There is a very good chance Vaela has made a life for herself and simply doesn't wish to return. Uron wasn't very high level, so it's unlikely he was about to plant permanent or extremely long-term compulsions in the girl. No matter, though, as I like your vote more than my own.
How did Viserys mess up exactly? Kinda seems weird to me. Am I missing something?
He did not really mess up in the sense of doing or saying something wrong, he just misread lady Toland's motivations. It was a failed sense motive check mechanically not diplomacy.
Still seems a little weird to me. Knows the situation with the family pretty well and is a family man. Was the lady just that bad with getting her point across or am I just thinking too much into this?

At this point, nothing she can do will get through to Vaela on her own, and she can't leave to try convincing her to come back as much as she wants to, it would be too suspicious and it would also be irresponsible of her to leave.So the lady is just basically asking to talk with her daughter and we get what we want from this?

She clearly doesn't respect her mother much, so I don't think a letter is the best threat here. If she pulled something like this here she'd be executed right?
Maybe we could let her read through the exact section of the legal code that'd apply to her if she tried this again and make clear to her that if she'd done this in the Imperium we'd have hung her and moved on with our day. preferably while standing at the door to our version of death row.

Vaela isn't enchanted, they didn't use permanent spells to do this, they used things like our social buffs, and social debuffs on her, to convince her that traveling the world was a good idea, there is no active enchantment, merely convincing herm while she was under magic that made her more suggestible, that traveling the world was a great idea.Also just to add about the overall resolution here, my ideal resolution would be to clear Vaela of enchantments, and arrange some kind of punishment in all but name for Teora with her. Getting her back her birthright is a fair exchange for keeping this scandal on the down-low, considering it doesn't help her House's interests any more than it does our collective interests.
