...Man, this is bad. Ibis at the start of the quest already expressed very reasonable fears that every nation and corp on the planet would probably try to get their hands on Ambrosia if they knew what Project Prometheus really was, but... if we're entirely right and Elysium Station uses the Ladder to empower/create metahumans, then they're one of the few groups that might want to completely destroy it if they can't get their hands on it.
It's just as SM said: the powerful cannot bear peers. They would hate the idea that they've invested everything into a worse version of something that a lesbian communist came up with, which could empower literal nobodies to actually make the world a better place. If it can't be stolen, then it has to be destroyed.
Now I'm seriously wondering how the other quest-start routes would have gone. Would we be seeing open attempts at kidnapping Ibis and stealing Nora's notes? Would we be facing open warfare from the other factions? Geez.
The Ladder being a psychic amplifier might explain why Valkyrie tried to destroy it. And it'd explain why the turn 2 Beach Episode action would have involved learning an "Unfortunate Truth of this World". Mona, who has Extreme Psychic Sensitivity, hasn't gone back to the Ladder ever since she got her powers! She might feel something just from being there.

The unearthly, delighted gasp Chihiro lets out nearly derails your train of thought. Valiant Gold's eyes widen, while Handyman contorts his face into a cartoonish caricature of surprise.
... Handyman really is the perfect backup for Lady Leizi. He really came in with swinging with a 2x4 today, he's wasted as a combatant when his true calling should be helping LL do what she does best.
I guess you could say Ellie is the medium through which she draws power from the Stage, in which case it's not wrong to say she is the power source. That's why her Extreme Psychic Sensitivity was guaranteed. Edit: Ninja'd by Bitterman himself.
1) Having a bunch of captured meta-humans seems like a little much, but it's possible. I guess you could blame it on America (or look at the Philosopher's clearly-mentally-not-all-there captives). EDIT: Or the prison, good point.

I don't think it is a bunch. I suspect it is specifically the metahumans that elysium kept on hand that were… uncooperative, but worth not disposing of.
Ellie was and wasn't. The connection to the Stage is the psionic field she generates that powers EXCEED-BEYOND. The difference is primarily academic except that by using the stage rather than just her own emissions it isn't going to slowly kill her the way EXCEED was killing Nora.
This is cementing that our next Fill-In either has to be Flight of the Bumblebee (direct insight into Elysium itself) or Goodnight Avo (insight into the Ladder's construction, and the possibility of how it was either tampered with or how Osayin was tricked into making it).

YOOOOOOOO, this is GREAT. The only think I would say is that Marajo is more a peninsula than island, so it's closer to mainland Brazil than what's shown here. +1!

We also know Valkyrie figured it out and flipped the fuck out when she did so hard she went totally incoherent and tried to immediately smash the whole thing instead of even trying to evacuate the city first. So whatever it is is well shielded, but not perfectly. And however she learned the truth was so disturbing she lost all ability to do anything but try to immediately remove the problem, instead of doing the obvious and screaming "they are siphoning the fucking leviathan! It's going to wake it up!" (While not actively trying to destroy the ladder so people will, you know, actually listen to what she is saying she learned.)

Surely it should be the actual fill-in relating to the Ladder, the one Bitterman talked about in a non-threadmarked post, and involves Valkyrie and King?
What would Nora do in a situation like? Wait, no, that's a terrible example to follow. She would just get angry and start swearing at everyone.
What about Yazmin? She was the most socially-able of all of you. Could you . . no . . . that she's also a poor person to imitate. Yazmin would give a rousing speech to inspire everyone to hold hands and work for the common good.
"Excuse me, I was talking to Stockpile. Leader to leader, you understand," you say dismissively, "Now, Stockpile, I know Nora put psychic protections in all of her armors. You've butchered her work, but surely you kept those in place, yes?"
He bristles, but stiffly nods. ". . . I did."
"Well, then," you say, clapping your hands together, "The solution is simple. You'll check the logs on Valiant Gold's armor and verify that her armor detected psychic interference right before she discovered Seraph. If the logs don't match, then, of course, we'll give a full apology. But, if they do match . . ."
You look down at Seraph and widen your smile, displaying your teeth.
"Y'know," Chihiro says looking and tapping her chin, "If Justice Unlimited was well-informed enough to know that Seraph was going to be up there and devious enough to come up with a scheme to frame her for using her powers on them. . . then why weren't they smart enough to come up with a way to prove it? Surely there would be better ways than to rely on someone who hates them?"
Joules sputters. "Well, uhhh, that's—"
"Also! I'm surprised to see a former member of Global Justice be so quick to dismiss Justice Unlimited's complaints! Global Justice used to take such a harsh stance against metahuman-based mental manipulation. They had too, with the damage rogue mind-controllers could do to the trust the public had in Justiciar!"
"Seraph," he says, his voice deceptively calm, "You're on indefinite suspension. Get out of here, now. You are confined to your quarters until I return and we discuss the rest of your punishment detail."
He turns to you, his words halting. It seems like he would rather chew glass than say what next comes out of his mouth, but, to his credit, he says it all the same.
"I apologize for my teammate's actions. They are inexcusable." You can see your face reflected in his visor. "She will be disciplined."
"You will not undermine my authority," Stockpile growls, leaning close to White Hawk. "I don't care if she's also part of your precious Horae Guard. Down here, this isn't how we operate. If you don't like it, you can fly back to Elysium."
His face is inches from White Hawks. "Do you understand me?"
Some of your annoyance is feigned. You didn't expect them to actually reveal their source. Honestly, Handyman was probably correct; their informant was most likely Faust. As for he learned of Project Prometheus . . .

". . . is that even possible?" you ask, nonplussed. You're so baffled by his assertion that you're not even offended by his accusation.
"I care nothing for your assurances," you snarl. You've finally had enough. "Just as I do not care for the Elysium Station's transparent attempts to take control of Horizon-proper!"

It's powered a lot like how EXCEED-BEYOND is powered. Only it isn't voluntary. Crusade has meta humans locked up somewhere being siphoned to feed the armor when it isn't in use. This is a much nastier process than it is for Ellie, because they don't have powers perfectly custom designed to fuel the suit.

No no, Elysium is powered by the Psionic Siphon that is Jacob's ladder which pulls from the Leviathan.
Not because they wouldn't pull form metahumans, but because the entire thing was purpose built to be an amplification chamber for the Psionic Siphon, and trying to mix metahuman power sources into that as well is just asking for it to blow up. Which they wouldn't experiment with where they live.
But they have their own metahumans that just aren't cooperative, but too useful to dispose of.

The short version is Valkyrie was completely correct, and the reason she went 'insane' completely justified. The only question is why she was so incoherent about it instead of getting her team to fully understand the truth and taking the entirety of New Dawn with her to destroy the ladder.
We've gotten this from what Ellie stated in this update, Nora's comment, and Stockpile's suspiciously-specific accusation, combined with the vague understanding we have of what Valkyrie tried to do and her ranting while she did so.
For the record, I still think that something, Hand possibly given how Fish talks about it, did affect her mind, even if it was just something as simple as "shut down logic and reasoning, leave only animal instinct" to Valkyrie.
I'm also still of the belief that the Nora combat-analysis-log from Kintsugi is about someone fighting both King and Valkyrie, not King and Valkyrie fighting each other. Admittedly, this is relying on the slightly meta info we have about what Wider Than The Mile will give us (both info on King and Valkyrie).

I tend to agree - my suspicion is they found out at more or less the same time she uncovered the truth, and went "oh fuck!" And did the only thing they could - scramble her hard enough she went berserk instead of being her usual charismatic and largely intelligent self and leading her team to evacuate the city and destroy the ladder.
Because it explains why she acted so entirely out of character after figuring it out: she stumbled on a psionic mine when she did so and that left an opening for them to scramble her to make sure she couldn't coherently rally support. Because her usual self would have had the city rising up to destroy the ladder themselves.
Ambush. It wasn't a fight. She was off balance from whatever she broke through to learn this in the first place and they slammed "scramble" on before she knew she was even under attack. That's why I mentioned a psionic mine - basically she stepped on a trap when breaking through a shield to learn the truth, and in doing so left her own defenses horribly frail. She was then 'shot' before she could react by someone probably waiting for exactly that moment.
