I believe if we were to show Smothering White the iron sliver of purest cold she'd realize their significance in a more meaningful manner rather than Wailing Wind's due to it's more erratic nature.
And Elsa did also say something about sanctuary when she handed the sliver to us, it may very well be a message to spirit's of winter to let them pass to those whose concept's are more deeply connected to cold.

To be fair the Wailing Wind is the one most likely to treat with travelers, if unkindly. While the Smothering White'll be all "That's a nice warmth/iron/daughter you've got there. Kind of wish I had such a nice thing, if you catch my meaning." They're likely both connected to the grander whole, neither being more deferential to the Ice Witches than the other and both being quite willing to murder us for not other reason than that it's in their nature.

One major consideration I feel people have failed to consider is that of family dynamics. Zeqing was far far removed from her origin, and from the reaction of the White Sky representative she had not expected one of that ilk to be so far north.
Now, when a family member moves very very far away from the rest of their family, it's usually a sign of an extreme difference in temperament and preference.
Zeqing was reserved, measured, and considering.
Therefore, logically, her kin down south will be highly informal wild party animals, and I for one want to meet them as soon as possible.

Ugh, that's a really frustrating mechanic to close voting, doubly so because it's most likely to kick in in cases where there's no strong consensus on what people want, triply so if there's actual consequences to picking which of the spirits of literal death-by-ice we chose. Why route things right through the salt mines in any situation where hypertension is already a present risk?
