As for the vial, we do know of someone who's trying to be a hero already in Jujak. We could meet up with him a few more times, then let him have some powers.
 
How much xp would medical mastery and a new healing spell cost? From what i understood the medical mastery should be 2xp and a new healing spell would be 4. I think the mastery spell would be a good idea.

Lacey's limited to Modification- and Basic-tier spells, and those cost 2 and 4 XP respectively. So yes, we could buy that healing mastery, but ultimately all it would do is make Lacey better at what she can currently do. I am of the opinion that we should get at least one of the other medical spells first, so as to increase the tools at her disposal.

Perhaps I should say that she's limited to Modification- and Basic-tier spells on her own then.

In any case, now that we have a vial, I'm curious about who we might be willing to give it to. Of the people we know who'll actually get a power from it, Kayleigh will be receiving a Device soon, so she won't be able to use the power. Jujak is certainly the first and most obvious choice, but we admittedly haven't interacted with him that much. Laura's mom doesn't want anything to do with cape life, so no go there. Kurt...I gotta admit, I'm not too sure about him at the moment. Admittedly I'm not quite as wary as I would be if the Privateers were still a thing, but still... We don't really know much about Kayleigh's family other than that they exist.

So supposing that we wind up giving Jujak a choice, how would you determine which option he takes? Would you flip a coin or something?
 
I kinda figured this was the case. She wants to be an EK, not an IE.

IE has plenty of combat options. The only Template that isn't directly combat focused is TG, and that one's indirectly combat focused. All four templates were military, after all.

Maybe it is that Dragon has already had success looking for the Fallen as they were in route somewhere or other, and currently she is plotting their most likely stop.

What choice are you talking about? Magic vs vial? That depends on which one you offer him.

As for 'Jujak' we can either give him the Cauldron vial or make enhancement serums to give him enhancements and minor mutations to eliminate the chance for crit fail for the LCM serum

We have time to decide. It's four weeks before we'd be able to give him a Template, so that's plenty of time to get to know him better before we need to choose which, if any, we give him. The vial's already lasted two years unrefridgerated in the ruins of Cauldron's base, after all, so a little more wait while we either decide to give it to Paul or find a new candidate isn't going to spoil the vial.

As for picking which he gets, I would expect the matter to come to a vote.
