-[] Concentrate the gathered information on undead types in Sylvania into a single dense tome and publish it. It's likely to be of some use and interest to Morrites and Amethyst Wizards. Not ground-breaking, but a nice feather in your academic cap nonetheless.
This is another thing that can be delayed to a later turn, even more than training, since the training bonus from recent good rolls decays over time.

I thought "vC" stood for von Carstein, "L" for Lahmian. H-BM no idea.

As for the Watch's patron deity, Verena is the best choice overall, despite our leanings to Ranald.

we should get shallya into the watch- this campaign has taught us about the necessity of RELIABLE healers, and the shallyans certainly are that

[X] Plan Abelhelm's Last Gift

-[X] Visit the Amethyst Wizards in Altdorf and ask what the hell they were playing at.

-[X] Though the Haunted Hills have always technically belonged to the Elector Count, they've suddenly skyrocketed in value. If you could backdate some purchases from the Elector Count, you could make a killing reselling them, and still retain your own slice of prime grazelands.
-[X] Spend time with Wilhelmina. As emptied as the treasury of Stirland was by the campaign, the EIC may be the wealthiest institution in the province.

Basically as much as I would love to do some research, this isn't the time and I'd rather we deal with the remaining fallout of the campaign. First we deal with our backers, with divine blessing, to find out what the hell the Amethysts were up to so we can head off any fallout from that and finally a bit of embezzling and talking to a friend.
I really doubt we'll find out anything about the Amethyst guys.
THey are secretive even compared to most orders and whatever this was involved their Patriarch personally.

Hero-level instruction is explicitly eight points.
I know that the instructor's value depends on points spent instead of a roll, but you still roll up the instructor's personality and specific talents and such, right? Would be a shame for him to not be a real character.
Most of them are unknown to you, but three leap from the page:
Will we keep a copy of the letter no matter what we do? It could well be that we encounter someone from the list in the future. Or that we want to investigate whoever hasn't been "disappeared" if we find some time at a later date. Because whatever makes all of the people on the list noteworthy, it can't be of zero relevance to a county's spymaster.
Edit: In fact, any chance you could give us noticeable abreviations found before or after other names? Try to let us players find a pattern if you will.

Also, can we vote to secure whatever is left from the meager treasury of Stirland without using it for our own enrichment or even keeping it hidden from Anton and Wilhelmina? Keep it safe for Van Hal's heirs if they return but return late as it were?
Lastly, can we support Anton while making it clear to him that he's our choice only if no Van Hal whatsoever wants the position?

I partially have it there to counteract any negative relationship effects that might occur from inquiring what the Amethyst collage was up to.
I'll note a Magister is in a much better position to demand answers of other Wizards than a Journeywoman. But, I think it'd be a pretty hard roll to make anyway.

It's a real pity there's no Myrmidia worshippers around here.

I like this, but isn't this a good time to take an overwork option or two?
Sure, i could make an overwork version. I'd just rather sound out what options people think are worth overwork first.

[X] Plan Morally Grey Wizard:
-[X] Trade Delegation: Convince Wilhelmina to partner your network with the EIC based on the value of market information. Especially likely to work since Wilhelmina will soon be losing her position of power in Stirland's government.
-[X] Verena is the Goddess of Justice. Enshrine her as the patron goddess of the Stirland Watch.

-[X] Abelhelm left you with a list of notarized names. Pass them on to your Master and let the fireworks fly.
-[X] Buy out half of Markus' shares in the EIC. (does not take an action; increases your debt to Stirland)

-[X] Your debt to Stirland is recorded in a handful of documents in the Archives, and the current Steward is leaving the position. If said documents were to be slightly altered at the right time, nobody would notice in the handover and your debt could evaporate.

-[X] Though the Haunted Hills have always technically belonged to the Elector Count, they've suddenly skyrocketed in value. If you could backdate some purchases from the Elector Count, you could make a killing reselling them, and still retain your own slice of prime grazelands.
-[X] There's never been less oversight on spending. Embezzlement now would be impossible to trace later. Scrape up whatever funds can still be found in the treasury, and pocket them.
-[X] Financial Jargon: Everything with the EIC flew right over your head last time. Try again. Succeeding here will mean that you can take a more active hand in the company, adding it to the organizational actions; failing or not attempting means Mathilde will remain a silent partner.
-[X] Your experience with the so-called Fog of War has given you a lot of ideas for new applications of Ulgu.
-[X] Spend time with Anton, possibly talking about how good a candidate he would be - local support, known to external powers, and a few powerful friends supporting him, and so forth. (Overwork)
-[X] Spend time with Gustav, securing his subordination to you. (Overwork)

I don't know much about Warhammer or its religions, so maybe someone could offer some insight on this, but...

What would the effect of enshrining the watch as an Agnostic organization be?

Stirland seems to be quite varied in its polytheism. Keeping the Watch independent of a patron god, while probably unpopular among the law-and-order crowd, might set a lot of others at ease. Officially declaring that it will have no patron could even work as a snub against Sigmar, if we want that - his followers seem like some of the most zealous, and suppressing overt "my-god's-more-important-than-your-god" piety in the Watch would mess with them a fair bit more than anyone else. Ranald sounds like he would be in favour of keeping people free to follow their personal faiths, too, as funny as the idea of an organization of lawkeepers dedicated to a god of revolution is.

Would this be something relatively commonplace, or unusual and likely to cause significantly more unrest?

I don't know if you're trying to weasel an upgrade into a 'hero' character or just outright trying to guilt me for not putting enough effort in to this quest. Either way, cut it out.

If you think there's going to be people left over after this list goes to your Master then you really don't get how the Grey Order operates.

The only prefixes are C, B, D, and S. Your Master is the only M. Many names lack prefixes. The suffixes are listed in the post.

Also, can we vote to secure whatever is left from the meager treasury of Stirland without using it for our own enrichment or even keeping it hidden from Anton and Wilhelmina? Keep it safe for Van Hal's heirs if they return but return late as it were?

If Van Hal's heir does not appear to take the role of Elector Count of Stirland, then he has absolutely no claim to the treasury of Stirland. If you want to steal the money then steal the money, but this isn't a valid justification for it.

Lastly, can we support Anton while making it clear to him that he's our choice only if no Van Hal whatsoever wants the position?

That is why I wrote that Cunning Plans should be explained in full.

Our issue with the watch is that its current patron is sigmar. We can't just remove that outright.

I like your plan but it needs a [X] in front of it.

[X] Plan Mistress of Shadows
-[X] Trade Delegation: Convince Wilhelmina to partner your network with the EIC based on the value of market information. Especially likely to work since Wilhelmina will soon be losing her position of power in Stirland's government.
-[X] Verena is the Goddess of Justice. Enshrine her as the patron goddess of the Stirland Watch.

Verena's a fairly vanilla choice, as people have pointed out. Ranald might actually not be a good pick for the watch, as we want to make a Ranaldite Thieves' Guild. Having both the watch and thieves have the same faith might lead to some unfortunate blurring between the two.

-[X] As above, but insist on being a part of whatever happens.
--[X] Ranald's Blessing

So likely hypothesis is that whoever's controlling us is at the very least perfectly willing and able to use vampires in their schemes, and probably more deeply involved with them. Let's bring the hammer down on them.

-[X] Practice, Practice, Practice: Having been thrown into the deep end of imperial politics, it would probably be a good idea to brush up on your skills and internalize the lessons you've learned (choose which trait; can be taken multiple times; will be more effective if you've used the trait a lot lately).
--[X] Diplomacy

-[X] Attend the Elector's Meet yourself, to take any opportunity that arises to manipulate events in your favour.
-[X] Spend time with Gustav, securing his subordination to you.

I'm surprised no one has noticed this. We are in the ideal position to influence who gets to be the next Elector Count if Van Hal's children don't come through, not to mention getting a feel for Empire politics. Getting Gustav under our thumb is a great way to increase our power on the council and outside of it.

-[X] Financial Jargon: Everything with the EIC flew right over your head last time. Try again. Succeeding here will mean that you can take a more active hand in the company, adding it to the organizational actions; failing or not attempting means Mathilde will remain a silent partner.

The QM quite explicitly suggested this action, and I think it's damn important to have a say in Stirland's wealthiest organisation.

-[X] Stirland Watch: Work alongside Jack to administer the Watch. Choose another Organizational Action for the Watch.
--[X] Set up saltpeter production facilities using headhunted experts from Nuln. (-2 Budget Points) (NEW)
--[X]Overwork
-[X] Buy out half of Markus' shares in the EIC. (does not take an action; increases your debt to Stirland)
-[X] Free Time: Now well-established in Wurtbad, you can spend some time in your scant off hours getting to know someone better. Pick one character. (does not take an action)
--[X] Anton

6/5 personal actions --> One extra organizational action
3/2 organizational actions

I know it doesn't have a training action, but we recently got a martial boost and this could be one of the most vital turns with a lot of time-sensitive actions, I don't think the +1 martial is worth not doing one of the above for.

On the contrary, legal bullshitting becomes all the more important.

If a Grey Wizard goes rogue, they get shut down with extreme prejudice. If Mathilde went around mugging people with Mindhole to pad her pockets, she'd be in real trouble very quickly. But that doesn't mean if a Grey Wizard spots a coin and picks it up without thinking they're going to be instantly executed by shadow assassins for breaking the Vow of Poverty. The Empire has laws, as do the Colleges of Magic, and those laws are codified in exhausting detail. As long as you follow the letter of the laws, continue to serve the interests of the Empire, and maintain a powerful patron, you can do some very real damage to the spirit of those laws without repercussion.
I'd just like to remind everyone planning to squeeze Stirland for every possible pfennig of this. We've lost our powerful patron, and don't know who will take their place. We still have those vows. I don't especially want to read about Mathilde going Full Stereotypical Dwarf and spending the next few decades counting our gold in a dwarf-dug hidey hole avoiding Grey Wizard enforcers. :)

Getting Gustav under our thumb is a great way to increase our power on the council and outside of it.
The new EC might get rid of some or all of the council. This might be entirely irrelevant.
