So we just tell them no, you can't buy all this land, it's going to settlers.

Hell, if we need to, we could offer to sell them land deep in Kiberia, where nobody sane would settle. We get money, they get land to let them vote, and none of the habitable land is lost.
Not really. Natural economic forces, crown and nobles alike would have strong incentive to sell to the wealthy non landowners, which would currently be the Guilds and unlanded nobles(like say, those fleeing the republics who heard theres land for sale)
I think it's critically important to get started on the guilds immediately with the 6 PW option to crush them. They have the most potential to dig in and get out of control since they have power but can't vie for the throne.

Due to the upheaval that will cause, we'd want a conservative constitution in other respects that limits lower class freedoms while keeping military and upper nobility on side.

Not really correct. Guilds simply are less efficient, so without handholding the majority of them will be outcompeted and the balance of power shifts away from them.

Currently outright destroying their privileges can well backfire, because we don't really have the private enterprise to replace them yet, nor do we have a sufficiently diversified franchise to make pushing them out feasible.

We can enfranchise the military with knighthoods, settlers with new land and corporations by working with settlers and the military in places where the guilds can't measure up.

Its Israel/HK and it thinks its hardcore(it is). It's extremely defensible mountain terrain where any attacker has to go through guerilla warfare to get even an inch of the land, its has no sea access but cliffs and its too rough to use cannon on.
I'm not sure it's crackable until we have powered flight and bombs though.

It's less super defensible and more completely useless, so no one has any reason to go and conquer them.

Actually it does have some good mines and IIRC IRL theres oil deposits in there. But maximum isolationist xenophobia probably means they don't get techups that often.
PROBABLY want to take care of them sometime before the nuclear age though.

Because IIRC they DO have uranium somewhere in there.
And a nuclear armed xenophobic isolationist power is...not good.
 
Anyone with land, although currently only nobles can own land. As it is right now it would basically move it to "Royalty, nobility, and upper gentry" from "Royalty and upper nobility"... unless of course land ownership were broadened.
Since the constitution is penned by a small and (hopefully) competent group of people all at once, shouldn't the loophole of giving landed non-nobles voting rights in the Upper House be completely obvious? So either it would be done on purpose or avoided with the right wording, no? Wouldn't it make sense then for there to be an option that is essentially "[ ] Landed Nobility"?

Also, I must ask again, where is the clergy in all this? Do they not get any rights or assurances? Not even either single religion, rights to contrast them from minority religions or even the opposite, going full freedom of religion? Do the Temples own any land currently?
Do Gylruvians and Ymaryn not give a rat's ass about spiritual matters? Not that I'd complain if that's the case, but it''s weird that nothing is said one way or the other. And it does kind of chafe at my suspension of disbelief.

The Kielmyr are a constitutional monarchy, right? They are our neighbors, allies and share a cultural heritage with us. Shouldn't they inform our opinions on how it should or shouldn't be done?
And what about Styrmyr or Sketch? Do they already have a constitution? In real life Britain had some legislation curtailing their king's absolutism relatively early on.
