What should your focus for the rest of the Quest be?

And I won't be surprised if next turn will be the time shit hits the fan, like I-Can't-Believe-It's-Not-Demons taking over Dutchy's fleets or something.

... Which, fair enough, would necessitate a fleet to deal with.
 
Do we even need to deal with these Heresies soon? It feels like these two have been around since the very start and haven't been causing difficulties? It's almost more a doctrinal split than a heresy. I'm also worried that clearing them will just invite new ones to pop up. Though maybe there's a bonus, who knows!

As for shipbuilding, finishing out the SBG would be nice but we already have most of the ships, just missing a few carriers. I'm wondering if we'd be better served doing a manual ship production run to build small ships to counter the van Zandt small ships, under the theory they use swarms of small ships that are good at "punching up."

@HeroCooky on that note, any more intel on van Zandt fleet composition? Still just a ton of small ships? Any more intel with our first waves of new scouts?

Or getting ISCs! We can use two actions to make a new ISC from scratch, which means 7 total to get to X instead of 10, or 3 actions on CIV XV for 3 nee ISCs.

I'm actually hoping to ressurect my old ISC proposal which would be for one that could discount multiple infrastructure but cost an action to swap between them.

First, escalate the trainers present, able to train out military grade units... even if they still have to use the carefully nerfed equipment as their core, if they're better trained, better fed, and better motivated the difference will show. Second, send in some engineers from... alternate sources who have an experience in that very special brand of amusement known as "Building Technicals." Tanks and Armored Cars and more cannot be hidden, but souping up "regular" groundcars and other vehicles to be far more impressive than they look will further strengthen the "gang." Also obviously help them expand factories, and so on, that's just obvious.

Specifically, too often does critical research go unreported because of the difficulty of communication or the presence of negative results, or it is missed by researchers who aren't aware of what keywords to look for. This is in addition to the difficult of repeating difficult experiments because of vague instructions. These institutes would focus on fixing these problems by creating an integrated research reporting framework and rewarding well-demonstrated negative results just as strongly as positive results. Peer reviewers would be paid for their work, and basic science will be rewarded with prestige as strongly as exciting applied research. With these institutes, the saying "A month in the lab will save you a day in the library" will become a true joke instead of a painful reminder.

While I fully agree with Voxx Primus action, I think that the whispers of a holy crusade is just going to really scare Dutchy when they eventually hear of it, and prompt them to start the ugly part of the revolution.

I mean, they will come to fight when they realize it's a rebellion, but there is a difference between "some big gang with suspiciously good equipment" and "a beach head of a holy crusade on our lands".

Gremlin Light Scout
An extremely light two-person scout vehicle meant to be used by the Glimmering Federation's scouting, infiltration, and sabotage elements. Thanks to its ultra-light yet durable construction, the Gremlin's construction may as well be a rounding error for the Federations Mechanized Formations. Three variants are officially sanctioned, but the SAGs of the Federation have since added several hundred more to the list of unofficial variations. Usually armed with Heavy Stubbers or Las-Repeaters, the Gremlin can be armed with virtually any weapon it can carry, and it thus has been armed with everything it can bring to a fight.

Lore:
The Gremlin is a small two-person vehicle meant to provide armor capability & mobility to light infantry and infiltration units. It is intended to be transported in a modular series of compact crates and assembled on-site. The first crate contains the engine, the second includes the wheels and disassembled vehicle frame, and the third contains any one of several standard heavy weapons that can also double as crew-served heavy infantry weapons. Optional fourth and fifth crates contain armaplas armor meant to be bolted-on, though the vehicle can also be armored with locally sourced armaplas, plascrete, or even ferrocrete.

The Gremlin's assembly is highly modular. There are no less than three vehicle configurations for different urban or rough terrain environments, each with varying armoring, size, speed, turning radius, and off-road capability characteristics. The weapon mount is similarly interchangeable, with options including Las-Repeaters, Heavy Stubbers, or more exotic options such as a Bolter Turret or Light Melta Cannon for high-value specialists.

The Gremlin is meant to be maximally effective with minimum logistic support and is designed to use local supplies wherever possible. The engine can use nearly any formation of liquid petrochemical as fuel, from ethanol to promethium, and there are included instructions for how to ferment and distill ethanol as fuel. The weapon mount can also be customized to fit any locally sourced heavy weapon. The resulting vehicle is a small one-to-two-person armored buggy that can support light infantry and infiltration units in urban areas or rough terrain.

Early testing indicated that soldiers in the field had difficulty following the instruction manual despite it being specifically designed to be easily understood. Additionally, they frequently lost some of the critical tools necessary for the assembly of the Gremlin. After that, an entire set of hand tools was included with every Gremlin crate, and the instructions were reworked several times until they were entirely formed of pictographic diagrams that did not require literacy to follow.

They're living in the underhive. What point is there in promising a better future, when the fact that they can have food, water and housing is already far more than they'd ever hope for.

Honestly, I think we already are giving them hope.
They have no memory nor tale of a better life. We give them safety and material conditions on level of an average noble, and a religion that considers them worthy of living (at least for the 400 billion who Dutchy doesn't consider human).

But as for a grand statement of purpose and hope, I think something along the lines of "we are on a mission of reforming the whole hive to be a place worth living in" is better, since it is our goal here regardless, and doesn't give away that some outside force is funding them.

Edit: Or the doctors. That works even better, since I imagine most hivers are at the bottom of their pyramid of needs.

It already takes two actions to gain one point of VI, so we'd be trading paying 3 instead of 2 for being able to create living space for 30 billion people, which seems like a pretty good trade.
