Yeah, Echidna was noted to stay around after the fight with Powers and the Four Two Seasons:

The training "room" was something of a misnomer. It was a room in the same sense an indoor stadium was technically a room. The first part was a gymnasium filled with equipment divided into "no powers" and "with powers" sections. But the real draw was the area behind the gym—a long flat expanse of land over a hundred yards long. The Apiary could shape this area to resemble all kinds of terrain and environments, and it was large enough that metahumans not named Black Swan could use their powers without fear of collateral damage. You could feel Echidna wandering around back there, stretching her wings.
"Can you get off me?!" a woman shouts from beneath Echidna, who sits atop her.

If the 2 potency is taking into account the -3 option that gets a bit trickier but the Hunch/Daggermaw option would fit with us naming literally every other 1 cost barring Millions when Bitterman bemoaned us getting very close and trying to give us it.

So honestly we can just do Hunch + Daggermaw + Soldier X + Steadfast. That's 5.

I also have a small amount of paranoia that at some point we may run into an opponent that specifically counters or scales to high potency, though, which is another reason why I want to have at least a few builds that are low potency. "What if we have to fight Kamijou Touma", basically (tbh, Leizi could beat him).

Quick draft idea:

Eye for an Eye/Retribution (Potency 11)
Deadman (5), Red Huntress (6)

These are powers centered around predation, reactive scaling and revenge, so conceptually and psychologically I think they would be a good fit for Cain, given his history of vigilantism. The idea here is obviously to get a build that can ramp up based on how much damage they've taken in the current fight and the strength of their opponent. There's not much room for additional powers after that but both are fairly strong abilities already with a clear running theme.

After looking at all 2 Potency combinations again, I think the mystery combination is either Soldier X + Mister Hunch or Transformation + Elemental Manipulation. It could also be Mister Hunch + Daggermaw or Daggermaw + Hydrocity but I doubt it. Please let me know if you think I missed something.

Side I was going over the Global Justice side story, pulling up the names of people who Didn't Survive for a prototype list of what DNA samples we would have gotten if we had helped Stockpile back in the day:

-Indemnity
-City Crier (Elemental Manipulation: Sound)
-Justicar herself

There are absolutely more we didn't know about, just a basic set-up.

Rereading it also reminded me that even putting aside Leizi gathering intelligence on Joules being a coward who ran away from the Movement, she has eyewitness testimony that he stole Nora's armor firsthand. I wouldn't rely on that being a silver bullet, Silvio knew, and he probably changed his mind on "That's a dishonorable way to act" to "Thank god you got this, otherwise we wouldn't have known that Nora Kim was doing something dangerous", but it could be the one in a one-two punch.

Edit: It's also weird to note that despite Global Justice being a part of the American military, it's much more chill about LGBT+ stuff? Is there just a general "What happens in Horizon stays in Horizon" deal?

The US military is a big place. Not super surprising that the more specialized divisions are more progressive in their policies.

A power nullifier would nullify all powers including the lower-potency ones.
Something like the Red Huntress's mark or Arc's powers would be affected by more powerful ppl but neither of them are countered by a low potency.

Also shouldn't Handyman be able to turn into a giant bird or something.

I look forward to seeing Doctor Silver Sky-surfing, though.
 
I think Maddie's kill count has been brought up as a possible angle of attack during the interview, but is there any chance her age will be a problem? I'm pretty sure Horizon doesnt have child labor laws, but would she be considered a child soldier in violation of the Geneva conventions? Does anyone still give a shit about those?

Also stealing Printemp's body is probably gonna get brought up. Both because it's creep behavior, and because it's a clue about the nature of Project Prometheus.
 
I'm actually surprised Printemp's body is still with us, actually, since we don't need the whole thing. Été might actually be too afraid or resentful to ask, though.

I guess one way to think about it is baking. Lots of recipes use eggs, milk and flour, but making a cake using all three doesn't mean you can't make a pudding using just eggs and milk. The ingredients overlap, but adding another one completely changes the outcome.

Also @Bitterman I'm assuming we also get plus ones for fanart right?
