So, an idea that came to me: Zeno+Fast Track. Zeno could cause anything he sees to come to stop, projects a field that made him untouchable and can freeze one person in time. Fast Track emits a field that steels "speed" and can redistribute it. Speed is the ratio of your movement in space relative to time(and vice-versa).
Can you see the similarities?
As that 12 Potency, if we want it P13, we could add Mister Hunch or Millions Minefield. Hunch because his power is related to time/space as well as well, while Minefield because redireting and storing energy is somewhat similar to Fast Tracks power.

A perfectly solid out of the box solution that doesn't require us to boost Song in any way. Soldier X and Steadfast provide a solid physical base, even assuming that the Clairvoyance/Strength/Senses combo eats it's components, and Hydrocity adds an extra bit of flair in case physical force alone can't defeat the target.

My assumption is that the Interlocutor is a body hijacker like Third Person, given some prior statements, so "who they are" is like playing Pin The Tail On The Donkey in a house of mirrors.

That's an interesting idea, it would fit the juxtaposition of him being seemingly totally normal and yet terrifying. But I don't think his identity is the central mystery, it's —
What is his progenitor and what is that duty?
The latter could be to instruct the progenitor that they have made their progeny (a concept not yet understood), but that just makes the former all the more important.

But Apiary was there. And Apiary gave him a good fight, if he respected her enough to mourn her somewhat.
