I feel like just turning him into a book would be a heck of a lot more thorough here. One move and we have knowledge of every single action he's done, every plan in the works, every supernatural he's in contact with, etc.
 
Rickard is a level 14 warg/caster who has lived a long ass time. He probably has long term plans to utterly destroy the Blackwoods. I don't know whether he is incompetent for not being able to wipe out a family in this time or if the Blackwoods are just that resilient.
His spellcasting stat is probably Wisdom, but he is only likely to heal his Wisdom damage while possessing a Human host, and for a short time, before the damage once more asserts itself.

If that is the case, even with the return of magic he is probably severely handicapped in that regard, assuming he is any kind of mage at all.

We have the magic to Soul Transfer making it quite trivial to put it into a gem and use Speak with Soul.

As shown below he can be interrogated like any living witness and it can't hurt our cause for them to have the familiarity of a humanoid form coupled with the magical strangeness of its immaterial nature.

It also saves us from having to deal with all the tertiary concerns of "no this isn't his real body, yes we made it, no that's not a concern because..."

To cast this spell, you must be at the soul's place of death or be in the soul's presence, whether it is contained in a receptacle, powers an intelligent magic item, or other possibilities. The soul can attempt a Will save to resist the spell as if it were alive.
A soul contacted this way can speak normally in any language it knows. Unlike speak with dead and similar spells, you are not limited to asking questions and can engage in normal conversation with the soul (and vice versa). The soul isn't an undead creature and isn't compelled to speak or be truthful.
Generally, the soul only knows what it knew in life, although souls that persisted with awareness of their surroundings after death may have more to offer.

Though if he chooses to be difficult we might have to use the Ethereal(?) metamgaic to get truth spells on him. @Goldfish that approach would work correct?

Or maybe he didn't want to wipe them out, after all the dead can't suffer(actually yes they can, but Richard don't seem to have access to the outer planes, so he wouldn't know about how much being a soul sucks now-a-Eon) it might be that he aimed to forever make problems for the Blackwoods, so he could forever enjoy the feeling, of being the cause of a Blackwoods death or suffering.
She can probably ask Saenena, Qyburn, Alyneah, and Vee to quickly whip up a soulless body from the Forges for the warg to be trapped in.

I love building a truly high magic empire where shit like this can be done on a whim.
This is literally the ideal situation to just use Polymorph, nothing could be simpler than just Polymorphing him back to a human form.

I don't think that line of spells will work on Rickard. DP told us he's an entity of the Dreamlands now, rather than any type of Incorporeal Undead, spirit, psychic energy, etc., and that he's not really present on our Plane at all when he's not possessing a living creature. If that's the case, the best thing we can do is keep him in a living body, which neatly serves to provide us with a target for our spells.

Why do we have to make it so complicated, just use Polymorph, that's literally what the spell is meant for, to change a creature into a more convenient form, you can't even say it's cheesy, there's nothing cheesy about polymorphing a cat into a human.

Polymorph requires a willing target. Rickard might be willing to be subjected to the spell, but probably not.

Handy Haversack: This backpack is of high quality but appears otherwise normal.
  1. It has two side pouches, each of which appears large enough to hold about a quart of material. In fact, each is like a Bag of Holding and can actually hold material of as much as 2 cubic feet in volume or 20 pounds in weight. The large central portion of the pack can contain up to 8 cubic feet or 80 pounds of material. Even when so filled, the backpack always weighs only 5 pounds.
  2. While such storage is useful enough, the pack has an even greater power. When the wearer reaches into it for a specific item, that item is always on top. Thus, no digging around and fumbling is ever necessary to find what a haversack contains. Retrieving any specific item from a haversack is a Move Action, but it does not provoke the Attacks of Opportunity that retrieving a stored item usually does.

Then just use charm or domination first, there's no rule against using coercion in the Polymorph rules.
At that point it's no more difficult to interrogate a Charmed or Dominated cat than it is to take it one step further and Polymorph him into a more humanoid form. Imbued Speak with Animals (or just ask to borrow Vee's Whistle) or a compelled Polymorph spell, either way could work so I don't really care how it's accomplished beyond the impact the method of interrogation might have on Lords Bracken and Blackwood.

Ectoplasmic Spell may not but the spell lines certainly do, he meets the requirements because they are very broad.

Yeah but interrogating a human will probably convince them more than interrogating a cat, so turning him human seems a good idea.
