This costs an action, right? The organisation of this vote is quite confusing.

No, sorry about the confusion - I've edited that to be clearer. Control over the Watch is technically costing you an action but the choices listed under it in Organizational Actions don't cost additional actions.

I've rearranged the order section to hopefully be a bit clearer about things, and added a note at the bottom to highlight the new action limit and it's cause.

Normally, I'm a lurker here(Great quest by the way!), but when this popped up, I knew I had to head off any possible romance right now.

1) All the options besides Van Hal haven't really have any in-depth characterization/interaction with Mathilde, and Van Hal has thanks to the private meetings which kinda gives Van Hal a leg up.

2) I don't want Van Hal to win for several reasons: 2a) He's our goddamn boss(Not including our secret employer). Never get mixed up with the boss. This isn't a goddamn Harlequin novel. 2b) He's a Witch Hunter. Granted, an unconventional one, but I seriously doubt he's that unconventional to date a witch, let alone marry one. 2c) Goddamn politics. There's already an Elector's Meet coming up, and we don't want Van Hal walking in there with a potential disadvantage: dating us*. Not every Elector Count is going to 'like' Magic/Magic users and even the few who do would see such a thing as a bridge too far and hold it against Van Hal. 2d) No one else has had meaningful enough interactions with Mathilde like I've said above and I'd like them to be given a chance before Mathilde actually tries the romance thing. 2e) I haven't actually seen any possible attractions beyond the maybe one to Van Hal in this update and OP said that he wrote that ambiguously.

3) No actual sexuality has been established in-story/in-quest events and making a vote over it now seems a little crass/weird since it feels like a reallly belated part of CharGen. I don't know, it might be just me, but that's how I feel about it.

Tl;dr: No romance until we actually have meaningful interactions with the others beyond Van Hal. Or if we can't, no romance ever.

*Granted, this requires us to successfully romance him before the Elector's Meet, but the latter half of what I said still rings true for future EMs.

You have six personal actions; you're allowed five before you hit Overwork.

Also, you want to name the network of informants "Grey Coats"? That would make sense as a nickname for the members of a military unit or the watch, but not a group of people who necessarily don't wear a uniform and especially not as an organisational name.

No actual sexuality will be established unless as a result of this vote - I've deliberately held off from any of such to keep from railroading the thread into anything. This wouldn't represent the beginning of a romance proper, this would be the start of oh gee I really like spending time with insert-name-here, I wonder if it means something?

If someone wins this vote, it doesn't mean a relationship will start or necessary will ever start or even be possible. Maybe they don't swing your way. Maybe events will get in the way. Maybe you just won't have the actions to ever do anything. Maybe a ghost is going to eat them this turn. This is entirely about how Mathilde feels.

@VoidZero, I am somewhat concerned that your Broken Heart plan doesn't make any motions toward completing our puppetmaster mission. To remind you of what we need to do:
Have means in place to gather information re: undead types and density in Sylvania if and when Stirland forces sally across the border. When information is acquired, send via your Master. If possible, collection of live samples will be rewarded; send news of any you secure via same and we will arrange collection.
There are a number of ways we could approach this. The new Formal Proposal action would be one way, since it would involve putting ourselves in on the ground floor of an organization devoted to tracking and studying undead. Another would be to have a social or co-op work action with Gustav, such that he agrees to have his forces forward us information on what they encounter. Or we could embed spies in the military and get that information without going through legitimate channels.

No matter which way we go about it, however, we need to make sure that we have something done to fulfill this task. How does your plan do so?

Okay, guys, I think we need to spend some time with Wilhelmina this turn. That's because we have no idea of her motivation. Every other advisor in quest has some motivation out of chargen: professor had Avarice, Gustav has Vainglory, Anton has (probably) Nepotism, we and Schulz have Sleeper agent, Kasmir has Zealotry, Julia and engineer guy have Inspiration. But we have no idea about Wilhelmina's motivation. She may be an exception but she could also be, say, another agent or even chaos corrupted.
 
Anton was supposed to be incompetent, but he keeps rolling crits. He started with a 4 in diplomacy! I spent time worrying about whether I was unduly crippling Stirland by having a deadweight Chancellor that couldn't be axed without alienating vassals! This turn isn't even the first time he's rolled a natural 100.
Wait, what's his current Diplomacy? For the pure lulz.

Wilhelmina is Nepotism. She mentions putting her sons in charge of things.
