It's worth noting that the Shaitan want to kill the Sultan, maybe even violently conquer and then reform Efreeti society, but they are still kindred to them and the ultimate goal has always been to humble their enemies and then return things back to how they used to be, likely with line of Iblis wiped out and various restrictions and sanctions levied upon them, the Brazen Throne dissolute and what remains turned into a puppet state of the Djinn and Shaitan, with the former moderating the retribution of the latter in hopes of mending what was broken.

It's wrapped up not just in honor, but the scope of their culture. Various traditions between Genies extend to the others, it's just that the ruler of the Efreeti is batshit insane, and the corruptive effects of thousands of years of paranoid rule has eroded the limits to which they will stoop to. Worth noting that they used to be Lawful Evil as a society, and in a way they are, but the laws are so fucking clownishly evil and asinine that they might as well be run by an Chaotic Evil fucktard, and since Evil people love graft and corruption anyway, to protect themselves against others even the rule abiding sort will bend the rules until the bars break to get by.

Very much so, the Efreeti state is a mess and getting worse every year but the Shaitan and Djinn do not want to kill them and salt the fields, rather they want to win the war with a treaty and a change in leadership
 
Wish slaves are Efreeti who have been enslaved by other Efreeti in order to profit from their Wish SLAs without having to lower themselves to trusting a mortal to use their own abilities properly.

It's more of proof that they're slipping down the Evil slope toward full on Chaotic Fucktard to so needlessly violate such a strong cultural taboo.

To be fair this mage was doing it very much in secret, the consequences for being found out do not really bear thinking of.

That's actually something of a relief. If it was a state-sanctioned activity, I would have little hope the other Genies would be able to establish a new, more acceptable government after the war is over. It would have been a sign that things were already pretty far gone.

I think it was more of a statement that for society to have slipped so far that he can not only get away with it even with how strongly he would be punished if discovered, likely for a long time since this is the kind of thing you plan out extensively, and he was an archmage himself basically, just not a High Mythic one. So to have someone with that much influence and years break with tradition like that... strongly indicates the whole thing is waiting to come tumbling apart. And if pressured (like by a two-front war) that is likely to accelerate.

I mean there's always some form of civil unrest under the dominion of the Brazen Throne, that is the price of having an economy based on slave labor and an insane ruler. Major unrest will take some doing though

What's a Hustle? In dnd I mean. Is that spell good?

Oh hey! Found something that effects the possessor instead of the possessed. And something to make our banners a bit more durable maybe?
I'm D&D, moving at a hustle is roughly equivalent to a jogging pace. It can't normally be maintained indefinitely for most beings. IIRC, it's twice the regular walking speed.

Sooo Banner of Marching Chant? Would that be good? Also d20 has a bunch of Magic Banners in it. Like Banner of Tactical Command, Banner of Restful Nights, Commander Banner.

There are banners for everything from Ancient Kings to Lords and Knights. I'm starting to wonder if the Andals were on to something with all them Banners. We have two kinds in the Legion already dont we? Something for communications and another for ranged?

Unfortunately, Marching Chant is level dependent. To be able to affect an appreciable number of people, it would need to be enchanted at a high caster level, which means they'd be prohibitively expensive.
