Being peaceful is nice, but being ready for war is pretty necessary at this point in time.
It is not just that, though. The design doc describes it as "Social acceptability of using violence to solve problems - internally or externally" At the moment, I find the possibility of society wide desire to violently fix internal problems to be more concerning. We want to change things up, and in any upheaval, there are always winners and losers.my understanding is that militancy doesn't make you ready for war, it just makes you more willing to wage it. We saw a high militancy force us into a war last turn after all. Knowing when to sit back and develop our giant pile of unclaimed resources is very useful.

Something that does worry me is that we have no way of reducing militancy. So I am wary of anything that will raise it.
