Actually I think Areatha vote should be separate from the plan, since I think all plans will include one of Areatha Diplomacy actions, and it doesn't impact rest of the plan. Basically along the lines of

Yeah that's sensible.

Also I'd like to promote my own choice for biologis action, the Jinx spider.

It reses itself upon death...that sounds useful albeit complicated.
 
Suggestiongs:

1) Use our free divinvation slot to look up Vulkan and then next turn one of the forgeworlds since us knowing more about them would make any arguments we make to the trust about making a deal with the Eldar for Webway access easier since we would have more info to work with by the next council meeting.

2) Buying SIren runes since those are way too useful to have.

3) Finally founding an order of psyker hunters since at the moment we don't have as many psykers to deal with them and long term they would be insanely useful not just against our own rogue psykers but other enemy psykers as well. Considering how many people we lose against rogue psykers doing it as soon as possible just makes sense, especailly before we have to deal with the highest level psykers.

We haven't implemented either the standard Fellblade or the less standard Testudo-class tank yet, so let's look into those. Nice options that shouldn't involve much increase to our budget, even when implemented.

We don't get to spend much time with our brother in law, and this campaign is an opportunity. For Syr, we did spend time with her last turn, but again her job reduces the quality of the time and the campaign is a good chance to spend more time with her. Filling in the last slot with Aria, who will be on campaign during this.
Thaddeus helps with our population issues by starting on another hive.

We've got Fellswords regiments, the Hellord Regiments we're currently making (forty-five Hellords supported by six Fellblades), but no Fellblade Regiments in the works. If we don't need to make an "implement" action for them, then I can just implement something else in the Fell-series of tanks.

Considering all the anti-psyker/daemon traits she has, plus the fact that she's our best daemonologist, she seems like a better candidate to found said order.

Huh...we have done the fellswords and not the felblades...

Been getting that wrong for a while.

While Xavier is perhaps the best combat psyker we have he seems to be the more general type. Meanwhile the order would have psykers trained to be specialized to specfically counter psykers. Which is why Aria seems like the best choice due to her anti psyker/deamon abilities on top of being our best daemonologist.
