Well, the way I see it is that the only con for each of the options is that we won't have the other two options to use. Other than that, each art is strictly an upgrade on what they do.
For SCS, the pro is that the next level increases our defense and mobility, and provides an emergency escape button in case we need to get out of dodge quickly.
For CDE, the pro is that the "Seeking Moon's Eyes" goes from a long duration to a persistent duration, with some serious speed increases. Additionally, there is a cool non-combat tech that can be used once we explore a site or become familiar with a person to spy without really getting caught.
SCS is about traversing the land quicker and then getting out easier, CDE is about having better means of observing large areas and a better chance of finding something, or someone.
Since they're both great options, the question becomes the voter's priorities.
