M: 17+10=27 (+38 bonus)- Marshal Cheshire is a skilled officer more then able to lead her forces into battle, though she is by no means exceptional.
That incorrect, her traits give her only +7 Martial. Though since that would make her "only" M24 (which is kinda low for Avernite Marshal) maybe you should boost her traits (like for example increase her Helguard Founder Martial bonus from +2 to +5) or give her a new trait (Tactician or something simmilar).
Syr upgrades trait Naval Expertise (can use personal attention for Void actions, can command naval battles with -4 Martial) into trait Fleetmaster (can use personal attention for Void actions, can command naval battles with no penalty) -Syr has been trained in the Avernite Naval Academy and spent several decades as a naval officer. This has honed her skills to the point where she can command ships at war as easily as men.
I was hoping for something along lines of
Broad Military Education (+3M, +1C, can command ground, air and space battles with no penalty) - Governor Ulric has demonstrated a level of understanding of military matters that shows that he has received a large amount of training in all forms of military command.
One would think having mastered all types of combat she deserves some bonus Martial. Either way she's by far the best fleet commander in the Trust currently, so that's a plus.

Yes, but they will not get aclimitised at the university which is intentionally isolated from everywhere else and filled with psykers.
They will get used to the idea that the Trust is interacting with a xenos/human hybrid, which is a radical concept by itself and our own psykers will get used to her and they will be the bridge between her and the rest of the colony, letting them get a handle on her views and any potential issues that could arise from them without needing to deal with any issues with the greater populace. Also our population will never get used to her like they got used to our own psykers, seeing her isn't going to be a daily event that will become the norm, she's an anomaly and should be handled like one.
 
Repair the Well of Urd- Recently Archmagos Tranth has worked out how to repair the last of the components of The Well of Urd. This means that Fabricator-General Scott can finally begin to repair it. The repairs will be carried out in the shipyards of Vanaheim at the expense of the Vanaheim Mechanicus but given the importance of The Well of Urd Fabricator-General Scott will still have to devote a large portion of her effort to this project for the next twenty-five years.

Time: 25 years

@Durin - suggestion for Arbites actions. We have basic spy networks reporting for our immediate neighbors, but none for the newly colonized sub-sectors. We should probably have Jane set those up at some point since the importance of those colonies will grow over time.
 
@Enjou; Have anything in mind for what Ridcully should divine this time around? The two most important ones I believe would be whose backing Vulkan and the Destroyer.

Thinking about it I wonder if divining who knows of the IT(as implied by the Arbite's blurb) would be a viable target.
 
This is different from our psykers, the Imperium already had psykers they were no where near as radical as this situation, even our psykers will have issues with her since we could still get small cultural clashes even if she only meets them and I said we should start by letting her into the university, not keep her restricted their forever, I even said we should give her an open pass after the populace has been acclimatized.
They will get used to the idea that the Trust is interacting with a xenos/human hybrid, which is a radical concept by itself and our own psykers will get used to her and they will be the bridge between her and the rest of the colony, letting them get a handle on her views and any potential issues that could arise from them without needing to deal with any issues with the greater populace. Also our population will never get used to her like they got used to our own psykers, seeing her isn't going to be a daily event that will become the norm, she's an anomaly and should be handled like one.

I think you are severely underestimating how accepting Avernites can be.

Combined with how she likely hits on many avernite good points like immense age=badass, helped us beat chaos ect.

And no our population will likely will have to get used to her, she's expressed her intent to hang around for at least a few decades maybe even a century or two.

And yeah she is an anomaly, we even asked and she falls into the Avernite's category of anomaly because she's not one of the people, guardians or weapons.

But, they treat her with the utmost respect, I don't see why we shouldn't follow their lead to an extent.

I also disagree that meeting the psykers will act as a bridge, the army fighting alongside the battle psykers didn't do much to help acclimatise the majority of the populace to psykers because they were still loosing millions to rogues. If they hear second hand that this avernite human hybrid is super nice, while their *insert person here* is getting nibbled by *insert gribble here* then they're not going to acclimatise.

I love how the fighting on Avernus is described as "The Eternal War" (capital letters and all) while the battles against a multiple solar systems-wide chaos polity is simply referenced as "The Current campaign in".

Repair Workshops- One of the major expense on Avernus is the cost of replacing or repairing damaged military equipment. Signe has recently proposed building an extensive set of dedicated repair networks across Avernus, which should both increase the amount of equipment that it is viable to repair and reduce costs. This would take a while to set up and be a major cost by Signe is sure that it will pay for itself within a few decades, or a single major war.

Time: 16 years

Cost: 1,100,000,000 Thrones, 230,000,000 Material, 29,000,000 Metal, 29,000,000 Promethium, 2,400,000 Advanced Material, 130,000 Exotic Material.
Upkeep per year: 110,000,000 Thrones, 23,000,000 Material, 2,900,000 Metal, 2,900,000 Promethium, 120,000 Advanced Material, 2,700 Exotic Material.
Reward: Reduce military Throne upkeep by 5%, reduce military Material upkeep by 10%, reduce military Advanced Material upkeep by 2%, reduce military Exotic Material upkeep by 0.5%. Reduce replacement Throne costs by 10%, reduce military Material costs by 20%, reduce military Advanced Material costs by 5%, reduce military Exotic Material upkeep by 1%.
Based on the datasheet (which was only updated in T99 last) our military upkeep was (and pardon horrible formatting but this forum has the absolute worst tables):

Calculating based on the savings vs upkeep even if you ignore the cost of the action the end result would be the following change in upkeep with some rounding:
Thrones: Savings of 99,317,000
Material: Loss of 5,887,000
Metal: Loss of 2,900,000
Promethium: Loss of 2,900,000

Advanced Material: Savings of 133,860
Exotic Material: Loss of 2,026
Now the issue with this is that the cost of the deficits just outweighs the savings. And this is before factoring in the startup costs. The Exotic material deficit alone is roughly 2x the trade credit value of the gain in thrones and advanced materials. We'd need a massively larger military for this to be worth the cost.

Let's take a look at what a major war recruitment costs and analyze the savings there.
Cost: 2,100,000,000 Thrones, 390,000,000 material, 6,500,000 Promethium, 38,000,000 Advanced Material, 15,000 Exotic Material.
Savings would be 210 million thrones, 78 million material, 1.9 million advanced material, 150 exotic material.

This would be roughly 10 turns worth of the upkeep cost deficit paid for, which sounds good because we'll probably have two major wars per 10 turn stretch. Except of course it ignores that it would take roughly ten of this size of recruitment to pay for the cost of the Exotic Material startup cost. So assuming a war of this size every 20 years (I hope not) the repayment period on this action would be approximately 350 years.

Even on the time scale of this quest that action makes no sense. If our military was twice as expensive as it is now maybe it would make sense, but we couldn't afford to make it that big for a long time anyway, plus we'd likely have to build more repair shops at that point.

Wildlife Export Goods- According to Signe there is a large barely tapped market in the sale of parts of Avernite wildlife to the elite of other worlds. This market includes luxury foods and furs for the nobles of the Imperial Trust, interesting materials for the Artisans of Svartalfheim and similar. Signe believes that if she throws from governmental resources into developing this trade it could be a major boon to the economy of Avernus.

Time: 10 years

Cost: 1,100,000,000 Thrones, 110,000,000 Material, 22,000,000 Metal, 22,000,000 Promethium, 50,000 Advanced Material, 2,500 Exotic Material
Upkeep per year: 110,000,000 Thrones, 11,000,000 Material, 2,200,000 Metal, 2,200,000 Promethium, 2,500 Advanced Material, 50 Exotic Material
Reward: +20% to prosperity of Avernite ground cities, +960,000,000 Thrones per year
This action on the other hand based on the Thrones alone produces about 6x the value each year as it costs in upkeep. It will then pay off its startup cost in roughly 7 turns.

The prosperity bonus I have no idea what that does. If it increases the morale line by 20% it gets completely absurd in returns, paying off its startup cost in half a turn, and being insanely profitable thereafter.

Damn that's going to take a long time. That blocks the idea of rushing to Roskilde with it for quite some time. Also that Vanaheim Mechanicus are paying for it likely makes it impossible for us to hang onto it.

Tamia gains trait Leashed Power (+3D, +3 Control, +30 to rolls to hide her power)- Unlike most Psyker of her power Tamia is able to totally contain her powers, preventing others from sensing them. As well as being useful in stealth and a mark of her control this helps in her interactions with normal humans, who are often spooked by the presence of a powerful Psyker.
This is quite a huge bump for such a powerful character.

To add to this...

1. I think that having some cultural clashes will be good for our people in the long run. It will give exposure to different points of view that aren't Chaos, which will broaden their horizons and help them deal with other xenos groups later on.
2. The additional information she will give about Avernus will literally save lives.
3. If she's hanging out in our cities, then there's a fair chance that Chaos Psyker attacks that happen while she's in a city having one will be swiftly dealt with. That more than anything would likely improve people's perceptions of her.

We can also probably help deal with the cultural issues through quality omakes.

Yeah, Areatha is a major problem here, but I am not going to talk about it because I am trying to shut out her existence. Just pointing out that having her go Humans aren't all that when humanity has been fighting a war of survival against multiple xeno species and chaos for the last 12~ millenium isn't going to go over well with the people, at best she will pass for a hopelessly arrogant person that basically live in a feel good mental state. At worst she is an heretic that need to burn.

Also, I really, really hope that Sarnow doesn't end up like our last admiral...that would be absolutely bad.

Well Sarnow survived because he had an instinctive view of "crap something's wrong."

In fact his danger sense is so strong we had to have him tested to see if he's a psyker...he isn't.

We massively expanded our military since T99 (we tripled the size of our PDF and Helltroopers as well as implemented variuos stuff like Crab regiments/bionics/etc.). Unless you actually added projects we finished since then, in that case great job.

From the description we would be mainly exporting products from variuos dead animals, not actual live animals. Those are completely differrnt kettle of (horrible, invisible, ravenous, fire-breathing) fish.

That's in not cheap, it's extremely expensive Thrones-wise, and while we might plugged the leak in our Thrones income we should still be careful.
 
I'd like to suggest the Meteor Fig for complete examination. I suspect that they'll be exploitable without costing psyker actions.
