It's still from the same school. If DP says that Conjuration in general is badly effected (he said the same for Dimension Door) you can generally presume he means all translocation, even the type that sidesteps into another Plane. Actually, probably especially the type that sidesteps into another plane and reappears on Heaven's Shore.So is the teleport problem on this plane specifically related to the astral and ethereal plane being borked in this area, or is it more general than that? Door of Decay uses the NE plane as a conduit instead of either of those, so we could make some innocuous looking medium sized undead for our next trip, then deck them out in stealth/anti divination stuff and leave them in places we want to go back to. Alternatively, we could make smaller ones and shape shift into something smaller before teleporting, but that seems somewhat wasteful spellslot wise.
It'd certainly make sneaking around easier since no one really expects teleport to be on the table here.
