This is saying 'no but yes' and makes us look weak. Even worse it sets a precedent of informal taxation.

Suggest an alternative tithe for Muspelheim - they would build a militarized variant of a Nomad City designed to act as a mobile support facility for the Imperial Trust's military forces. It could act as a mobile shipyard to repair ships in hostile territory, and have docks for Flying Fortresses that could be dropped onto worlds to support ground troops and air forces.
We already have a 'points buy' system. The proposal is that each city be considered the same points value as a Battleship, not what specific form those points will be paid in.

Going against the constitution is worse. Besides, Avernus was probably going to throw money at containment anyway. May as well make it a public thing.

Don't think it will work. It will come off as a condescending concession, throwing scraps at him effectively and financially meaningless besides forgiving even a small fraction of the debt.

Durin has said that the concession of a quarter of a billion a year is fine - it's a quarter of the value of the project's budget, so Avernus ends up paying a disproportionate amount of the costs. Olaf probably understands that Avernus would never agree to his proposal - agreeing to it would make us look weak and foolish, because the value of the additional 5% is overfunding the project. But he probably does expect to get a concession of some sort, which will make him look good and make his position more secure.

It sets up a precedent where a planet can pay into a Trust project voluntarily if they want to. There's nothing in the Constitution that allows the High Council to force this kind of thing on any kind of permanent basis.

Yes, and the proposal for doing that does not have enough votes to pass even with our support, and honestly I don't think there's a need for Muspelheim to tithe Battleships. It's not like the Trust can't afford to just buy them. The alternative I'm suggesting is actually something to provide a unique military asset to the Trust - a single smaller support type Nomad City for the Trust in exchange for all the other Nomad Cities being equipped with Warp Drives.

Here's an idea. We could do a much bigger naval exchange with Vanahiem, to both boost our navy skill, and to foster more cooperation between our planets. I was thinking we could exchange a few dozen ships, with crew, as well as a substantial group of naval officers. It'll be great!

Right now I don't think Vanaheim would go for it. We'd need to improve our relations first.

Right now metal is one of the most important resources, and a number of worlds have deficits or close to it even with trade. The Trust has plenty of reserves that it's not burning through at all, and this would not only help with our deficit until we can build up our mines. Vanaheim should also like it.

No it sets a precedent of planets being bullied into paying a privet tax.

Also you are focusing too much on Vanaheim. We are gradually spending more and more effort on the place for little to no apparent gain. They already oppose us on most issues, is it really going to make a difference if they oppose us on the rest?

Frankly I would rather have a dedicated starbase, like the Ramilies Star Forts we are reverse engineering, than a converted city. It is better at the job, significantly cheaper (we could probably build several Forts for the same cost as the small City), doesn't endanger millions of civilians and it is a proven design. Using something as unconventional as a converted space city will annoy the AdMach conservatives.

Political opinion is a very scares resource at the moment.
So we support Surt's motion and if he isn't able to come up with the extra votes he needs (I don't see him sitting on his hands waiting for someone to get his proposal passed for him) we offer to help him pay the tithe.

With the expection that the warp storm ends in the next 50 years, what is the opinion of the following proposal?
Should we Put foreward a proposal to have a response ready once the warpstorm ends?

By that I mean we have already decied on
1. the diplomatic corps (joint representant or one per institution or one per World or etc.)
2. a destination (one of the nearby systems we learned of out of the DE archives)
3. presents/information and/or demands/warnings to share/give
4. support (with or without cost) the diplomats are alowed to barter with.
5. support the diplomats should request.
so that the expediton can start imediatly.

Opinion?

So Olaf want to double our trade leavy. That is to much.
I would agree to a lower increase.

that it is too ambitious, the general thought is that you should first scout the surrounding area and then make plans, given that making plans when you no absolutely nothing of the region is futile
 
Considering the scenarios around us, war is pretty much guaranteed unless the powers surrounding us are one of the following:

Imperium Remnants (Not Corrupted)
Eldar
Tau
Races that aren't warmongers
Some combination of powers having a BoP situation (ex: Ork/Chaos, Ork/Necron..)

Of them, Eldar and Tau aren't likely, so..
