What are the main projects for the Spirit carpenter that we'd put her on again? Theater of Winter, the shrine boats, maybe upgrade turtlesnek's temple garden regalia? What else?

Really don't have any interest in paint guy and this seems to be the best plan to avoid paying him forever. We really don't need cultivator level paints and sealants for anything but giving to our dress as a treat right now.

We have to keep in mind that investing harder in these apprentices doesn't equate to them succeeding harder. There is always a chance they get stuck and can't advance further, or that they can't develop items up to our expectations.

In that sense, the Carpenter is the best. She is already attempting breakthrough, has worked with some high-end materials, and her master has a proven trackrecord of working in Xiangmen shrines.

The Alchemist is the one who doesn't really need our investment, I would say. He isn't going for a breakthrough right now and he has good enough materials to experiment with. While the sealants are interesting, they aren't his focus. His value resides on whether he will be able to make something out of his enhancing dyes or not.
Adding to that there is the fact that, even if he succeeds, we would only be able to make full use of him if the other two also succeed.
So 1 GSS is good enough for testing the waters.

And while the Potter girl is certainly constrained by a low budget, there is no guarantee she will be able to effectively use such a steep increase in funding. It would be better to start with 1 GSS, and if she doesn't fumble and stumble with it then we can trust her with 2GSS later on.

Besides what got already mentioned, we have a wood based project for the Cathedral of Winds on the list. The Boiling Deep Shrine might also have some use for her skill.

And her encountering the beaver Spirit Beasts could be fun.

I want to see dream paints. Im imagining someone walking into Ling Qi's office and instead of an opressive darkness that spiritually presses down on anyone of a lower cultivation, threatening to swallow them whole....

Its instead some ever changing mariad of colours customizable to Sixiangs whimsy. Maybe it looks like a collection of pillow trees. Or perhaps a lapping sea. The most welcoming of office spaces~
