The pistolier is likely the most favorable choice to derpwizard if we take the problem of faith and our misfire into consideration. That Knight order were openly discriminating those of different faith and Stirland's population will not take kindly to such treatment.
The accidental knockout if found will seriously damage derpwizard's position if the Knight/Priest in formed an alliance when both of them have authority and power.

I would say the pistolier if we need a fourth lead-from-the-front badass (we already have Kasmir, Van Hal and Markus, so meh), the engineer if we want expensive but potentially extraordinary results (good for Stirland, likely to cut into your budget). Make your recommendation for one of those, with the acknowledgement that you're somewhat prejudiced against the Sigmarite due to the company he keeps (peasant beaters).
 
So does anyone want to recommend a particular martial candidate to Van Hal? I personally favor the pistoleer since a lack of caution can be dealt with if it doesn't kill him while I see the other two being problematic. Overzealousness when the force of morr could be such a useful military asset could compromise the defense of stirland and the engineer is probably going to be taking maluses for the minor project that need to be done because of how much stir land has deteriorated.

The Zealot as far as I can see would be good at keeping the army pure of chaotic and vampiric corruption and a lot of people in the providence and by extension army do worship Sigmar themselves but a good chunk also worship Morr and I'm unsure how he'd react to people like the knights of Morr. Or in short, he'd be good at purging vampires and the forces of chaos but will probably stir up a lot of shit within our army.

The Pistoleer is simply a double edged sword. Leading from the front can be good for troop moral and him being a hero unit could save our asses from time to time, especially since our army is under strength right now but at the same time leading from the front usually makes you slow to react to changes since he'd be in the thick of the fighting and of course he'd always be in danger of getting killed which would leave us right back to where we are now.

The Engineer would probably let use modernize our army easier then the rest and might give us access to some new toys that nobody else has yet. On the other hand I don't believe he has any real military experience so I'm a little worried that he'll see things more as ways to test his newest inventions rather then trying to come up with ways to strengthen our army and I'm pretty sure that some of these toys are going to cost a pretty penny and we don't have a lot of money right now. So in short he's a wild card ... and in saying that makes me kinda want to pick him because of our chosen god.

So yeah I think the pistoleer would be our best pick right now, the Engineer wouldn't be to bad and could actually pay off in the long run, and the Zealot last simply because I'm afraid he might tear our army apart since a good chunk of them follow Morr

Leaving off several other options because they either seem low priority compared to the servants (seriously, the Watch at this time?) or they'd make Van Hal frownyface.
Leaving off "the League must be yours" option in particular because it's late, the League is poisoned, we're building our own replacement network.
And while Van Hal probably wouldn't fund renovations to our Palace-Shrine, I'm thinking he might fund (or at least allow us to fund, i.e. put the expenses on our discretionary instead of personal budget) an enchantment lab. But that probably goes in private report rather than options.

When it comes to the candidates for Marshal, I'm thinking there's a big IF next to Sir Berthold of the Order of the Hammer of Sigmar, and that's IF Van Hal can be bothered to keep him in line, firmly and repeatedly. "There is to be no starting fights with Mathilde, or the Morrites, or the Moot, or miscellaneous others. Your job is army, and vampires."
If not that, I think favor the pistolier in the short term and the engineer in the long term.

The gate guards are all in the pocket of the Von Carsteins, but they keep feuding with the wall guards, who are all under the thumb of the Blood Dragons. The cleaners are all part of a Slaaneshi cult, the cooks are all Nurgleites, your valet's a Tzeenchian sorcerer and the townsfolk are currently taking bets over whether they'll be part of the Skaven conspiracy the Dark Elven one. The Greatswords are all sworn to the Tomb Kings, except for the one weirdo who's conspiring with Malal. Heck, even the choir boys in the chapel are actually just a bunch of very poorly-disguised goblins who wanted to know what all the fuss was about. We have, in short, achieved 100% Ancient Conspiracy Saturation."

Van Hal: "By Sigmar! Then we must act now! Raise the alarm! Raise the-"

Mathilde: "Not so fast, your grace. You see, it turns out that, while all the conspiracies are technically against you, they actually hate each other more than they dislike you. Over the many centuries that this has gone on, they've developed a kind of...equilibrium. Everybody here may want you dead, but none of the conspiracies wants the other ones to be the one to take all the glory doing so. So the entire castle is made up of conspiracies to kill you conspiring against other conspiracies to kill you. It all balances out, see."

Van Hal: "So in other words, I'm..."

Mathilde: "You're actually the safest man in all the Empire, so long as you don't disturb any of the conspiring factions here. Yes. This whole place is like a bunch of archstones all keeping themselves in balance. It's silly, but there you are."

Van Hal: "And what about yesterday's incident?"

Mathilde: "Well, your grace. It turns out that was actually a very foolish Lahmian. Thought she could make a name for herself by barging in here and causing a ruckus. Pissed off quite a few people doing it, too."

Van Hal: "So what happened to her?"

Mathilde: "Well I had intended to apprehend her, but it turns out she'd suffered a very tragic accident. She was in one of the towers combing her hair, when she tragically slipped, fell down the tower stairs and fell on her sword. On the way down she'd also fallen into *pulls up notes* Sixteen spears, fifty-three daggers, nine bullets (normal), three bullets (silver), Five jars containing Nurgle's Rot, Twenty-three ghouls, two stray warpfire blasts and one very lost Arachnorok. It's all quite sad, really."

Van Hal: "Oh..."

Mathilde: "Anyway, I'm off. I heard we're having spider stew tonight, and I sugest you don't look at it too closely. Ta-ta!"

For reference, here is the Count's last set of orders that we are supposed to be reporting on:
He looks down at the document you prepared for him, and considers the options. Uncharacteristic indecision twists his face into a grimace, and in the end he sighs. "Widen the local network. Wurtbad is the administrative center of Stirland, we cannot allow it to be compromised - especially with the Army of Stirland to be based out of the south."

Your now-customary post-council meeting with Van Hal opens as per usual, with him barely looking up from his desk as you enter. It seems like every time you come in here, there's more papers stacked up.

"So," he says, signing one document and putting it on a pile seemingly identical to all the others. "Will you have a chance to look into the replacements for the Professor, do you think?"

You nod. "One way or the other. I can write to the Grey College requesting intelligence on his new prospects, or I can personally travel to Altdorf to investigate them, though doing so would leave Stirland without a spymaster for a while."

"I'd prefer for you to do so in person, if possible," he says, pouring drinks for the two of you.

[X] [General Report] "I've spoken to the Watch and convinced them to proactively report when they see cultists and other funny business, so that I don't have to spend weeks reading through their record-books again to find when something happened. I've also been to Munzhausen, Purgg, and Wörden to recruit informants, but I only found useful and cooperative people in the first two. Wörden was a bureaucratic tangle of 'I don't have the authority', 'This isn't my business', 'Who are you anyway?' and 'He's away, ask tomorrow'. Finally, I interviewed the palace servants and was attacked by one definite infiltrator, finding another likely infiltrator, and I wasn't even halfway through, which suggests there are several more. But I'll get to that in a moment. What I'd like now is for Van Hal, Wilhelmina or possibly Champion Markus to recommend me some trustworthy people I can start delegating to, because right now I need a loyal assistant more than I need a skilled spy."

[X] [Incident Report] "While interviewing the palace staff, one of them claimed to be related to one of my intelligence contacts. As it happens, said contact was a distant relative of mine and it was partly due to hearing his family tree that I'd won him over. So I started asking the staff about his relations, and noticed that his presentation of the family tree was inconsistent. When pressed on the point, the servant in question attacked me with vampire speed, though fortunately not vampire strength or resilience. I cut him open with my greatsword, he collapsed, and I cut off his head to be sure. That's the point where I ditched my bloodstained robe so that I'd only cause gossip rather than a panic, as well as not tipping off any other infiltrators there might be. Then I went to the courtyard to try enlist the aid of the Greatswords I had seen there previously. That was the point where I tried to fling a dart to tap Markus on the shoulder, missed, and knocked Berthold on the head. Since that was getting a lot more attention than I'd intended, I went to look for the Elector Count instead. On the way I saw one of the staff I'd interviewed earlier fiddling with the lock and trying to get into the room where I'd locked the first infiltrator, so I knocked the second one unconscious and left her in there too. Then I went to see the Count, Markus came to see the Count, and we barricaded ourselves in until the rest of the Greatswords came back. During that time, something very strong - probably a vampire - tried quite intently to beat the office door down and got nowhere. Allow me to say how much I appreciate that door, my liege."

(There's a fine line I'm not sure how to toe here, of trying to get Kasmir to own up to the fact that our double-check was useful without parading our superior skill too much.)

[X] [Marshal candidates] "All the candidates have significant flaws. First, Outrider Champion Gustav von Jungfreud is the one I favor the most. He's well-liked and undoubtedly skilled and brave, but perhaps foolishly brave and headstrong and liable to charging into danger. He's a front-line leader, not an army builder. There's a significant chance you'd have to replace him again in a few years. Second, Sir Berthold seems competent, but also overly zealous. I have not observed him personally striking anyone, but the local chapter of his order has a nasty habit of beating people who don't confess Sigmar, and then sometimes still beating even those who do confess Sigmar but stumble over the words. That's bad company to keep. He might improve away from them, or he might start a feud with the Morrites. And then, of course, there's the fact that I accidentally knocked him unconscious with magic. If you select him, I must advise that you give him strict instructions to focus his attention on the Army of Stirland and not on the Morrites or me. Finally, Master Engineer Otto is everything you'd expect from a Master Engineer of Nuln. Grandiose visions and brilliant mechanical projects and quite eccentric. He could be useful for modernizing our armaments and giving us new tricks against Sylvania and otherwise being useful in the long term, but likely expensive and I don't think he's what you need right now. You might consider retaining him in a separate position."

On the grounds that the infiltration of the staff is indeed important, but there's also possible reason for investigating and catching people who might be responsible for such infiltration.

[X] [Private Report] "Item one, the snake. It's still lurking, but while I was in Altdorf, I was able to obtain a copy of one of Leonardo's books that should help me get rid of it. Item two, the barrow-swords. They're absorbing and draining magic; having lain in the barrow they've absorbed practically pure Shyish. Now that we have them outside the barrow, they're likely to absorb all the winds and eventually rot to Dhar unless we either seal them away in an appropriate chamber or simply put them back in the barrow for the time being. It's not a structured enchantment, but a very volatile one, apt to destroy the weapon and injure the wielder as things currently stand, so they're no good to us right now. On the other hand, it's also a very unusual enchantment, doing things with Shyish that I can't recall enchanters ever doing before, which is very interesting and perhaps profitable. You could store them until a better time, sell them to the Amethyst Order, or, perhaps, depending on how much you need my other duties, simply have me look at them, as I studied enchantment. It would take proper tools, though, which brings me to item three. Would you consider allowing me to use part of my budget to set up a proper enchantment-laboratory, whether for the barrow-swords or other future projects? And finally, item four, I'd like to know what that business with the East Wing is."

To my mind, ideally van Hal retains the Pistolier as a hero unit like Markus... the head of his new Elite force of the army of Stirland. He's the right sort of man to inspire young men to attack vampire nests/charge to their deaths, but also gloriously slaughter their way out again.

The Nuln engineer- I have my doubt about his military experience, though Mathilde is no expert. Van Hal and Markus should poke that part. I'd suggest he has the greatest potential to change the game significantly. Or, you know, blow up half the castle.

I don't like the knight, for the zealotry aspect. And why recommend an enemy.

Worse off. He's currently the the head of an elite force in Reikland.

The same applies to all three - they've reached the pinnacle of their respective career paths, and Marshal is the next step up. They're quite unlikely to accept a sideways career move that moves them from Reikland/Wissenland to bloody Stirland, for obvious reasons.

Don't forget that we learned the swords are useless at best and corruption vectors at worst.

Very dangerous to wield as weapons, but the enchantment they possess has never successfully been reverse-engineered because of how volatile they are. If cracked it could open entire new understandings of enchantment.

(I had about a dozen possibilities for what the weapons could be in mind, and let Ranald decide what you got)

Also: Ooops. We've just reinforced van Hals completely mistaken picture of our weird blend of hypercompetence and Mathildederpery, again. "Why, yes, I carefully vet the extended family tree of my informants as a matter of course. Don't you?"

"He claimed a relation to one of my informants, but I knew their family tree well enough to know it for a lie."

He looks over at you and raises his eyebrows, clearly impressed.

I'd actually like to correct that impression in the report.

No, they are in fact vectors for corruption at worst- remember that our master said that most blades which have this kind of enchantment end up tainted with dhar, not shyish, because they're constantly absorbing magical energies. Now we've removed them from the stable shyish-dominated environment where they got such pure content but we haven't turned the absorption off. Nor are they being stored in a magically sterile location.

Depending upon how fast their effect functions we could be fine for decades, but sooner or later those blades are going to become dhar-tainted unless handled somehow, at which point they're corrupted and awful, no longer even the volatile assets that they are right now. We're not inclined to let that happen, but if we're talking about "at worst" it's certainly on the table.

Edit: I do also disagree with the "useless at best", though. At best we could do some serious nonsense with what are basically a stack of filled shyish-capacitors.

This could be very significant for us, for Stirland. Might even get us mad Dwarf cash? If we had the time and didn't have fifty other things to do.

Also, this seems a very Ranaldian choice. Super volatile, likely to age us to death, with a potential massive payout.
