We should also curse the hell out of any prominent figures that we know are involved but he doesn't get rid of if this doesn't dissolve into outright fighting in the streets. There are so many wonderful ways for someone willing to use miracle to make an example to mess with people. With something like Vision of Doom we can cast all kinds of spells on people remotely. Things ranging from stuff as irritating but ultimately harmless like Bedevil, to things in the same unsettlingly supernatural category as the Old Salt's Curse. If we just want to make people piss themselves we can use VoD to tag people with an Undine's Curse.

You cannot impose the sort of total embargo you are talking about with as few soldier and lawmen as you have out east and once the goods get ti your realm expect wide-scale use of bribery and middlemen that your mostly medieval infrastructure can't meaniugfully stop. At most you could hurt trade with Norvos, not stop it.
Also, the hell we can't. You want to make unbribable customs officials?

Hire an Outsider.

Or build a Construct.

I'm mostly joking, it would take a long ass time to have enough Customs Officials made/hired in that manner to be able to keep up.

While I love the idea of a story set in a post-scarcity utopia in which pampered humans live idle lives in the care of legions of Outsiders and Constructs who are superior by every possible metric and yet who were created to serve and protect...

TBH, it's probably some misplaced aggression from our inability to enact meaningful societal changes in most extraplanar locations. We're constantly dealing with the reality of chattel slavery and the wanton cruelty across devil, demon, and genie empires. Life is cheap all across the Spheres, and we cannot do anything about it.

Norvos is not protected by any such insurmountable obstacles. And, at least at the moment, I don't think anyone considers the potential cost of making an official enemy of the city, as opposed to the status quo of its plurality faction 'merely' sanctioning attacks on our outer territories, to be so high as for it to be pragmatic for us to make peace.
