Given the wording of the Edicts it should.
"EDICT: ALL THINKING CREATURES MUST LOVE SOCIALITE BUTTERFLY WITH ALL THEIR HEARTS. PUNISHMENT: A LOSS OF ALL MOTOR SKILLS."

No.

"EDICT: ALL THINKING CREATURES MUST RECOGNIZE THEY ARE LOWER THAN DIRT COMPARED TO SOCIALITE BUTTERFLY. PUNISHMENT: A LOSS OF ALL SENSORIUM."

No, no, no—

"EDICT: ALL THINKING CREATURES NOT NAMED YARA OLIVEIRA OR KAITLYN ENGLISH MUST KILL THEMSELVES. PUNISHMENT: CONSTANT STIMULATION OF THE PAIN CENTERS OF THEIR BRAINS."
The way these are worded they should hit everyone not her clones. Only upside is that White Hawk should also be disabled and hopefully will stay that way if we word our counters right.

Ronin wasn't on the battlefield, but the others were running away last we checked.

Crusade's remaining soldiers have totally broken; they're sprinting for the hills as fast as they can. Perspective and Plasticity are alive, you think. But they're nowhere to be seen.

Oh, wait, there they are! You spot them climbing into the sole, undestroyed APC with a few soldiers and two limp bodies . . . huh. It's Été and Joules.

So that's where they went.
Handyman looks at the soldiers fleeing into the APCs. "We save a lot of those guys. Not they'll thank us, but . . . hey, it's what heroes do, yeah?"
So it probably depends on the range the Justiciar clone used. I would assume that if SB has used this move before, she would normally limit the range to just the battlefield, to avoid drawing the attention of an entire borough... but who knows.

A Quick And Dirty Analysis of The Clone's Boosts

Just Potency Upgrades:
-Uiara
-Crimson Soprano
-Millions Minefield
-Man 'O War
-Palisade
-Mr. Whaaaa?
-Justicar

Uiara's durability went from being just tougher than average to hard as steel, and her minor cryokinesis got boosted to ice control.

Crimson Soprano got lock-on capabilities.

Millions got range and size boosts to his energy.

Man 'O War got the ability to detatch his limbs, but they were already Autonomous per his DNA.

Palisade's barrier recharged faster.

Mr. Whaaa?'s ability got an AOE.

Justicar lost the restriction of needing to see someone break an Edict to enact it, now it's just autonomous.

New Combos:

-Umibozu

Memoria got the ability to turn his photos into portals, like Monarch.

Nox got a psychic scream, I doubt he was made into a True Telepath but Psychic Scream could be a lower version.

Umibozu's Constructs were made autonomous.

Didn't see them in action enough to know.

Couldn't have been boosted:

He can't boost himself, and she wasn't able to be boosted because she was made freshly on the scene.
 
Umibozu's Constructs were made autonomous.
They were made mobile, we don't know if they were autonomous or micromanaged.

So obviously the Clone Scarlet wasnt benefiting from the repayment aspect of his power, but we don't know exactly why.
Some possibilities:

1 the clone lacks the mental capacity to act beyond death in whatever way Christian does when he calls in a loan

2 Socialite Butterfly agreed not to use that aspect of his power when she got access to Christian. Presumably enforced by one of Faust's contracts since I dont see her sticking to the deal otherwise.

3 When the Scarlet clone dies, the real Scarlet Maturity gets to call one of the clone loans. I feel like it shouldn't work like that because the clones don't cause ontological resonance - it's not the same power, it's just SB's power imitating another power. But it would be kind of funny if she had a way to consistently make Christian stronger and was refusing to use it.

4 She doesn't know it's an option. Even if you want to believe in a world where she didn't know before Faustian she found out after Faustian when everybody else in Horizon did. That shit was international news.
 
There's also option 5: SM can only benefit from the repayment aspect of his power when he specifically dies, and since the clone didn't die, it didn't get the opportunity to use the repayment portion of its powers.
