What should your focus for the rest of the Quest be?

It's time to steal the idea. Make it so that every academic paper and book is accessible to all comers. Also...because of Juvenats we can, in theory, put everyone through PHD level education...we shouldn't but we can
1) We've already done that. It's what the publishing houses are for, IIRC.
2) We have nowhere near enough Juvenat for that. A dedicated action for Juvenat production would be an interesting choice, but we have nowhere near the actions for that.

Go down the MMI path and we'll just load it into people's brains, then use that science to ascend to robothood and become immortal academics, a la Stellaris.

On a completely different note, I've been really waiting for diplomacy to get going but then Voxx Primus decided to be a b-word, so now we can't have any space friends.

Very unfortunate acronym since in The Mech Touch, a story I read, the MTA (Mech Trade Association) is one of the big rulers of humanity and basically enforce a state of kind even beyond 40k Human Supremacy policy with any people trying to actually talk to aliens getting quickly purged like heretics. They're also basically rats morality wise being real quick to throw away ideals or principles when threatened or having a chance to seize greater power. Just an unfortunate name for the Mashan to share in my eyes lol

I kind of find the Ashan Family's "Only we can fuck with our family" thing, very wholesome. And we should really do that Friendly thing with them already given that it puts us a step closer to assimilating them into the Federation.
 
It's apparently going to take considerably more than one action if we do so.
While full deployement will be hard, I think a single expansion is something we should onsider if we can find the actions for it.

You have the equivalent of 40 Choirs on there, btw. Not as long-lived due to no/very little Juvenat getting shipped and taken up by the sent Choirs, but you have a psychic nuke ready to deploy.
Juvenat for 200 psykers can't be that hard to ship, and they're big force multiplyers.

I've brought this up before, but...
I think we should send a portion of our military forces to help the MTA fight the Cleansing Rain.
It is highly unlikely that we will be facing an invasion of Sigritta this turn, since for now the Duchy is turtling up. On the other hand, making sure the MTA comes on top in a war with an omnicidal polity not only means one less potential problem to deal with in the future, it also means earning the MTA's gratitude - gratitude which will make it far easier to build alliances with them in the future (and possibly culturally absorb them, too early to tell).
Sending a SBG would go a long way, but failing that, we would send the Lamenters. Or, heck some ground forces, to gain some combat experience before Voxx.

(Also, what's the MTA's actual religion, come to think of it?)

How? You have no military alliance or treaty with them, they have not asked for aid, you have not put anything down on the diplomatic road that would allow military forces to pass through their systems, and you are currently in near-immediate danger of either getting raided or needing to push down two heavily defended systems.

They won't accept such a proposal.

So what we should be doing is politely requesting information about the Nazi Vampires and how to kill them, see what bits we already have that are effective against them based on the paperwork, and see about developing what we have that's effective for a few cycles while occasionally asking Brazil if they're willing and able to comment on our anti-Nazi Vampire program progress so that it's actually effective if it's ever needed.

Would asking for that initial data dump be a free action or a proper action, as I think we've exchanged embassies?

Figured. They're pretty darn huge polity-wise and long lived on top of having strong theological traditions. Not the kind of thing we can force through, so it's probably going to be the work of millennia to get them to the Star-Child (just gotta hope our fanatics can wait that long before they get the clubs out).

In the meantime we got those lil' Mothmen we can pick up. Who knows? We might even get new melodies from them.
Their education system is far more thorough than that of the Federation. Citizens are expected to complete, at minimum, 30 years of schooling, though that is lowered to 15 for humans. Further educational tracks are encouraged and propagandized. All citizens, even humans, must write at least one 200-page book before graduation
Damn, glad I didn't have to do that for my Thesis. But yeah, really nice to see they have such a high emphasis on learning and education.
The Families possess around ~80 unique ships, alongside another ~50 military ships ranging from Destroyer to Light Cruiser size. All of them are, in one way or another, owned by at least three people, four funds, seven corporations, and ninety-eight interest groups who throw lawsuits at each other like candy at children during a parade.
First paragraph, and already off to a great start :)
Most of their ships are used to ferry all manner of goods, but finished goods, illegal narcotics, weapons, and children's toys are their primary imports/exports.

The sizes of their Destroyers and Frigates are [All Of The Above], with armaments ranging from rams to a cannon that shoots green beams that disintegrate hit targets. Their ability to operate in any coordinated fashion can, at best, be called sub-par.
Ok, so apparently they managed to get Necron guns working based on this description. Also their navy is absolutely atrocious and I'm sure Orkz have better standardization than this.

I don't think we can give much aid that will significantly tilt things. The Mashan are bigger than us after all. However, the Black Ash Clan is looking towards fighting the Croaf Hegemony and they seem like the right kind of assholes to punch in the face. And it looks like the support we can offer would be much more effective due to the size differences
 
Give Choirs at most to our rock buds. They are portable and useful.

Also, guess we know where to turn after finally handling Voxx- I want better relations with All our neighbors...

Only for a few minutes. Getting ships in and out of the Warp takes more out of them than a full-body workout on its second day when you are unused to workouts.
Still could be very useful for specialist ships. Maybe easier if the Choirs only help with the stealth then the ship machinery does the warping, but just transiting the Warp is probably very strenuous on everyone.

Song use questions:

1. Can Choirs use two Songs in the same turn, like if Choirs are tasked to use a stealth Song can they also use a offense/defensive/utility Song the same turn? Or would it be more we need to have enough Choirs that some can do the stealth Song and some do a different Song?

2. Choirs were nearly killed by using the Fire (Sun?) Melody offensively, was that because it was a Melody or because it was used offensively or against a large target?

3. Are Song effects happening continuously or does it just take place for a 'scene'/event?

The original Propaganda Office description mentions diplomacy, @Neablis 's version focuses on a Subversion Bureau. I had the idea there could be two branches each focusing on overt or covert ways to convert populations depending on the targets. My write in wasn't coming together very well though, here.

1. Too zoomed in to matter. Unless the story calls for it, I am not going to bother with putting any rules down.
2. They were using The Sun. It nearly killed them because they were singing the Melody of The Sun. Which is a tad bit more powerful an image within the Warp than using Fire. Or Protection.
3. Depends on what the story calls for.
