5. Whatever lore we can get here (and an Extraordinary Map of the City of Glass and the Plane of Water)

Testing the waters sounds good to me, we don't want to feel out of our depth when meeting the ruling council and their unfathomable designs.
 
@DragonParadox, so Brine Dragons used to rule this city until the Marid somehow bargained for independence? I'm guessing a massive initial tribute plus yearly tribute was part of that deal?

Not bargained, the undines (marid blooded mortals) won their independence by force or arms, then graciously offered some advantages to the Brine dragons in the peace treaty. There was a great deal of clever diplomacy and playing dragons against each other and against the Marid Emirates to get their independence.

Unless DP has changed the lore quite a bit, Marid do not control Vialisk at all. It's other aquatic races who run the place.

Relath follows your gaze though not your thoughts in full. "That's the way to Splendor's Docks, where the ships and great beasts are loaded and unloaded. Come, there are several berths reserved for brine dragons, I suspect to sooth the elders' pride after Vialesk proclaimed its independence." From the small laugh that rumbles through his chest you suspect Relath holds no great fondness for his elders, not that you had expected him too given the nature of dragons be they born of flame or brine.

The docks cater to strange ships grown from living coral, built layer upon layer and strand upon strand rather than hewed from wood or forged metal, though the boxes and crates seem of a more common make, clearly something the local traders eventually write off when the wear of the sea finally claims them. Sealed steel like you have chosen to use is clearly uncommon and obviously the mark of a wealthy customer given how readily the... well not longshoremen, long-waves-men perhaps, crowd to unload the great flesh-forged rays.
@Goldfish, I'd like to model the underwater district of Sorcerer's Deep similarly to make it attractive for immigrants. Don't we have spells that let you grow and shape coral?

You'd need a Titan's Tool type of item really, for the amount of casting involved.

We can also use hardened Quartz crystal for sealed environments along with magic for producing air and light.

IMO that's one of the things we should purchase here. With Breath Taker and Blight's Bane steadily getting close to recruiting all the Triton Tribes for the Imperium I'd like the underwater district of Sorcerer's Deep to be just as impressive as the rest of it.

All crafters including Alchemists. They know enough to have a tax on Alchemical Goods that implies either an aversion to the stuff or protectionism for their local Alchemists. Either way good breeding grounds for recruiting low level Alchemists not beholden to any current guild.

IMO that's one of the things we should purchase here. With Breath Taker and Blight's Bane steadily getting close to recruiting all the Triton Tribes for the Imperium I'd like the underwater district of Sorcerer's Deep to be just as impressive as the rest of it.
Personally also interested in the Ship Printing magic they have. Looms like it works similar to a flesh Forge but for Coral ships specifically? Go full tree ship anyone?

And also the Psyonic or Aberration sensing Pearl's. I want to see if we cant make flowers that can do the same and just spread them everywhere in the cities.

I doubt the head honcho's in charge would appreciate us grabbing all the low level grunts. Anyone with a sense of time and patience knows that grunts grow into artisans and no grunts means no new blood or talent.

A good few probably won't want to leave if they've got a good thing going, but the grass is always greener and if we've got demand they can certainly charge for supply. Any of them willing to slum it up could get rich quick if they work hard enough.

It's not like we're hurting for money at the moment.

I'd settle for a couple dozen softcapped NPCs in a society where Mages are as common as Village blacksmiths. I'm talking all as in of all types.

I daresay, we need to find our who actually drove Illithid away from PoW, and focus squarely on them, if we are to get any sizable force to support Gith (and have more Gith participate in return).

Regular mercs aren't as important right now.

I think for now we should focus on aid against Deep Ones, and then come back with Shaitan and Djinn delegates to talk about fighting against the Efreeti. I don't feel comfortable at all acting unilaterally in the name of our alliance without having scouted out the prospects first.

I wasn't implying dealing with them as a member of the Alliance yet.
Merely learning how far can we push which groups-
Depends on the specific Emir, the ones that actually had to deal with the Deep Ones hate them more than the efreeti, the others less, though no one likes them.
Case in point, this.
