The planet under quarantine if it fails loses nothing. Monetarily all the other planets have the incentive to pay for it as it benefits them. In cases where responsibility for spreading an invasion species or disease is in question, the High Council may perform an inquest to determine culpability.

[X] Suggest an alternative tithe for Muspelheim - they would build a militarized variant of a Nomad City designed to act as a mobile support facility for the Imperial Trust's military forces. It could act as a mobile shipyard to repair ships in hostile territory, and have docks for Flying Fortresses that could be dropped onto worlds to support ground troops and air forces.
Durin says this would pass, and I think getting a good military asset in what is likely to be an upcoming war with the Valinor subsector forces who have probably fallen to the Abomination.

I'm guessing since the emergency measure is for a full sized Nomad City, it would be rather risky for them to use it and they'd probably lose a city or two if they had to use it.
