Going with these Weapon and Machine might be good classes for Tinkers with Machine Theme in particular being useful against poisons and diseases which would be a nice counter for Bonesaw. Water is mostly for Nimue's namesake.
While there are a lot of good options I think Machine is the best for now since it allows us to deploy literally any summon against the Nine without having to worry about Bonesaw.
Also @zagan a random thought I had, would it theoretically be possible for us to grant Parian a summon with the cloth effect to give her a permanent, more significant way to defend herself that could just be passed off as her own work?

Yes, that is a possibility. However, the Cloth theme wouldn't allow her to apply her power to the given creature. Theme are only cosmetic. Like with the Insect Theme, it doesn't allow Taylor to control Alex's partners.
I think it would be more effective to give Parian a partner already made of cloth, there are a few and a good supporting power.
In fact Alex already has one, Bernie, but he wouldn't give that one away. The trick with Swarm to create an army is too good to pass up.
For a Machine Class I would suggest either cribbing off of DnD 5e's Artificer by having Adventurers become able to create magical gadgets t fight with, with number and effects determined by level similar to how Living Weapon works. Or a more cyborg-type Class that is based around integrating with technology and affecting it. For instance, Cyborgs(really needs a better name) gain a number of slots per level that represent how many machines they can store in their bodies, machines thus stored can be manifested through the user's body at will. Through some things they can use to modify their powers at later levels and you've basically got a Class.
As for a material, what about a magical metal that is easily shaped by willful intent but otherwise almost immune to mechanical fatigue, deformation, or wear. Essentially it's malleable as clay when being made into something like a tool or component but only forces that are generated by a sapient actor cause this. Non-sapient forces find it tougher than titanium. The whole idea is that it would be perfect for making machines easily.

Not bad, but maybe a little complicated. I was thinking of some sort of frictionless oil. I'm sure that could have plenty of use with a wide variety of machine.
Well it makes sense, the class comes from a magical world. Though if you want a more scientific class you can have Ms. J help Nimue on that front. Either by fusing them for a time and hoping Nimue keeps whatever knowledge sticks. Or by having Ms. J teach a dungeon Science, Chemistry, Etc.

It is known that she can transform into Kiwimon. She was seen with the Wards multiple times in either form.
People do not know that she has other transformations available.

I would say off the three we saw the only one who I can see Bonesaw managing to somewhat ape the abilities of, even with Nilbog's help, is Aylamon.
Olky uses literal magic that makes him theoretically more powerful than most actual parahumans and replicating Buoy would require them to create something that is simultaneously hydrokinetic and psychic.
Even Aylamon's outward abilities can only kinda be aped by creating a generic plant monster that looks somewhat like her.

True, I'm really hoping that we can use this as an opportunity to acquire a bunch of new summons while also undermining whatever the Nine are planning.

We watched in horrified silence, as the scene played out on the screen. Bonesaw extracts the liver from the still living figures, before putting it in a bocal, and giving it to a lurking spider-like robot. Despite the horror on screen, I did my best to catch any hint pointing toward that location. There was a small dirty window set high in the wall behind the glass cylinders which made me think that this was a basement. I couldn't see much but the lightning level implied that it was morning, earlier than here for sure but not far enough west for it to still be night.
The scene ended shortly afterward as the TV screen crumpled under the pressure generated by Hermit Purple.
For a bit nobody spoke, despite their experiences, I could tell that even the members of the Triumvirate were shaken by the idea of Nilbog being recruited by the Nine. Or at the very least working with them, willingly or not.
It was Alexandria who spoke up first. "We need to know more." She was looking at me.
I understood the message and nodded firmly. Turning back toward the pile of electronics I picked up another Polaroid.
"Start with Jack." This came from Eidolon. I could feel the hate in his voice.
I didn't answer, I had the same idea. Breaking the second camera took barely a second and soon we were all looking at a new photo.
Jack Slash didn't look like a cape. That was the first thought that popped into my head. He looked like an ordinary middle-aged man, albeit a very well-groomed one. The man must spend hours every day meticulously trimming his beard. Unless he convinced Bonesaw to modify his facial hair follicles so his beard grew in that specific shape and stopped growing at that specific length. Something that wasn't out of the realm of possibilities.
Those silly thoughts flew through my head as I contemplated the face of the most notorious serial killer in the world.
He was sitting on a wooden rocking chair, on the porch of a stereotypical country house. He was sharpening a knife, seemingly lost in thought.
Looking at the man, I knew for a fact that he was at the top of a very short list. A list of people that I wouldn't mind killing. I knew that unlike Lung there would be no mercy when we encountered each other. And there was no doubt that we would, very soon if I had anything to say about it. What we saw with Nilbog and Bonesaw proved that he had plans for me.
It would be a true pleasure to disrupt those plans.
Turning away from the photo I addressed the others. "I don't think we'll be learning much from Jack. He's not conveniently talking about his evil plans to his subordinates."
"He is outside. If you can give us another angle of view we may be able to determine the location." Legend made for a good point.
"I can't make any promises. I only choose the target, not the point of view." How should I go about it? Glancing at the photo once again, one of my Minds gave me an idea that I voiced out loud.
"Okay, I'm going to use the house he's sitting in front of as my target."
Eidolon nodded firmly. "Yes, if we can see a landmark that would be ideal."
Sadly, the photo didn't provide any obvious landmarks. It was a side view of the house. We could still see Jack sitting on the porch. From this angle, we recognized a farmhouse, with a silo to the side, and a sizable garage. However we could see the sky, and most importantly the position of the sun, which would help narrow down the location a bit.
Legend frowned. "A rural area. That doesn't help much. Let's try another member."
"Neither Crawler, Mannequin, or the Siberian would move too far from the others. They're laying low right and those three would call far too much attention. Shatterbird? They must be getting supplies and food from somewhere. She would be an obvious candidate for that role." Eidolon's proposal made sense.
I grabbed a TV screen and focused on the Silica Kinetic. The image revealed a Middle Eastern woman who could be called pretty if one could ignore her sinister deeds. She was wearing an unassuming pair of blue jeans and a tank top. Sadly for us, she wasn't in the middle of a supply run. She was practicing with her powers. Rubbing shards of glass together with a look of intense concentration on her face.
But that wasn't the interesting part, because she was sitting on a colorful blanket in the shadow of a tree. The sight of a murderer like her, just enjoying her life should have made my blood boil. But one factor prevents that outcome.
The tree she was sitting under was situated on a hill that was overlooking a road. And I could do nothing but smile with glee because a road sign was visible in the distance. It was far too small to read on the screen but that wasn't a problem.
A minute later I produced a photo of that specific sign displaying the name of a town that I didn't recognize, Rust. Some research revealed a dozen towns with the same name, but we were able to narrow the list down to only one in short order. It was in Michigan.
"We got them." There was a sense of triumph in the room as I spoke up.
Alexandria brought us back to earth. "Yes, but we need more information. For now, the thing we know is that Bonesaw and Nilbog are creating copies of your partners, which indicates that Jack has plans for you. We need more."
It was a fair point and I nodded. "Agreed."
And so the following hour was spent spying on the members of the Nine.
Our first target was the Siberian. We saw her in the same lab as Bonesaw and Nilbog, she was just out of sight of the previous images. She was looking with curiosity and with a point of hunger at another row of glass cylinders. Those didn't contain any copies of my partners, instead, they contained bodies and body parts. Worse, she was holding a bowl containing fingers and was snacking on them as if she was eating crackers.
The sight of this turned my stomach and I turned away from the screen.
After taking a deep breath and centering myself I spoke up. "Could… Could we take a brief break?"
Alexandria opened her mouth to respond but she was cut off by Legend. "Of course. Take your time."
I gave him a grateful nod.
Opening a portal I entered my quarters inside Nimue's Dungeon. I spent ten minutes there in Hug's embrace and exchanging small talk with Moonbeam.
While taking that break I checked on the three new powers granted to me by the Menagerie.
First was the Laurel, the Menagerie counted it as both a weapon and a creature, even if it was just a short leafy branch. Despite its unassuming appearance, its power was potent. It generates a skintight forcefield on the wearer that could protect them for a short time from near anything. Furthermore, it was a grower, it could become more powerful the more it was used. Considering the number of defensive options at my disposal it was a little redundant for me, but it could make for a good power for someone else. Either a fragile Hero or a strong normal human.
The second gift of the Menagerie was a new Theme, Machine. Its effects were good, an immunity to disease and poison could always come in handy and the fact that the recipients didn't need to breathe anymore wasn't something to be neglected. However, it was the cosmetic effect that interested me the most. It was similar to the Tek modifiers but with much more visual variance. If I had gained this theme first I could have passed myself as a Tinker.
The last power was peculiar. I could designate one of my partners and from this point on if I dismissed it or it was killed it would explode. The strength of which would vary depending on its size. So it could be a nasty surprise if used on my Spider Bot, a deadly one if used on Massue, or a catastrophic one if used on Rex. I would need to be careful with this one.
Once I felt better, I reopened the portal and returned to the meeting room. Legend and Eidolon were talking in a low tone in a corner while Alexandria was speaking hurriedly on her phone. Seeing me reappear they cut short their conversations and approached me.
"Thank you for your patience. Let's continue."
Crawler was our next target. The hideous regenerator was sound asleep, hidden in a copse of trees. He didn't appear to have mutated in any obvious ways since the last time he was caught on camera. That was a relief, he was already more than scary enough. I was confident that I could deal with him by using overwhelming force or with more esoteric means but few could say the same. And I dearly hope that the Menagerie didn't consider him inhuman enough to qualify for Creature Acquisition. I wouldn't take him even if it was the case.
We discovered the Mannequin converted the silo we saw earlier into his private lab. Among the members of the Nine, he was perhaps the one that inspired pity the most. A victim of the Simurgh like few others. He was currently working on his arm, seemingly replacing a retractable blade.
Burnscar was another complicated case. She was among the most recent members and not a fully willing one at that. Her power took a heavy toll on her psyche, oscillating between depression and recklessness. On the screen, she was lying on a bed, humming a lullaby. Next to her on the ground, I could see a discarded syringe. It was a sorry sight.
The last member of the Nine that we checked upon was Hatchet Face. The power nullifier was just mindlessly watching TV, a football match while drinking beer. Once again the simple idea that this murderer was just enjoying life made me angry.
We didn't end our information-gathering session there of course. Several cameras and TV screens remained on the table, and we would make full use of them.
Exploring the farm and its surroundings allowed us to discover some interesting things. In a barn, we found a clan of goblins. Worryingly they look far more refined than the one from Elisburg. It appears that Bonesaw was able to help Nilbog make some improvements. Or maybe it was the access to fresh biomass. With the goblin were monsters resembling hairless wolfhounds, presumably mounts. There was also a flock of flying creatures that were a mix of bats and owls.
A more mundane discovery was the mode of transportation that the group used. The main one appears to be a big motorhome with an attached trailer. It was accompanied by a big van, seemingly used as a mobile lab for Bonesaw and Mannequin. Lastly, a truck appeared to be used to transport Crawler. All in all, it was a whole convoy.
If any of them somehow escape that would be a useful piece of information to have.
We made one last discovery before ending the meeting. As we were trying to map out the farmhouse, one image at a time, we stumbled on another person. A man sitting at a computer. One that I recognize.
"Victor!"
"Who is he?" I answered Eidolon's question without turning away from the screen.
"Victor was a member of the Empire Eighty-Eight. He was freed during the attack by the gang on the PRT building when I was kidnapped. Until now there was no trace of him. Before that, he tried to kill me with a sniper rifle."
Legend mused out loud. "I have no doubt that Jack recruited him in part to gain valuable information about Brockton Bay in general and you in particular."
I scoffed. "Anything he learned from Victor is now widely outdated."
Eidolon nodded in approval. "True, but don't underestimate Jack." He paused before asking a question to no one in particular. "I wonder if it means that they're now the Slaughterhouse Ten? Or maybe Nilbog doesn't count."
Alexandria intervened. "It doesn't matter. He'll be dealt with at the same time as the others."
With no more cameras or screens, and a lot of information already gathered I addressed the Triumvirate as a whole.
"So what now? I mean how soon can we go after them? I don't think we can afford to give them too much time to prepare."
At my question, they exchange glances. Alexandria was the one to answer.
[] "Tomorrow (Saturday), it'll be tight but we must act swiftly!"
[] "Monday, We'll need to mobilize capes and support staff."
[] "Not before Wednesday. We must be cautious."
With that decision taken, I had a follow-up question. "What's our strategy?"
[] Nuke them from afar with our most powerful ranged powers. No mercy.
[] Full frontal assault from all sides.
[] Assassination. Stealth is our best option to minimize collateral damage.
