Officials, basically, yes. Mages kind of slide into this category to a degree, but only the "typical" graduate, the ones mostly engaged in the economy, or who haven't seen enough and survived enough combat to become powerful battle mages. Those guys are political forces of their own, capable of outsized influence greater than most people.

Technically, a mage capable of casting fireball has the mojo to burn down a building, but only "easier than a guy with a torch and oil could". I think someone, Talon? Compared them to "battle tanks" or "jet fighters" but we have an example of both those things basically, and they are way deadlier than that.

I would liken them to a high level black belt or a specialist with a Master's Degree in their respective field. They could totally kill a guy, probably with incredible ease, but a squad of Inquisitorial Soldiers with gear could put them down with brutal efficiency provided they had good intelligence.

From the perspective of a Westerosi noble, I imagine "New Men" are probably the worst kind of jumped up commoner, those who aren't only earning wealth far beyond their appropriate "station in life", but who are also gaining influence and authority which might actually exceed that of the nobility itself.

There is probably more than a bit of existential horror there.

It's basically Viserys counterbalancing their influence. He uses the nobles and their traditional authority married with his own State apparatus's efficiency. If the Officials start abusing their influence and authority, Viserys leans on the nobility. If the nobility gets uppity, nothing changes. He can run the state and mint new nobles all while putting down a rebellion.
 
Can totally see the Nobles being afraid of that our Officials gaining influence and power. Can also see the Officials being afraid of the Nobles with their lands and gaining influence.
 
Regarding Tywin, anyone want to bet that he's gotten into bed with some awful gribbly? At some point, he has to count numbers and realize that we've got more magical and draconic firepower than he does. He's going to be looking for an equalizer, and he's got absolutely no compunctions on paying off more magic-rich factions with gold or blood. Perhaps he has enough self-awareness to not team up with outright fiends, but there's subtler monsters out there.

@DragonParadox, have we established Scholarum facilities in Braavos yet? I tried searching for any mentions, but failed so far.
Can we start teaching there the next month, considering some tradition already set by the Silver Eye?

I'd like to include it in the monthly MA-plan as well, to cut down on voting a bit.

Best guess is Hell. But the thing is, all the deals Hell would offer would basically make puppets of the Lannisters. Their utility to actually getting rid of Viserys, the true threat, is minimal, and their ability to actually leverage control over the nobility, much less the small folk, isn't much greater than Legions of devils force marching everyone to death while whipping them every step. It'd be simpler to focus on killing Viserys and then ruling through a less irritating proxy for some of that systematic soul-harvesting goodness they did with Valyria.

So who would give Tywin a deal for firepower he'd actually swallow?

Then it hit upon me. The Brass Bastard. He's got enough on his plate that legitimately conquering the Prime Material long term is a distant concern right now. But positive relations with Tywin like we've got with the Shaitan and Djinn? Only obstacle there is Lanna and Gerion would so not be on it, seeing as it would likely involve quite a bit of "selling small folk into slavery" and other clownishly evil nonsense, since Efreeti can't avoid maximum mustache twirling in all their dealings right now. One whiff of that getting out and it's all downhill. Another mark against a possible alliance--we've uncapped the genie so to speak on just what the fire spirits are all about. One hint of that, and Tywin's PR goes from "not specifically picking a fight with him" to "he's working with slavers who make Essosi magisters look like puppies, he's gotta go now".

And Efreeti don't seem big on subtlety from what I can tell. Unless you spell 'subtlety' like this.

@Goldfish, friendly reminder to please remember the Guardian Nagas. Without the infertility, please. We don't have to make a fuck ton, but given that they're active citizens with normal desires no need to nerf these ones. In the scope of the quest their breeding is functionally non-existent anyway.

No, we haven't established a Scholarum there yet. It takes resources distinctly different than what was basically the resources necessary to establish the Inquisition there immediately. So the institutional build-up wasn't equivalent, thus we'd have to actually use an action to extend it to there. It didn't seem to hold priority, considering most Braavosi who'd be interested are likely to be among the many immigration waves.
