While I really want rail companies, it's been pointed out to me that it is more efficient to allow the factions to do it. We build the IC for them now, which gives them more temp IC per turn when they start, then they take (hopefully 2) rail company actions to start us off. So they get both more temp IC as well as allowing for our rail companies to form and start spamming rails.So, just mathing things out. We have 70 actions of artierial line to build in total if none of our allies help. Rail companies are going to be absolutly vital as we don't have 70 PW to throw around.
Expand IC efficently x2 + rail company is a 3 PW and 2 temp IC action that produces no pollution and adds +1 rail segment per turn.
If we found a new rail company each turn using this method we can finish the rail lines in 12 turns.
RDI 2 x found rail company 2 is a 4 PW set that costs 2 temp IC, adds 2 perm pollution, and adds 2 rail segments a round.
If we do this each round we finish at round 8.
If we RDI into rail companies 2 times a round for 5 rounds we finish evenly at round 9 with 10 perm pollution.
We can solve 10 perm pollution via sewers and hospitals.
When the rail lines all finish we spend the needed PW into building new develope rail actions to boost max IC.

Actually, @Academia Nut, while I still remember, can you answer about the shift south? Was everything shifted south, so, for example, Kyberia is warmer that Siberia, or was only Old Ymaryn territory shifted a bit, while the climate of other parts of the world is generally the same?
