The whole reason things with Germany worked out after WW2 was because it wasn't a single occupation, it was 2 new german states propped up to oppose each other and heavily backed by the two leading GPs of the time.Occupations work just fine when the occupier has the political will and military might to follow through. OTL European powers fought each other dozens of times. They looted plenty, and their enemies often came back stronger afterward with a desire for revenge. Germany wasn't occupied in WW1 and it wasn't until people finally got tired of world wars and occupied Germany that wars between great powers stopped. Disemboweling is just a lazy kicking of the can down the road. Leaders in real life do it because they know they won't have to deal with the aftermath since they'll be dead or out of office by then. I'd like to think that the thread is a little more farsighted than that due to the faster pace of a story.
