Signal Towers: One of the issues that always plagued the governance of the Thunder Plateau was how far away and difficult to reach it was. It would be possible to set up signal relay towers along the way, which would greatly speed up messaging between the Plateau and the Core. It would take a lot of precision glasswork for the spyglasses, however. (Authority + 75%, 20 Years, -1 Treasury Status every four years)

Wagonways, Thunder Plateau: One of the issues that has always plagued the governance of the Thunder Plateau was how far away and difficult to reach it was. The transportation of goods especially suffered from this. However, it is possible to remedy this. There are rails used in the mines to ease transportation, and such things are also used in the Great Docks of Redshore. It would be possible to make rails of iron to vastly improve the carrying capacity of the horse wagons. However, this would require truly vast amounts of iron. (Authority + 50%, 25 years, -1 Treasury Status every four years, Expensive)

Reform THE LAW: It has been a very long time since the last time the Law was compiled and streamlined. There has been much accumulation of loopholes, drifts, and patching as the times changed. The current law is confusing and difficult and in many ways outdated. It should be simplified, updated for the current age, and recodified. (Authority + 90%, 20 Years, -1 Treasury Status every four years, +1 Authority on completion)

I want to stick an Authority upon doing this.

The questions is whether or not we want to try and make peace with the Black Sheep this turn. Given how low our prestige is relative to Khem right now (currently seven lower), I am willing to wait for now so long as we do prestige-reducing actions this turn. We also want to take an action that improves our Treasury since we will be losing 1 Treasury this turn to the Mass Levy with nothing to counter it.

I also want to try and focus on actions that take one turn so we have more Authority/Influence to work with next turn.

Agree about the authority on the rebels.

I am very much against the peace talks, though - the Black Sheep are still essentially intact currently. Making peace now would lead to a bureaucratic nightmare at best.

Didn't we already do this, a few turns ago? I wonder why this is still an option

I think the action failed - we were basically run out of the court for being "heathens" was my impression.

Not if we haven't made contact with the rebels yet. We should know how to make a peace deal to help the rebels first, so we don't accidentally blunder into helping the BS beat them.

We are not funding rebels in someone else's land. We are funding rebels in our own lands that are currently in rebelion. It's a double negative.

My prefered turn looks like 2 loans and authority spent contacting the BS rebels. A major industrial center helping would solve a number of supply issues and I am willing to pay significantly to see that happen.

Sleeper cells, Black Sheep has been a continuing action, so Sleeper Cells, Western Wall might continue using up Authority dice if we use them. My thought is to use 1 Influence dice, not only because we don't have that many left, but because we don't want to steamroll Western Wall too quickly (it's difficult to gauge such things) in order to win both provinces at the same time.

@Aranfan: should there be an option to Repay Loan (though we wouldn't use it anytime soon)?

Also, I think we should have an extra available Authority dice, from Incite Unrest, Black Sheep completing the previous turn (unless it's a continuing action).

@Fouredged Sword There are two concerns, post-war, assuming we capitulate to the Khem:
  1. We still need to make the roll for the Revaunchists to be satisfied with just retaking land and not prestige. (Thankfully, we have net 3 revaunchist weakenengs and probably one more from letting not!Ukraine go.)
  2. Eventually, we'll catch up to Khem again. What then?

    We'll need to build boats so that, the next time they come for us, our navy will be a match for theirs'. Boats are expensive, so this will delay the megaprojects.

On the other hand having sleeper cells in WW would also be very useful.
In my opinion:
contacting rebels with authority,
establishing sleeper cells in WW with influence and
taking a loan with influence
should be the actions to take.

I am of the opinion that we don't have influence to commit to a longterm action. I would rather increase our timelimit (+treasury, - prestiege) or work on TP (contact rebels). Short actions allow us to remain flexible.

When TP resolves WW will fall swiftly under the weight of a million man army. The plan was always to hold WW while TP is brought to heel and I see no reason to split our focus just yet.

We just don't have the influence or authority to spend on creating sleeper cells within the WW. I am afraid that creating a spy network was in the short term action, a mistake.

However, in the long term, it should proves useful indeed.

E: Well, with an extra authority, we might do. But I want to save the authority for a Khem action. Or use the authority to acquire some more loans.

The other option is the use it to pull some troops back to deal with the Highlanders. 70k off TP should solve that front and let us have a reserve again.

I would rather not lock up an Authority for that long. Don't forget that we still got an Influence locked up in the Black Sheep Sleeper Cells and the only reason that isn't two is due to the QM making a mistake and then deciding to being lenient on us when the mistake got realised.

Two loans to give us a Treasury buffer and net lower our Prestige by 1 next turn.

We should take our first loans (where possible) from the countries with lower opinion, as those are the ones less likely to give us the benefit of a doubt when we need to come back for more. This will also give Berba (already an enemy of the Khem) an extra incentive to intervene if they fear the Khem will make us default.

I'm spreading the loans across two continents to make them seem less frequent to the locals. Next few targets are probably: Abyss, Ruma, Magyar, Vynta (not in that exact order)

Whether we should bother with sleeper cells is debatable; Western Wall citizens are far less unhappy with their current situation than the Black Sheep, and it ties up our Influence dice indefinitely. If not, a third loan from Abyss could be possible, or Funding friendly Black Sheep factions, or something else.

A second authority on WW sleeper cells is something I can get behind.
The sleeper cells would likely tie up the Authority dice indefinitely, so we should just use an Influence dice if we want to do that.

Redistributing the Levy is indeed possible, and should be done by next turn at the latest, to prevent possible looting. (I'm largely neutral on whether it should be done this turn.)

I think we should just borrow ALL the money.

We no longer have a bureaucracy problem. So the problem of looting is largely solved.

Here is my plan. Authority on making contact with the Black Sheep anti-rebels while an Influence goes to the Western Wall Sleeper Cells since I don't want to lock up an Authority in that action. An Authority goes to taking out a loan with Vynta since they like us slightly more than normal and their merchant background means that they should be rich. The final Influence goes to getting out another loan, this time with Abyss since they appear to be well-off and wealthy. Finally, the personal action is stress reducing.

This should help with both of the big fronts whilst also getting us some Treasury and reducing our Prestige. Money is needed to help pay off for the Mass Levy while we need lower prestige since we should hopefully start winning again.

I strongly disagree with taking a loan from the powers with higher opinion of us first, as they're the ones more likely to give us the benefit of the doubt later. We should take our first loans from the powers with lower opinion, of which Berba is a prime target (with the second consideration that they already hate the Khem, and we're giving them an extra incentive to intervene if they fear our default).

Other than the choice of allocation, I would probably vote for something like that.

I don't really like this allocation, though. Copy+pasting my previous response to tenchifew:

Should be making a reallocation that we're okay with going back to the reserves when done (so that we need not waste an additional move). 60k + 70k are probably too many reserves.

Initial thoughts: 60k from Black Sheep (leaving them with 610k) and 15k from reserves (15k remaining), 40k to Western Wall (we'd have 310k + Banner companies, versus their 300k), 35k to Highlanders (total 65k). Reserve would end up with 80k after the Highlanders retreat.

Reasoning: we've already won major victories in the Black Sheep; now we need to catch up in Western Wall so that our progress on both fronts is about the same (we want to win at the same time, to avoid distractions during the resulting Khemetri confrontation).

Supply issue for Western Wall should also be better, including food available for purchase.

I have doubts that Stymyr can afford it, given they're still recovering from the war.

But I would be okay with a 3-loan plan in general.
