Umm, is assisting allies of the Empire also taken into account or would that be considered as not being all that loyal to the Empire?Assuming you mean 'without signing up for a life of being very carefully watched over and unleashed only for the most important battles', it'd require you to demonstrate a great deal of good judgement and loyalty to the Empire.

I'm imagining what a channeling/antimagic artifact might look like lore-wise.
Would something that selectively stilled everything but Ulgu (or whichever wind it was made for) be a reasonable interpretation?
(Not that I'm saying we should ask the Dwarves to make that specifically, just wondering if it would fit with your interpretation of the setting/be in the realm of possibility for what they might come up with)
