You underestimate how much money I'm willing to sink into my Fortified Doomsday Bunker. If the bunker runs out of things to throw money at, I could spend the rest on a fleet of armed aerial drones. Gotta make sure there's enough left over for the staff, too, of course.
You overestimate how expensive a Doomsday Bunker is. Literally everything you can think off, shoved into the bunker will not pass 300 million. Compare that that today's most expensive bunker, a mere 8 million. Furthermore, any investments would be unreliable as you yourself are not an expert and is effectively paying someone to spend your money.

Staff/minions and military grade weapon systems aren't cheap. Anything else I can think of, from a desalination plant to a storehouse full of solar panels, and maybe a submarine for emergencies falls under the bunker accessories category. Probably wouldn't hurt to squirrel away some precious metal bullion in the bunker's vault, either. Just in case.

On the subject of Doomsday Bunkers, I would actually like to build something along those lines throughout the Imperium. It'd be expensive, but very very handy in the event of a mass evacuation. Viserys and the Companions can save a lot of people in the case of an immediate emergency, but they can't be everywhere. Better to have fortified bunkers interspaced throughout the Imperium already ready so that more of our citizens can take refuge if need be.

We're constantly on the edge of multiple apocalypses, so they'll eventually be used.

That is a pretty good idea for the bunkers, considering we are lining in a DnD world, there will be multiple Dooms Days happening through out our empire lifetime.

I think most if not all that is covered, just google most expensive bunker. It's remarkably cheap. (Although your requirement of having a submarine Is an interesting one. First is location, you have to live near the bunker and by extension the ocean. Second is time investment and how it would add years, maybe decades to the finished product, etc) There's a reason the most expensive bunker is 8 million, its already as safe as can be. Any more would just weaken the structure for its designed purpose, or add years to its finish, losing the purpose of you needing that bunker in your lifetime.
 
No doomsday hideout is complete without your own private army on-hand and perhaps some helpless locals to lord over/divert attention away from your nefarious lair/assist the plucky heroes in infiltrating your forces.

Dear Lord, the sort of planning and chaos that probably has happened that makes such actions possible is nothing short of apocalyptic.

With a billion dollars to play with, I can invest in a "cheap" bunker for 8-ish million dollars to be completed quickly, while the Fortified Doomsday Bunker is under construction.

I wasn't kidding when I said we're always at the edge of multiple apocalypses.

Deep Ones, Daemons, Demons, Devils, Rakshasas, Others, Voidspawn, etc etc. The list is endless.

I would remove the 2,615 IM in gear for each of them. With 74 of them being grown, we can't afford that kind of crafting investment (193,510 IM).

We can still equip each of them with a PfE item and Healing Belt, though. Those are the most important and cost effective in the long run and we already have them on hand.

We only really need 42 of them (Iron Isles, Bodyguarding, Legion commanders) to be geared up.
Can take it down all the way to 22 without Legion commanders, although those guys are arguably as deserving of a bodyguard-Watchman-minion as some of the people guarded by Erynies.

If we go ahead and equip them all with PfEs and Healing Belts, they would only need about 53,000 IM enchanting per month for three months. That's feasible.

Just don't include the gear cost in the order, @egoo. That'll be accounted for elsewhere.

Being just the "capitals" (I.e Three Sisters and such), or general settlements of smaller scale as well?
Because while we probably can dig up the fluff for canon Asoiaf and assign some lesser forces to every bumblefuck it feels like too much book-keeping for anyone's good.

Capitals. They're the most densely populated areas. We'll have to make our defenses for other areas in the Imperium more reactionary forces with high mobility.
