What would be Tortun and Hespranxer's opinion of us should we finish becoming a constitutional monarchy?

Would becoming a ConMon be a deterrent enough to Tortun? As in make Tortunese folks ask "Why are we attacking relatively democratic folks, or folks on the way to democracy?"
 
So, @Academia Nut, to deal away with uncertainty, how does DI work? Can we expand into Kyberi and do it at the same turn if we have 1, or did you decide that timing, after all, matters here, and we need to have IC in stock before DI?

You need IC equal to the number of DI actions you take. This generally means wherever your current IC levels are at, but if you decrease SoL, Armies, or Navies to free up IC then you can do DI up to the freed IC for the turn.
 
Doing both a military reform and the Constitutional Convention in the same turn will likely lead to problems though. Too much reform at once.
Yeah but on the same time seeing how agitated our people because of the war and doing it on the same turn would please them atleast.
But the old army generals will likely not be happy, so are the nobles those are against constitutions. Yeah it would likely be messy but on the same time we can do it far quickly. Which means faster opportunity to deal with other problems, like industrialization and kyberia.

Okay, but like, do mean "Your IC levels before any IC actions" or just "IC level at the beginning of the turn"? Can we do Kyberi expansion and DI right now?

Your TempIC. The amount we can spend is governed by our TempIC, PermIC really comes into play only when temp values iterate. So if we have 1 tempIC, we cannot do -2 tempIC regardless of changes to PermIC. We can do -2+1 Temp, because that leaves us on 0 Temp and no ordering exists.

I suppose the Black Sheep could suddenly collapse, or the Styrmyr or Kielmyr get their own republican revolution after they got their asses kicked by the Tortun. Both would force us to either send troops or watch as everything goes to shit.

How much danger are we at of being forced to declare war by our high Militancy(7?) and low Happiness(4) in the next few years?
Because IIRC back in PoC a gap of 3 point was basically "hair trigger temper".

Looking at the wrong direction. Humiliating Defeat means that our people want to prove that we aren't weak by declaring war on any likely target that presents themselves. Prepare for Happiness + PW Or War choices

Switching vote as it isn't a plan I object to, and that extra PW from a consensus bonus could make or break the choices we make at the constitutional convention
