It seems pretty obvious that it is powerful, as it was already written as immune to being shot, and resisting Sayaka's powerful sword, and being intelligent enough to ambush people fleeing, which if that does mean dumb beast is the dangerous kind of animal intelligence. I really don't see the point in taking pointless actions in a life and death fight, in fact, it's the kind of thing that will get us or our friends seriously hurt.

Anyway, re-reading the story post and @SynchronizedWritersBlock is right; the guy is already proof against bullets and Sayaka's sword, and he struck from ambush so no negotiations.

You activate Time Stop immediately...you need to get Sayaka and Mami out of this fog, not to mention yourself. You snatch Mami, tossing her over your shoulder and carrying her clear of the poison, before returning and bringing Sayaka into Time Stop. Caught mid-dodge as she was, she understandably freaks out when you grab her arm, her blade swinging towards you reflexively and slicing into your arm...you hiss in pain, and Sayaka's eyes go wide in horror, "No! I'm...I'm so sorry, here, let me..."
You shake your head with a grimace, "Don't worry. It'll heal, come on..."
She starts to protest, but follows you as you guide her away from the beast and prepare a little surprise for it, summoning your Progressive Knife and Enchanting it heavily...Automation and Flight, so that it can maintain an attack if thrown, followed by a boost to it's cutting potential and flight speed. It may not kill this thing, but the beast won't enjoy having a hole carved through its throat.
Letting go of Sayaka for a moment, you sprint towards the massive hound, all too aware that the poison is still flowing into your lungs as you make contact with the fog, before leaping and tossing it at the very center of its neck...too close to the base for it to simply move it's head to dodge, but high enough to cut something critical. The faintly glowing blade shoots forward at incredible speeds, only stopping millimeters short of the target.
Still not satisfied, you land, reload, and enchant your machine gun...the bullets won't be properly enchanted, but they should be enhanced immediately after being fired. It's a good thing, you consider, that you aren't using reusable ammunition...otherwise, that might actually be a problem.
As it is, you're satisfied that they will perform well enough to be meaningful...hopefully, at least...and fire a wide spray of bullets at the creature. There's no way it can dodge that...not without some form of teleportation, at least.
Sayaka, frozen in time, snaps back into motion as you touch her. Fortunately, she doesn't lash out this time, and you silence her attempts to apologize with a flick to the forehead, "It's fine. A little cut like this is nothing. Tell me, what do you make of that thing?"
She blinks, turning to regard it with grey eyes, and grimaces as she stares it down for a moment. Shaking her head, she looks at you apologetically, "It's a weapon, sort of, but not a proper one. It's like trying to read a rock or something...it can be used as a weapon, but it's too far from being a proper one to give me anything meaningful."
You nod, "That's fine. It was worth a shot. Let's go."
"Think I can get a shot in first? This sword's good for creatures like that one...I could probably lop something off."
You frown, contemplating it...if she cuts that thing, it enters Time Stop, but only until Sayaka finishes cutting through it. It might be worth it...or it might be a disaster, if the monstrosity gets a hold of one of you.
