The or in the vote makes me think it is a chance of an extra bonus to one of those zones, not both.And to add fuel to the fire, I understood this as "50% chance of +1 to Thundering Hills, 50% chance of +1 to South River Jing"- each, separately- so 25% chance each of +1/+1, +1/+0, +0/+1, or +0/+0.

See, I'm still waiting on a confirmation of how it actually works. Kinda frustrating.Ok, I have decided:

The reason being that I value higher actual active help than just general approval or neutrality to our projects.
By reaching +3 rep in Foundations, we would get active help from the closest 2 count territories, help which I think we will definitely need.
First we have the Old/New Road Project. We already have the approval of the leading baron clan of the region but all the others are, at best, dubious. Increasing rep to +3 in the region would solve a lot of those problems.
Then we have the Artisans Projects we didn't choose, but we will likely be able to do afterwards. Regardless if we want them to buy our exotic materials or sell us and the White Sky their products, it's paramount that they can trust us. We can achieve that by having a great rep in the area.
If we are ever in need of emergency supplies (medicines, food, manpower) having a +3 rep with our neighbours would obviously be more useful than having a 0 rep with a distant county. We are, and will be for a while, in the initial phases of the settlement. Troubles are bound to happen, we have to prepare for them.
Then we have the Meng situation. We have to remember that our allied Meng faction represents a third of the important voices in the Meng clan.
The increase of that Neo Weilu faction is highly dependant on the success of our projects. Both Hanyi's concerts and our diplomatic effort.
The direct rep bonus puts us at +3 in the region that faction has most influence in.
Not only that, but the secondary bonus says:
Improves effect of Hanyi's concerts on Meng projects
So that applies to Meng projects in general. I think that's our best way to improve the -1 rep in the Western Ferns.
Better rep in that region means an easier way to reach our Bao and Bai allies, and facilitates commerce between north and south.
So this option also has plenty of benefits in the long term.
P.S.
My understanding of "50% chance on completion of gaining a +1 rep boost with Thundering Hills or South River Jing region" is:
50% of +0, +0.
25% of +1, +0.
25% of +0, +1.
That bet is, at least for me, a worse deal than the sure bonus from Hanyi's boost.
