Do we think that the Eldar would be willing to trait Tranth in how to produce Eldar technology? They are willing to do it for the FTL, perhaps there is more they would offer to us.
It be like Max trying to understand Tryanid tech sure Tranth pick up a few things but it is so advance he would not get it or have to spend centuries learning it. Also Tranth is not a psyker so I do not think he would know how to produce some of the tech without being a psyker.

Pretty sure that that just wouldn't fly for the Eldar. Even then it would likely just not be practical considering that their tech base is not only way too different from our but would be infinitely more difficult to even begin working towards producing said tech.
 
So we will need to bring in more food because if growth holds at .9 percent we will grow by 63 billion over the next 50 years.

You stand and give your report on the major events that occurred on Avernus over the last half century.

There is little reaction though King Zaren of Alfheim expresses interest in the Bloom Bees.

Next talk turns to planning the High Council Meeting and gathering any proposals that members plan to make. It is agreed that the first order of business will be dealing with any current proposals after which will be negotiations with Dragons Nest, which are likely to change the very makeup of the Imperial Trust.

The first proposal put before the High Council is put before you by Governor-General Aelfric of Midgard and General Schwarz of the Security Council, the last proposal that either will ever lay before the High Council. They suggest creating an Imperial Trust Collage of War. All military officers of the rank of Marshal or higher and Naval Officers of Rear-Admiral or higher will be required to have passed a decade long course in the Collage of War and to take an additional decade long course to maintain their rank. This will ensure that all of the Imperial Trust's senior-most officers are worthy of their rank, allow the easy spread of military ideas between worlds and allow your military leaders to get a better view of each others.

Currently this proposal has the backing of the entire High Council, and will pass unless you have a very good argument against it.

No one else seems to want to put forward a proposal so now is the time for you to put forward your Governor's plans and decided whether to support or oppose the current proposals.
 
Honestly, the only problems I would have with that would be minutia of the courses' possible content. Probably beyond the scope of what will actually be tracked.

Only thing I'm concerned about is if we can gradually rotate our commanders through the college system and/or wait until our military has recovered a bit more. Losing some of our commanders for a time is liable to cost us in lives we'd rather not lose. And it's a bit arrogant, but Avernites aren't likely to be the ones unworthy of their positions so the immediate urgency in getting our leaders certified isn't quite there.

In fact I thought we had and this is an expansion of the old system from when the trust was built, but that was only a colonel rank thing.

To check are these issues that can be raised...mmm may have more.
1. First the issue of the Crimson Crusaders, what to do with them, or is that for Quintus to raise if he's here?
2. The issue of the coming ritual, its going to lead to a psyker explosion and we want to be ahead of it, while there's time. Proposal to ensure training of all worlds psyker forces, so worlds don't take huge damage from random alphas.

Well, obviously we're going to say yes. And maybe we should add a proposal for the level between this and the Trust Officer Academy, so there isn't an awkward gap.
 
I feel like fate must be such that Rotbarts skill is just pure intuition and thus fails the course from the lack of book smarts.....twice........

-[X] Propose coming to a decision on what to do with the Crimson Crusaders within the Trust, especially what does Captain Quintor want.
-[X] The ritual is coming and with it a likely explosion in psyker numbers. Propose that all worlds create psyker hunter organisations with the assistance of avernite experts.
-[X] Propose the start of colonisation in Valinor over the next 50 year period.
-[X] Propose the spending of minor favours to clean the dragon's nest of spies and acquire the services of a Seer Council to boost Ridcully's abilities even higher.
-[X] Propose offer to use Avernus as bait in an attempt to distract Nurgle if the Eldar decide to try and rescue Isha.
-[X] Propose using the major favour to purchase Eldar Warp Drives with increased speed and safety after the civil war.

Given that Hellguard tactics have been noted to appear suicidal to normal humans and presumably Space Marines can seem as bad or worse as well as the highly specialised nature of some forces like the Fire Giants or Battle Psyker Choirs, it seems that the trusts forces require such a diverse set of tactics so familiarising people with the abilities of other planets and armies must be good.
My concern is that tech can advance quite rapidly and while we seem to have reached a stable point where most of our DAOT tech backlog is mined for the revolutionary stuff, I wonder if it will be a concern keeping the curriculum up to date.
However if I'm arguing the implementation then I must agree with the concept and this is probably finer grained than Durin intends to simulate, given its not a concern with the existing academies... Therefore Good Idea! Three thumbs up. :D

We don't need to colonize the whole subsector at once- we can just do the world's one at a time, defend them, and build them up quickly, so we don't have any weak spots.

Particularly regarding a homeworld for the crimson crusaders.

I wonder how they're reacting to their long lost gene brothers.

-[X] Raise the issue of the Crimson Crusader chapter who has been living in our space for a while now. As another astartes chapter it would be a good idea to give them a home to start expanding as they can. Ask Captain Quintor for his thoughts on what would be best for his chapter.
-[X] Raise the spectre of the ritual and the resulting increase in number and power of psykers and recommend that all worlds receive psyker hunter training to try and get a head of the threat.
-[X] Opinions on beginning the colonisation of Valinor, with especial examination of the subsector's issues.

None of these are proposals, which is what we're supposed to be putting forth if we put anything forth.

Are you thinking the current level we're building, or the one after? Because if it's the one after, we're still a long ways away from building those.
