Because he's a Red Dragon and thus like all Red Dragons has access to Cleric spells? That's why he has Heal right now. The omake series takes place after he reaches level 18, and it's mostly accepted that his first level 9 spell is going to be Miracle.
You know, everyone here assured me that Viserys wouldn't get divine spells when I pointed out the fact ages ago when I argued that the dragon transformation was too OP...

If I remember correctly TotallyNotEvil even specifically altered the prestige class to exclude all casting abilities.

And I for one happily embrace the OP. We're just going to have to agree to disagree on this.

EDIT: Also, IIRC, that innate casting referred to the added CL you thought he would have gotten upon turning into a Red Dragon. You thought that his casting as a human would have been added to whatever innate casting a Red Dragon gets, which was never the case. There was never any restriction placed on being able to get cleric spells.

Frankly, I have finally stopped caring about Opness and SOD. It's not like this thread and quest ever really cared about those things and DP seems somewhat unwilling to do things that can cause serious salt at this point.

This quest is fundamentally about an OP protagonist. We try to limit things from getting too stupid, but we're definitely operating at a different standard than an actual adventuring campaign.

EDIT: This isn't criticism. DP is managing it all very well, keeping things challenging and surprising. It's great! Proof that these quests can work!

I don't think of it as being OP, because it's not primarily about adventuring, it's about building a realm in the face of cosmic horror, it's about being the light in the darkness of a world made bleak by mortals and immortals alike. One cannot be that while maintaining the pretense of being 'just another adventurer' dungeon delving.

I'm pretty sure that all of the OP-ness comes from the fact that at the beginning of the quest there was a noticeable disparity between encounters we had, and actual profits from said encounters - leading to cheese with custom PRC's in lack of proper gear.
And now, with proper gear, we also got finances unimaginable for "just an adventurer", leading to cheese in entirely different direction.

And that's... not necessarily bad?
I mean, this quest had branched away from being an adventure long time ago.
And though I may miss "good ole days" of early braavos, what we are doing now is jsut as exciting, imo.

-[X] Consult Yrael and the Archons about the design. Separating criminal elements from society is a means, and not an ends. The goal is resocialization and rehabilitation of criminals, to allow them a fresh start and prevent them from becoming repeat offenders. The Archons experience in redeeming even demon cultists and make them repent should help greatly. Ask for the names of Archons that would be willing to work as wardens or therapists

As somone who only tried 5E a couple of times, I cant really tell if what we are doing is OP. But I can say that I enjoy reading how a bunce of people that knows a system well use it to craft well though out plans. Whether they are for adventures or empire building.

I also don't think the story suffers from the characters being to powerfull for most enemies. DP always manages to make this an interesting read.

@Azel I would vote for you if you mentioned asking for Archon expertise in the setting up of the prison (and maybe in making it accepted by the people). Yrael or his underlings surely know someone who can help!

Definitely didn't see that coming... however many years ago it was.

A lot of it is probably our influence on Viserys character, pumping technological, social, and economic advantages into the world...

I gotta say, beyond the money, and the power, and the minions. The thing we pushed for hardest was to get people to face this bold new age with a sword in their hands and a fire in their hearts.

A world beset by ocean of suspicion, doubt, and terror... and we decide to invent Television. Which we proceed to use to broadcast magic lessons to a populace most people in power never spare a though too.

Now what makes me giggle. A little.

Imagine what this looks like, too the other planes.
