You could triangulate his position of course but that would require flying around above the keep so you can get the angles you need... or at least I think so. It's been a while since I studied trigonometry. If it works even without a high vantage point and open line of movement then sure.

Keep in mind Lords have to pay A) contribute to the Citadel to get a Maester, I'm not sure of the logistics, but I do know that in ASoIaF it is mentioned Maesters won't bother to go some places, and that some noble landholders are "too inconsequential to afford the Citadel's notice". Meaning they couldn't get one even if they wanted to.
Moreover B) the Lords with Maesters actually have to keep their council with them.
