might be slowly learning to value some 'sun-walkers' for skill at arms, for wit and insight, you doubt they would care one way or another about the administrator of a city they saw once in passing on the road to a battle.

"Alright... alright, but I want a proper dragon at least watching us, one of the shadow-kin," the incarnate allows with a huff that is at once familiar and strange.

You see no reason to refuse. The myrkdreki would doubtless be able to amuse themselves.

Quite funny how people see this as the case now, given how much smaller in population it is. Thinking about it though, it makes sense. With the industry over in Everfire Dale and Mosshold, the multiple comprehensive companies across multiple industries the Crown owns, and the extremely rapid urbanization of population centers peppered around the islands, the Stepstones as a whole will be an economic powerhouse to match either Braavos, Volantis or the Daughters, even if its just a collection of islands. Most fertile lands, everyone working in prosperous industries, highest number of mages per capita in the world...

It seems likely that Asshai has a higher number of mages per capita (and likely stronger mages too), but then its population is tiny
I dunno, we're catching up in both departments... goddamn fast, we have around 3,000 mages--the majority of which are in Sorcerer's Deep. Asshai has maybe 50,000 inhabitants. Surely not all of them are mages.

Seeing as how the discussion on the future of her people is a future you hope to entrust to all the peoples of Sarnor who would see reason, you don't see any reason to exclude any officers or nobles present from it. Though they are presently enemies, if you had planned no future for them beyond death you would have ordered their deaths on the field, and that did not sit rightly with you in the least.

And while the population of Sorcerer's Deep is currently smaller than that of most of the older big name cities, I would wager that a much smaller proportion of our populace are space fillers, for lack of a better term. Per capita, SD likely has far more scholars, mages, artisans, craftsmen and women, traders, etc. than any other city can hope to claim. Oldtown might have more scholars, Myr might have more craftpeople, Asshai might have more mages, and Braavos might have more traders, but we have it all. And we're growing!
