Look, being a son of a secondborn son is a bonus. Rhea gets a husband of what is probably the second most prestigeous name in the Targaryen realm, without political headaches. Of the Great Houses, Tyrell and Tully are upstarts, and in any case the North is half the realm by landmass and far away from the capital, making the Starks probably the most autonomous Great House right now, and also the one with the longest history. So, this is exactly what she has been shopping for, in a way, without getting tied up in the line of succession of another house.
Plus, it will spare Benjen some prison time down the line.

I like the idea of sending it to our father - making gifts to our father is a sign that we are beginning to stand as our own woman now, and it would be an appropriate return for his gift of an expensive dress at the beginning of the progress.
However, Alicent is two birds with one stone. It clearly IS the most romantic gesture... but at the same time, Alicent will keep in our company, so her wearing the pelt is as much a sign of our deeds t han us wearing the pelt.
E: Actually, nevermind. Gifting a shadocat pelt to a handmaiden right after "purely platonically" crowning her Queen of Beauty might be a bit too conspicuous.
