Because it wasn't a vision of the future. It was the dream conjured by a rude ice maiden who "hadn't knowledge of a hamlet, let alone a city." To paraphrase Line Qi.

It was, at best, an obstacle.
Renxiang was the real Renxiang, not conjured by the spirit, but it's still easy to dismiss as a flight of fancy since the dream consistently had major figures in Renxiang's life be given better and kinder places in life, erasing the painful reality and so on.
Even so, when Renxiang had to think of someone to hand off proto/fake-Snowblossom to, her first thought was Ling Qi, the snow spirit didn't invent that. And even without the dream we've always known she's not going to stay there, her goal is Tsu's throne, not the administration of a frontier town. And again, the only other subordinate in the running is Gan Guangli, who we're solidly beating. It doesn't matter if it hasn't explicitly come up in conversation yet, because it's blatantly obvious.

But absent out of universe assurances we've got, there'd be no reason to expect snowblossum WOULD be handed off to a subordinate, by the time most people would be expecting Renxiang to have moved on to bigger and better things, there's gonna be Junior Cai Clan Members, or at the very least Junior Cai Clan Member, Singular.

Snowblossum is EXACTLY the sort of fief most Ducal clans would cycle around between different junior branches for stewardship.

The thing is that they're all going to be competing with CRX, so they're going to want to build their own powerbases, not get sidelined into administering their big sister's hand me downs. It's not like the Cai will lack for fresh territories to develop post war.

I seriously doubt not a single one of them would be willing to bite their tongue about it being their big sister's hand me down for the sake of the quality of fief it would be, but even if so it turns out the interests of a ducal clan do not always match up with the ideal preferences of the individual members, that wouldn't stop one of them from getting told "Too bad, there's no way we're letting a fief this valuable out of our grasp" in most ducal clans.

The 'interests of the Ducal clan' are Cai Shenhua testing her kids. She's got crazy high standards, but she's not going to sabotage their growth by limiting their opportunities to cultivate independent power bases, she wants them to be independent. Kind of hard for any future kids to do that if they're stuck administering a territory with their big sister's most loyal vassals in/right next door to it. Snowblossom might (if we weren't getting it), be passed around next generation, used as a training ground for CRX's kids, but her siblings need their own retainers, accomplishments, and territories.

All this succession talk is almost like it's going to happen while we're still green, rather than at prism. Because we will be getting at least that high, and within a few short centuries.

All what talk? We're arguing about whether Ling Qi is aware she's getting Snowblossom, where's the secession?

That's kind of our starting point since that was the Bao's logic behind their courting proposal. If anything, we'll be getting more distinguishable from them over the centuries as both our clans fill out a bit. And the Ling clan can't officially become part of the Cai unless the clan head (us) marries into them. That would cause a lot of internal and external screaming for a lot of characters.

Also by the time CRX hands over Snowblossom, probably around indigo to prism depending on the needs of the ES, she could very well have children to pass the claim to. Shenhua is very weird to be having children as a white so we can guess most Cais will be having children around indigo, going by Meizhan and Han Jian's parents realms when they had them. We know that's not going to happen but its a good enough justification for Qi at the moment
 
How many kids do we think Shenhua is going to have, anyways?

If she keeps going with about a twenty year age gap (a bit longer than Lady Ren to make the math easy) and she has at least five hundred years left with her wife, then there would be the maximum number of possibilities to defeat her when she loses all restraint as she has seemingly foreseen. And two dozen siblings is enough to backfill a serious ducal clan in that time period.

Or she could be happy with just the two? I'm really not sure how she is thinking about this, and I'm curious about opinions.

It's not even about outperforming GG, or how our much we invested and integrated. I am quite certain CRX planned this to be eventual Ling lands since choosing a location. Its southern, cold land, which fits Q cultivation and spirits far more than GG. She has by far the better tools etc for taming and ruling that land. And placing Ling lands close to the Polar nation from the get go I a good choice, given how the Ling is a major link to them and how Ling Qi is likely to become CRX best diplomat.
Giving Shenglu to any other retainer would have been a highly inefficient choice, not one CRX would make
 
The Ling have a big fat advantage in Zhengui. Per Yrs we can expect him to naturally grow to violet at least. It's very rare for anyone under Count to have a Spirit Lord like that. The Gu have their Sun Crow but they're one of the few exceptions.
 
I've said it before, but if things keep up in this general direction the Ling will wind up Marcher Counts or whatnot, whatever the category of, "We need something higher than Count (in prestige if in no other way) but below Duke" is.
 
I expect GG will end up as the general, and CRX would want that to reflect in his lands (Ling Qi's does in that it's close to their newly contacted neighbour, where she's the main diplomat to). A border region makes some sense in this regard so he's close to trouble, but it's also a potential distraction, and what even is the critical border? The mountain clans, the underground, the Sun? Some future thing? All of those could be the future issue, or they could get solved before GG really settles into his position. So a central position that can serve as a province wide mustering and training ground could be better. And honestly, I think that fits him better too.
